The UN Women Multi-Country Office (MCO) based in Fiji covers 14 Pacific Island Countries and Territories (PICTs): Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. The Fiji MCO current focus countries for programming are Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu.
The UN Women Fiji Multi-country office has four main thematic areas:
The incidence of violence against women and girls in the Pacific Islands is amongst the highest rates in the world. For example, 64% of women in Samoa who have ever been in an intimate relationship have experienced physical and/or sexual violence by a husband or intimate partner over the course of their lifetime. Violence against women and girls is a central barrier to gender equality and a cause of widespread violation of human rights across the Pacific.
To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAWG programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to improve survivors’ access to quality response services.
To assist countries to strengthen, monitor, streamline and support services and a national response to gender-based violence, UN Women has supported Governments in the development of coordinated standard operating procedures and established minimum standards for quality delivery of services across agencies and sectors. A well-coordinated response across agencies responding to individual cases will: (1) improve the health, well-being, and safety of survivors of violence and their dependents, (2) strengthen the multi-sector service delivery system, including establishing approaches for service delivery in emergencies and (3) increase the confidence of women and children experiencing violence to seek support and services that they assess to be safe, of quality and responsive to their needs.
One critical piece of our work in supporting multi-sector services and referrals for survivors is establishing a GBV Administrative Data system. Across the Pacific, UNFPA and UN Women are leading on the design and implementation of multi sectoral GBV administrative data systems (MS GBV Admin Data System). Gender-based violence (GBV) Administrative Data is data collected by service providers, such as health, social services and crisis centers, while they provide care and support to survivors of violence. GBV Administrative Data is information reported/shared by survivors to a service provider, such as a counsellor, about their experiences of violence.
GBV Admin Data Systems require strong, coordinated national or sub-national systems of service delivery among service providers who provide frontline response services to survivors of violence. The presence of a multi-sector SOPs and functioning referral pathway(s) is/are key to building a GBV Admin Data System. The two components – SOPs and GBV Admin Data System - work hand-in-hand and involve the same actors involved in creating a safety net of services for survivors of violence. At the center of both components is a survivor-centered approach: safety, confidentiality, non-discrimination, and respect.
Duties and Responsibilities
Purpose of the consultancy
The purpose of this assignment is to provide substantive technical assistance to UN Women’s Ending Violence Against Women and Girls section on the implementation and roll-out of GBV Administrative Data systems in the Pacific, namely Fiji, Solomon Islands, Kiribati and Tonga, utilizing global best practice and guidelines that are adapted to the region.
Objectives of the assignment
The main objective of this consultancy is to develop tailored approaches and system designs for GBV Administrative Systems that facilitate national systems strengthening of country-specific multi-sector response protocols.
Scope of Work/Duties and Responsibilities
Under the direct supervision of the EVAW Service Delivery Technical Specialist based in Suva, Fiji and engagement of UN Women’s EVAWG staff in Fiji, Kiribati, Solomon Islands and Tonga, the Consultant will perform the following tasks:
Duration of the assignment
The duration of this assignment will be up to a combined 100 non-consecutive working days over a period of 12 months as per the schedule of deliverables below. All deliverables must be completed by 30 June 2022.
No international travel is expected.
The assignment should be carried out within a period of 12 months, not exceeding 110 working days, with the incumbent being responsible for delivering the following outputs:
All the deliverables should be agreed with UN Women and be provided in English and in an electronic copy.
Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.
Note that all materials, including any video footage and images, will remain property of UN Women and cannot be used without UN Women’s permission.
Contractor’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Initially, individual candidates will be short-listed based on the following minimum qualification criteria:
The short-listed individual candidates will be further evaluated based on a cumulative analysis scheme, with a total score being obtained upon the combination of weighted technical and financial attributes. Cost under this method of analysis is rendered as an award criterion, which will be 30% out of a total score of 100 points.
Evaluation of submitted offers will be done based on the following formula:
Technical evaluation will be represented through desk review of applications. Interviews and/or written tests will be organized if needed only, depending on the short-listed candidates’ qualifications.
The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Applications without a complete financial proposal will be treated as incomplete and will not be considered for further assessment. UN Women reserves the right to accept or reject any bid.
The consultancy recruitment process will be governed by the rules and regulations of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

Price Proposal Guideline and Template
The prospective Individual National Consultant should take the following explanations into account during submission of his/her price proposal.
The daily price proposal should indicate a "lump sum amount" which is "all-inclusive". All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.
UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.
