Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

The UN Women Georgia Country Office with the generous support of the Government of Norway is implementing a project “Good Governance for Gender Equality in Georgia” (GG4GEG). The project responds directly to gender equality and gender mainstreaming commitments undertaken by the Government of Georgia at the international and national levels and aims to strengthen governance systems for gender equality in Georgia. Within the GG4GEG project, UN Women plans to support the government of Georgia in developing the Gender Equality Chapter under the 2021-2023 Governmental Human Rights Action Plan (HRAP). To support this initiative, UN Women will hire a national consultant.

The overall objective of the consultancy is to support the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence (GEC) in the development of the Gender Equality Chapter under the 2021-2023 HRAP, facilitating participatory drafting process and ensuring that the document is aligned with Georgia’s international and national commitments on gender equality and women’s empowerment.

The drafting process shall be aligned with the rules and procedures outlined under the Governmental Decree # 629 on Developing, Monitoring and Evaluation of Policy Documents. The drafting process shall be further informed by the relevant thematic reports, including the findings of the monitoring reports on the implementation of the 2018-2020 HRAP and the 2021 Public Defender’s Special Report “Review of Georgia’s Gender Mainstreaming Obligations and Their Fulfilment Status”.

The consultant will work under the coordination of he Administration of the Government of Georgia (AoG) and with the technical support from UN  Women Georgia and will be responsible for the tasks outlined below.

Duties and Responsibilities

The duties and responsibilities of the national consultant are:

  • Review and analyse relevant normative frameworks and thematic assessments on the implementation of gender equality agenda against Georgia’s international and national commitments.
  • In cooperation with the GEC engage in consultations with line ministries/state agencies to collect inputs for the Gender Equality Chapter under the HRAP.
  • In cooperation with the GEC engage in consultations and collect feedback from the representatives of civil society organizations and women’s organizations
  • Work closely with the local consultants, engaged by AoG and the development partners in drafting relevant chapters and sub-chapters of the HRAP.
  • Ensure incorporation of Georgia’s international and national commitments on gender equality and women’s empowerment, including but not limited to commitments under CEDAW, BPfA and the Sustainable Development Agenda.
  • Provide other relevant support to the GEC in the drafting process of the Gender Equality chapter under the HRAP.
  • Develop draft of the Gender Equality Chapter under the 2021-2023 HRAP in line with the Government Decree N629 on the Approval of the Rules for the Development, Monitoring and Evaluation of Policy Documents.

Deliverables:

  • Desk review conducted and detailed roadmap for the development of the Gender Equality Chapter under the HRAP in line with duties and responsibilities spelled above developed and submitted to UN Women (5 working day)– by 26 April 2021.
  • Consultations held with line ministries/state entities and civil society organizations and a brief report capturing meeting dates, meeting participants and key points discussed submitted to UN Women  (10 working days) – by 31 May 2021.
  • Based on the analysis of the desk review and outcomes of the consultation meetings with the government agencies, as well as recommendations of the CSOs and women’s organizations, develop a first draft of GE Chapter under the HRAP (17 working days) - by 20 June 2021.
  • In cooperation with the GEC organize the meetings with the line ministries/state entities, CSOs, grassroots women to present and validate the draft version of the GE Chapter under the HRAP (3 working days) - by 30 June 2021.
  • Final draft of the Gender Equality Chapter under the HRAP developed and submitted to UN Women (5 working days) - by 05 July, 2021

Required Skills and Experience

Education:

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies, or related field

Experience: 

  • At least five years of experience working on issues related to human rights, development issues and the sustainable development agenda
  • At least three years of experience in developing strategies, action plans and related tools;
  • Experience in working with governmental stakeholders will be an asset

Language:

  • Fluency in Georgian and English (speaking and writing).

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies, or related field
  • At least five years of experience working on issues related to human rights, development issues and the sustainable development agenda
  • At least 3 years of experience in developing strategies, action plans and related tools;
  • Fluency in Georgian and English

Technical evaluation criteria (including minimum qualifications):

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies, or related field (max 80 points)
  • At least five years of experience working on issues related to human rights, development issues and the sustainable development agenda (max 100 points)
  • At least 3 years of experience in developing strategies, action plans and related tools; (max 100 points)
  • Experience in working with governmental stakeholders will be an asset (max 50 points)
  • Fluency in Georgian and English (max 20 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women Governance Programme Analyst.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverables 1, 2, – 37 %
  • Deliverables 3, 4, 5,  – 63 %
