Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In September 2017, the EU and the UN launched an ambitious partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative will deploy targeted, large-scale investments in Asia, Africa, Latin America, the Pacific and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Guyana, Grenada and Trinidad and Tobago are three of the countries in the Caribbean to benefit from this transformative initiative.

The Spotlight Initiative in Grenada will contribute to the achievement of gender equality, peace, social inclusion and protection of human rights, which are catalytic for sustainable development (particularly SDGs 5 and 16) and inclusive growth, in accordance with Agenda 2030, as well as the priority areas of the UN Multi-Country Sustainable Development Framework. The Initiative will contribute to the full implementation of Grenada's Gender Equality Policy and Action Plan (GEPAP), and Government's Public Service Delivery Agreement (2019) to strengthen interventions to combat Family Violence, including Intimate Partner Violence and Child Sexual Abuse linked to Enhancing Social Capital and Citizen Wellbeing pillar of Government's Medium-Term Agenda for 2019-2021. In addition, the outcomes of this initiative will be integrated into the National Sustainable Development Plan 2035, which is being developed, to take effect from 2020 to 2035.

The Grenada Spotlight Initiative will build on lessons learned from former and existing programmes with its partners, including CSOs, development agencies such as UN Agencies, EU and others to address bottlenecks hindering progress and to build on successes to ensure a successful and sustainable y programme achieving visible gains to End Violence Against Women and Girls (EVAWG) in Grenada.

The SI Country Programmes will use a multi-sectoral, multi-layered, interlinked community-centered approach to the implementation of the interventions on the following six Outcome Areas based on the socio-ecological model for addressing SGBV:

Under the Grenada Spotlight Initiative Country Programme, UN Women is seeking a Consultant to provide a Leadership and M&E capacity strengthening programme for CSOs in Grenada especially those working with underserved communities (LBTQI persons, women and girls with disabilities, women living in rural communities etc.), to engage with parliamentarians and policy makers to influence law and policy developments and with media to promote gender-responsive messages on prevention, protection and response to IPV and CSA.  The Consultant will deliver training in the areas of M&E, advocacy, lobbying, networking, policy processes, leadership and management, and related topics. All trainings will be done using participatory approaches and peer-based learning and will include a diverse group of members and potential members of the women’s movement and CSOs.

Duties and Responsibilities

Scope of Work

The consultant will be responsible for the following outputs in achievement of the above objective:

  • Hold stakeholder consultations with relevant CSOs and key stakeholders within the target communities to solicit feedback in designing the training programme and produce a report of the findings.
  • Design and deliver Leadership and M&E Capacity Strengthening programme for at least 15 CSOs in Grenada especially those working with underserved communities.
  • Work with members and potential members of women’s movement groups and CSOs in Grenada especially those working with underserved communities to scale up and improve their advocacy, lobbying, networking, policy processes and other related areas.
  • Prepare and administer evaluations for each day of the training workshop.

Deliverables and Timelines

  • Produce a Workplan and Inception Report detailing activities, timelines, and strategies/methods - June 2021
  • Stakeholder consultations with relevant CSOs and key stakeholders and report of the consultations - July 2021
  • Design/develop training manuals and materials for all trainings and programmes - July – August 2021
  • Submit draft training plan, schedule and training materials for review and approval - August 2021
  • Coordinate venues, logistics, communication, and participation in training programme (in accordance with all COVID-19 protocols) - August 2021
  • Conduct training programme on leadership, M&E,  advocacy, lobbying, networking, policy processes, and management with CSOs in Grenada especially those working with underserved communities. - September 2021
  • Submit event report on engagements and trainings - October 2021
  • Produce a Final Report on progress, observations, outcomes, challenges and recommendations. Pictures and videos should also be included in the report. - October 2021
  • For all workshops and training, the Consultant must produce:
    • Participant Register;
    • Pictures/videos - group & interactive (including participants & presenters).
    • Participant Feedback Forms and;
    • Training Report;

  • Excellent written and oral communications skills including the conveying complex concepts and recommendations, in a clear and persuasive style tailored to match different audiences.

Required Skills and Experience

Experience

  • At least five years’ experience working on violence against women and girls, youth, advocacy, violence prevention, conflict resolution/mediation.
  • At least five years’ experience working on gender equality and/or human rights is required.
  • Experience in designing and conducting training and capacity building initiatives.
  • At least three years’ experience working within the Caribbean Community (CARICOM) is required.
  • Fluency in English and ability to communicate effectively, both orally and in writing.

Education

  • Have a minimum of a postgraduate qualification in relevant areas: Education, Social Sciences, Psychology, Gender Studies, Public Policy. At least 5 years’ professional experience along with a Bachelor’s degree in any of the above fields, will be accepted in lieu of the postgraduate degree.

Location of activities and expected travels:

  • The consultant is expected to work remotely, utilizing their own office space, computer, internet, telephone and other equipment, as needed, to undertake the assignment.
  • The consultant will be engaged for a maximum of 35 working days during the period 14th June 2021 – 31st October 2021

Coordination & reporting mechanism:

  • The consultant will work under the overall supervision of the UN Women MCO-Caribbean Representative, with direct reporting to the UN Women Planning and Coordination Specialist.

Other relevant information or special conditions, if any:         

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.
  • The consultant should submit, along with his/her application, the curriculum vitae of team members.
  • The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with interest with potential future contractors with respect to the TORs and work that they will be delivering.

Hardware, Software and Communication:

  • The consultant must be equipped with a fully functional laptop, which must run Windows 10. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

Remuneration

  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits.? Hence, it is the responsibility of the consultant to secure adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness. The medical coverage should be international when the contract requires missions or international assignment.
  • If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.
