Background

 

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Uganda Country Office works with Government and partners to strengthen and increase participation of women in politics and leadership at national and Local Government levels. Uganda’s commitment to gender equality and the empowerment of women provides the basis for meaningful participation of women in electoral processes at all levels. The Electoral Commission therefore has a duty to enhance awareness among its staff and personnel, develop and implement systems that ensure that women and men of voting age enjoy their rights on a basis of equality of rights. To facilitate women’s ability to claim and exercise their political rights, the Electoral Commission needs to build the capacity of staff and personnel to adopt approaches that are based on a thorough understanding of the situation and positioning of women in Ugandan societies – their social roles, and power relations between men and women at family and community level. UN Women has supported the Electoral Commission to develop a gender training manual to guide the mainstreaming of gender in electoral processes and is seeking the services of a consultant editor to edit the draft Gender Training Manual.

 

Duties and Responsibilities

  • Review and substantively edit and rewrite the Gender Training Manual with the attached Training of Trainers’ Handbook as needed, to ensure high quality, reader friendly and appropriate layout as per UN Women and Electoral Commission standards.
  • Liaise with the Women Political Participation team at UN Women and relevant focal persons at EC to fill any gaps in information and restructuring required in the strategy.
  • Ensure that sections in the Draft Gender Training Manual with attached Training of Trainers’ Handbook are in the correct logical order and that there is consistency in style and layout.
  • Ensure content, format and style of the gender training manual and Training of Trainers Handbook are consistent with UN Women standard
  • Special attention will be paid to the role of boxes, graphics, infographics and tables, the objective being to produce a user-friendly manual that is attractive, is easy to use and facilitates understanding of concepts.
  • Copy edit the draft Gender Training manual and Training of Trainers’ handbook, including checks for:
    • Spelling, grammar, syntax, punctuation.
    • Technical consistency in capitalization, font usage, numerals, hyphenation
    • Continuity errors, making sure that all loose ends are tied
    • Factually incorrect statements
    • Potential legal liability
  • Ensure all footnotes, sources, references are complete and consistent.

Required Skills and Experience

Education

  • Master’s degree in social sciences, journalism, public policy or other relevant fields
  • Certification/degree in copy editing, publishing or an equivalent field is preferable.

 

Experience

  • Minimum of 7 years of high-level experience in writing, editing, reporting, and communicating programmatic information in reader-friendly formats and styles
  • Demonstrated abilities and track record in writing and editing high quality English-language reports and documents, preferably in fields related to gender and/or elections
  • Excellent contextual understanding of and experience with gender-sensitive, results-based management and reporting.
  • Understanding of gender equality issues, especially in electoral processes, women’s leadership/empowerment, and the Uganda context is an asset.
  • Knowledge and working experience in women’s leadership and political participation is an asset.
  • Graphic design capability will be an added advantage.

 

Language Requirements

  • Fluency in written and spoken English is essential
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset
