The purpose of this consultancy is to support the transformation of training materials on gender statistics, which were initially developed for face-to-face training, into e-learning modules. The materials were developed as part of the Asia-Pacific Training Curriculum on Gender Statistics and the content has now been adapted for e-learning. The consultant is expected to help with the digitalization of the materials to transform them into e-learning modules.

2. UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

3. Assignment Background:

 

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

 

Within the context of implementing this programme in Asia and the Pacific, a Training curriculum on gender statistics was created by UN Women, SIAP, ESCAP and the Subgroup on Gender Statistics Training. The materials developed for this curriculum were initially envisaged for face-to-face training. In view of the COVID-19 pandemic, however, these materials are now being transformed into e-learning modules. Work has already been undertaken to adjust the technical content of the materials, but these need to be digitalized. To achieve this, UN Women is looking to engage a consultant for digitalization of modules 4 and 11 of the Training Curriculum. This work will include:

 

  1. Storyboard development for the two modules:  Development of the structure and learning path for each module, and adjusting the storyboard with text, visual and audio elements as well as interactive elements, content segments and games.
  2. Graphic design and articulate of the storyline: Development of visualization and multimedia assets for all modules, including voice-over/audio, videos and games. Integration of the materials into LMS, and finalization of the course for uploading online.

 

Duties and Responsibilities

4. Scope of work:

  • Understanding the objectives, target audience and scope of the assignment in discussion with UN Women, ESCAP and SIAP.
    • Participate in discussions with UN Women, ESCAP and SIAP to understand the details of the platform where the e-learning materials will be hosted, and related compatibility issues.
    • Develop a clear project plan showing flow of tasks, timelines and deliverables.
       
  • Digitalize the materials for Module 4 of the Training Curriculum and create an e-learning module.
    • Define the structure of the module and create an outline.
    • Identify relevant content from existing course materials.
    • Review proposed storylines and adjust them to generate final storylines for the module.
    • Incorporate graphics, interactive activities and gamification.
    • Develop the e-learning module, including text, videos, games, quizzes and branching scenarios.
    • Develop narration scripts (approximately 50% voice over learning and videos, and 50% reading, interactive quizzes, games and tests).
    • Produce illustrations, artwork and other multimedia assets, including ludic approach, interactive activities and animations.
    • Complete the recording of videos and voice-over.
    • Test the module.
    • Compile comments from SIAP, UN Women and ESCAP, and incorporate revisions accordingly.
    • Integrate multimedia assets in to LMS.
    • Conduct the final technical and system test together with SIAP and check if performant is efficient prior to launching of the course.
    • Participate in evaluation and launch of interactive e-learning module.

Required Skills and Experience

6.   Supervision

The consultant will be supervised by the Regional Gender Statistics Specialist. 

7.   Eligibility criteria

  • Master’s degree in the field of education, pedagogy, graphic design, information technology, social sciences or other related area.
  • A minimum of 5 years professional experience in the field of e-learning, along with an undergraduate degree, might be accepted in lieu of Master’s degree.
  • A minimum of 3 years of professional experience in the development of e-learning materials and e-learning courses.
  • Experience on the development of e-learning materials on gender statistics.
  • Previous experience working with the United Nations for the development of training is desirable.
  • Experience working on countries in Asia and the Pacific desirable.
  • Excellent command of English.  

 

8. Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

 

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

 

 

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
