Background

Karamoja region suffers from chronic food insecurity challenges which are a result of combined pressures, including environmental degradation and climate change. The vast majority of people in Karamoja are facing food shortages, either year-long or seasonal, and the region has been exposed to increasing droughts. With this background the MAAIF/FAO/GEF/UNDP-funded 5-year project “Fostering sustainability and resilience for food security in Karamoja sub region” was designed with the objective to contribute to enhancing long term environmental sustainability and resilience of food production systems in the Karamoja sub region.

One of the outcomes that this project intends to deliver on is putting in place systems and incentives to support improved crop and livestock production, development of food value-chains and Integrated Natural Resource Management (INRM) for sustainable food security management. The actions are intended to overcome the shortcomings present in the institutional and legal framework governing natural resource use, land tenure, and land use planning that have led to persistent food insecurity and land degradation.  In addition, the project intends to strengthen or create multi-stakeholder platforms at the district level, which will be linked to a sub-regional level platforms coordinated by the Ministry of Karamoja Affairs, to support integrated natural resources management (INRM) in the entire region. It is hoped that these will be forums where all stakeholders can participate in policy decision-making, agenda setting, the development of multi-stakeholder INRM plans and knowledge sharing around food security and INRM priorities. 

In addition, engaging the private sector shall be key in driving developing and sustaining development in Karamoja, through increasing investments in addressing drivers of land degradation and food insecurity. Therefore, actions need to be taken to encourage the emergence of private sector enterprises in the agricultural sector through creating an enabling environment that supports SLM practices, create improved market opportunities and all-season income.

Similarly, the priorities and capacities of local communities need to be taken into consideration when making development decisions, particularly their roles as key players in local territorial planning and management and the application of community rights of ownership, thus leading to food security and climate resilience.

United Nations Development Program is committed to achieving gender equality through delivering on transformational gender equality results and contributing to SDG 5 – “Achieve gender equality and empower women and girls”.  Gender inequality has important implications to achievement of sustainable food security and development, but there are many barriers to this in the area of intervention. Therefore, the key concern for UNDP and partners is how the project can unlock the barriers to achieving gender responsive food security system in Karamoja region. Given the scope of this project, it is imperative that this project takes gender considerations into account in its planning and implementation particularly within the context of land use planning and management for food production, formation of platforms to facilitate market development, utilisation of the private sector investment and local involvement as opportunities. At the design stage, it  was considered  important to integrate gender across the project implementation to ensure that men and women can equally benefit from any intervention in the project, and so this analysis shall inform any further changes to enhance this objective

Objective of the assignment:

The objective of this assignment is to guide accomplishment of a gender analysis and developing a gender action plan that ensures that gender considerations are made throughout the project implementation, monitoring and evaluation?? phases to contribute to the results required by the overall project goal. The report is expected to provide inputs into the development of gender-differentiated strategies that will be incorporated in the implementation plan.

Duties and Responsibilities

Scope of service:

The geographical scope of the consultancy is Moroto, Kotido, Nakapiripirit, Nabilatuk, Kaboong, Karenga districts.

The assessment team will be expected to perform the following specific tasks;

  • Undertake situation analysis of the project areas to identify gender issues/dimensions/gaps with respect to  natural resources management and  the food security status, including a SWOT analysis;
  • Assess gender responsiveness of the project outcome, objectives, activities, indicators and targets to the specific needs, capacities and priorities of women, men and youths;
  • Review the project implementation plan to gain an understanding of the gender dimensions  and considerations in processes and  recommend appropriate gender responsive indicators, targets and activities in the implementation of project incorporating the various sub-assessments;
  • Conduct a stakeholder mapping including private sector players their roles in securing food security in the region (take special care of the gender dimensions/responsiveness of private sector at the local level);
  • Analyze the gender issues in the institutional and legal frameworks governing natural resource use, land tenure and land use planning in the project area;
  • Propose ways of exploiting the opportunities identified to achieve gender based targets, propose the strategies for dealing with risks and threats, taking advantage of the strengths of the partners;
  • Identify the stakeholders engaged in natural resource management in the project area, their gender responsiveness, challenges associated women/men participation and;
  •  and propose the strategy of building multi-stakeholder platforms at district level;
  • Prepare a Gender Analysis report   and a gender  Action Plan for the project.

Deliverables:

  • Prepare inception report with detailed approach, methodology, schedules of the detailed activities and expected time of delivery of the assignment;
  • Make a presentation of draft Gender analysis report and action plan to the Inter-Ministerial committee on SLM and the Project Management Team;
  • Submit the final Gender analysis report and a gender Action plan for the project.

Required Skills and Experience

The candidate should have either Master’s Degree in development Studies, Gender and Women studies, Human rights, or Social sciences. 

 Experiences required:

  • A solid track record in Organisational/Institutional Development approaches, with at least five years of experience;
  • The consultant must have undertaken similar or related assignment in the last 5 years;
  • Demonstrated experience of working with government agencies and communities will be required;
  • Demonstrated experience working on Natural resources Management for Food security and resilience building will be an added advantage.

Language:

The language of the assignment shall be English. All deliverables shall be in English language. Therefore, excellent English communication skills (Oral, written, and presentation) are essential.

Implementation arrangements:

One of the Minimum Standards of the UNDP Gender Equality Strategy is that projects and partners invest in strengthening capacity to develop, analyse and use gender-disaggregated data in project planning and monitoring. Therefore, the project team with technical assistance from the UNDP/FAO Gender Team, will carry out the gender-analysis exercise.  

Institutional Arrangement:

The consultant shall  work closely with and be supervised by the Project Coordinator MAAIF. The Project management unit (PMU) in the Ministry of Agriculture, Animal Industry and Fisheries shall monitor progress against planned activities/deliverables and report to UNDP. The PMU shall liaise with the District level coordinators to arrange the filed level consultations. The consultant will report to the Team Leader ECDR UNDP on all contractual matters.

Duration of the Work:  The assignment is planned to take 25 days effective June 2021 and the field activities shall  be run in one go.

Evaluation method and criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to this solicitation.

* Technical Criteria weight; 70%;

* Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points:

  • Criteria A Relevance of Education – Max 10 points;
  • Criteria B. Relevance of experience – Max 30 points;
  • Criteria C. Description of approach/methodology to assignment. (if applicable) – Max 30 Points.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both:

  • responsive/compliant/acceptable, and;
  • offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
