Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Women Peace and Security programme, UN Women supports the Government of Lebanon in the implementation, reporting, monitoring and evaluation of progress and results of the National Action Plan (NAP) 1325 (endorsed in 2019 by the Government of Lebanon) including supporting i) the security and defense sectors in developing and implementing gender affirmative policies; ii) removing discrimination against women in the law; iii) promoting women’s role in peace building, recovery, transitional justice and mediation efforts; and iv) ensuring monitoring and documentation of women’s rights and gender equality in times of conflicts and crisis. The WPS programme includes the work on addressing social norms, engaging men and boys in achieving gender equality and challenging traditional gender roles at community, institutional and policy levels. 

UN Women Lebanon works with national women’s rights organizations and with emerging women-led Community Based Organizations to advance gender equality. Under the programme pillar on governmental reforms and policies, UN Women has a specific project on strengthening legal aid and access to justice in Lebanon, which works to strengthen the institutional effectiveness and accountability of Lebanon’s judicial system, as well as the legislative framework. To tackle rising protection and sexual and gender-based violence concerns in light of the pandemic and economic crisis, UN Women also works to address vulnerable women and girls’ immediate needs and concerns by providing protection services, and legal aid and assistance to women and girls in marginalized areas across the country, with a targeted focus on migrant domestic workers.

Duties and Responsibilities

Reporting to the Programme Coordinator, the Programme Analyst provides technical support to the UN Women programmes in Lebanon by contributing to the programme design, formulation, implementation, evaluation, and knowledge management. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he/they work(s) in close collaboration with the programme team, implementing partners and civil society to ensure a successful UN Women programme that advances gender equality and women’s rights agenda.

Working in close coordination with the UN Women Programme Coordinator the consultant is expected to prepare the following:

I) Provide technical support to the development of programme strategies and project implementation at the field level (in the areas  of Gender Equality, Women’s Rights & Sexual and Gender-Based Violence)

  • Ensure that partners’ implementation adheres to the programme’s vision to advance gender equality;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support, mentorship, and trainings to partners as needed using a participatory and feminist approach.

II) Support the programme’s monitoring, evaluation, and reporting

  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Conduct regular field monitoring visits to programme;
  • Develop qualitative and quantitative monitoring and evaluation exercises across the programme
  • Contribute to the development of capacity development tools, including training materials and packages;Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all partners through communication, training, learning and development activities.
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Draft quarterly reports and donor reports, focusing on results, output and outcomes.

III) Support the development of knowledge products

  • Contribute to knowledge products on issues of women’s rights, gender equality, gender legislation and policy, gender-based violence and access to justice, and unpaid care work.  
  • Develop technical content to background documents, briefs and presentations related to the programmes thematic areas.
  • Support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products.

Required Skills and Experience

Education:

  • Bachelor’s degree or equivalent in human rights, gender and women’s studies, international relations, sociology, international development, international law or other social science fields is required

Experience:

  • A minimum of 2 years’ experience in relevant programme/project implementation.
  • Experience working issues of gender equality and women’s rights in Lebanon.
  • Experience in analytical writing and research is an asset.
  • Experience implementing, monitoring, and evaluating development programmes and projects is an asset.
  • Computer skills, statistics, internet communication and command of MS Office.

Language Requirements:

  • Arabic written and oral is mandatory;
  • English written and oral is mandatory;

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evaluation (70%) split such as:

  • Education: 20%
  • Professional Experience & background: 30%; should detail work experience, specifically experience which is relevant to the consultancy requirements indicated above;
  • Cover note: 20%; cover note should clearly state the availability and method of engagement to deliver on key outputs, while clearly explaining how the candidate meets the requirements and their ability to deliver in due time.

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation
