Background

UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women. Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political and social rights. In 2012, a full UN Women Country Office (CO) was established.

Starting in July 2018, the Kyrgyz Republic has joined the MEWGC programme, thus reiterating the country’s strong commitment to improve the production, accessibility and use of gender statistics for the benefit of a wide range of users. MEWGC programme has been supported the National Statistical Committee to conduct the Gender Assessment of the National Statistical System and the Government in the preparation of the first Voluntary National Review. In addition, UN Women is providing technical support to the National Statistics Committee to improve dissemination and communication skills on gender statistics through training and coaching sessions, revision of existing practices and products to disseminate and communicate data in a more user friendly format that meet needs of different users.

Utilizing gender data to inform policymaking, enhance accountability, advocate for change and track progress towards the achievement of the Sustainable Development Goals (SDGs) is critical to keeping the promise of leaving no one behind. Gender data, even when available, is often underutilized and misinterpreted due to factors such as: a disconnect between the priorities of data users and producers, limited open data accessibility, limited statistical literacy on the part of data users such as policymakers and the media; and difficulty on the part of data producers to formulate data messages in accessible ways for consumers.

The 2030 Agenda and the Sustainable Development Goals (SDGs) represent a fundamental shift in thinking in international development, recognizing the interconnectedness of prosperous business, a thriving society and a healthy environment. The Agenda names all three sectors as key development actors and requires an unprecedented level of cooperation and collaboration among civil society, business, government, NGOs, foundations, academia and others for its achievement.

Women’s Empowerment Principles (WEPs) is a set of seven principles for businesses offering guidance on how to strengthen gender equality in the workplace, in the market place, and the community. The WEPs serves as the umbrella framework for multi-stakeholder networks to work together to foster implementation and awareness of the internationally agreed standards for business practices that empower women. The Principles are also the primary vehicle for corporate delivery on gender equality and women’s empowerment dimensions of the 2030 agenda and the SDGs.

Under the supervision of the Senior Programme officer and in consultation with other program teams, the SDGs Data and Partnership Coordinator is responsible for implementing key elements on SDGs data, in particular in relation to leading the monitoring of gender-related SDGs indicators, provide support to and advise UN Women colleagues on matters related to SDGs monitoring, data and statistics. In addition, the SDGs Data and Partnership Coordinator will responsible for building of high impact partnership with Kyrgyz government and private sector to maximize SDG’s impact as well as promote Women’s Empowerment Principles (WEPs).

Duties and Responsibilities

UN Coordination on SDG data

  • Contribute to SDGs and gender tracking related initiatives within UN Women as well as UNCT
  • Support UN Women’s representation in meetings and policy dialogues on issues related to SDG localization efforts as required
  • Contribute to various joint UN statements and reports on SDGs
  • Represent UN Women in inter-agency working groups on SDG data, as necessary.
  • Provide analysis and feedback to incoming documents, draft statements, talking points, correspondence, annual work plans and briefing notes on SDGs

Advance the gender statistics with National Statistical Committee and other relevant government institutions

  • Regularly update the Country Representative about the initiatives of the National Statistical Committee and in overall in the Government on issues related to SDG, indicators tracking in the context of implementation of the state’s international and national commitments on GEWE
  • Work creatively with NSC, UN System, international partners, civil society and academia to identify synergies and linkages in relation to SDG data
  • Coordinate training and other capacity building activities
  • Strengthen UN Women’s engagement with civil society on all matters related to SDGs monitoring from a gender perspective;
  • Provide regular briefings on gender statistics and SDGs for colleagues across the organization;

Build high impact multi-stakeholder partnership ( government institutions, private sector) with primary focus to maximize value creation towards  SDGs and Data and GEWE and deliver benefits to each of the partners.

  • Develop and manage effective partnership with government institutions, civil society and business counterparts;
  • Support the development of efficient SDG and GEWE platforms;
  • Mobilize resources from private sector partners and other donors;
  • Maintain portfolio of project proposals/briefs
  • Development of resource mobilization action plan and coordination of related activities

Lead initiatives and campaigns related to capacity building of companies on WEPs

  • Manage the WEPs signatory process;
  • Lead the organization of WEPs training and capacity building for companies;
  • Incentivize companies to publicly report on progress against WEPs implementation;
  • Other activities as required by the supervisor

Required Skills and Experience

Education and certification:

  • Master’s degree in social science, international development or related field is required.

Experience:

  • At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, donor reporting and capacity building;
  • Experience related to GEWE and gender statistics at the national level;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Familiarity with the WEPs is an advantage.

Language Requirements:

  • Fluency in English and Russian is required;
  • Working knowledge of the Kyrgyz language is an asset.
