Background

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. One of the programme priorities of UN Women is ensuring that women lead and participate in leadership and decision making at all levels. In this area, UN Women at the global level works to build capacity of women leaders, sensitize the public on gender equality and the rights of women to have equal share in leadership positions and encourage constitutional reforms to ensure that women enjoy their political rights in equal footing with men. 

 

Similarly, UN Women Ethiopia Country Office (ECO) launched its first comprehensive program on Women in Leadership and Governance in the year 2017 with specific work dedicated to contribute to the overall goal of increasing the effective participation and representation of women in leadership in Ethiopia, particularly focusing on the legislative and executive branch of the Government. Under this programme, since 2019, UN Women has partnered with Oromia Bureau of Women, Children and Youth (BoWCYA) on a project titled “Enhancing Women’s Leadership and Empowerment in Oromia Regional State” One of the strategies adopted by the program is to cultivate transformative women leaders from all walks of life and create a pool of interested and able women leaders in the region by availing a sustainable transformative leadership and mentorship programme in the region.    

 

In 2021, considering an increased project intervention and implementation arrangement and major management and operational issues and the need to strengthen existing partnership with Oromia BoWCYA and other partners in the region, including Oromia State Leadership Academy, the project calls for comprehensive and coordinated approach for project implementation. UN Women is therefore seeking to recruit a Project Officer that will be seconded to Oromia BoWCYA. The Project officer is responsible for providing leadership, coordinating, and technically supporting Oromia BOWCYA and UN Women under the project titled “Enhancing Women’s Leadership and Empowerment in Oromia Regional State”. The Officer will ensure concrete results are achieved, quality monitoring and reporting are done, and finances are utilized for the intended purpose.  

 

Duties and Responsibilities

II. DESCRIPTION OF DUTIES

Under the overall oversight of Bureau Head of the Oromia BoWCYA, and direct supervision of UN Women Ethiopia and, the Project Officer will:

 

  • Support the delivery of Oromia BOWCYA’s and UN Women’s project on “Enhancing Women’sLeadership and Empowerment in Oromia Regional State”
  • Support the implementation of the Oromia BoWCYA annual work plan under the project “EnhancingWomen’s Leadership and Empowerment in Oromia Regional State”
  • Establish systems for project planning, implementation, and monitoring, in collaboration with partners, and expenditures status reports
  • Develop individual work plan and monthly targets for delivery of program activities in line with the annual work to be approved by Oromia BOWCYA and UN Women for timely program delivery and results
  • Provide gender mainstreaming and research assistance support throughout the implementation of activities under the above-mentioned project 
  • Provide coordination and liaison support between Oromia BoWCYA and UN Women, and other partners including Oromia State Leadership Academy within the project in the implementation of activities 
  • Coordinate and technically support the organization of major advocacy campaigns, events, trainings, workshops and knowledge products
  • Assist in planning, coordinating and documenting of regular and follow up meetings related to the implementation of project activities 
  • Record and maintain documents on relevant project activities, issues, risks and share to responsible personnel in time
  • Support Oromia BOWCYA in documenting the results for donor reporting and knowledge management at every level of activity implementation 
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the project
  • Coordinate sharing of good practices and dissemination of lessons learned
  • Avail technical and other relevant support to the Oromia BOWCYA and UN Women as might be required for the successful implementation of the project
  • Participate in office staff meetings and joint activities with other colleagues in Oromia BOWCYA 
  • Undertake any other relevant duty as may be required.

Required Skills and Experience

Education

  • Master’s degree or above in the field of Gender and Development, Governance and Development, Gender Studies, Development Studies, Human Rights, Political Science and International Relation, Law and other related social science fields.

Experience and Skills

  • Four years or above relevant experience at the national level in programme implementation, with specific emphasis on women’s rights, gender, human rights and governance/leadership, a minimum of five years of experience with a bachelor’s degree
  • Hands-on experience in implementation and evaluation of development projects and programmes will be an advantage
  • Knowledge of the governance context in Ethiopia and experience working with government partners
  • Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes.
  • Good interpersonal, networking and communication skills
  • Proven advocacy, analytical and writing skills
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others)

Language

·Fluency in English, Amharic and Afan Oromo.
