Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

 

UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s efforts to advance gender equality and the empowerment of women, as outlined in its Strategic Development Plan 2011-2030, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), UN Women’s programming in Timor-Leste focuses on Women’s Economic Empowerment, Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace and Security (WPS) agenda and supporting implementation of Normative commitments (e.g. CEDAW, Beijing Platform for Action, SDGs), mainstreaming gender across areas to achieve these results. In support of its coordination mandate, UN Women Country Office Co-Chairs the UN Inter-agency Governance Results Group (with UNDP), Co-Chairs Gender Theme Group and the Co-Chairs the Multi-stakeholder Gender Coordination Group with the State Secretariat for Equality and Inclusion.

 

The Women, Peace and Security (WPS) Programme is focused to enhance the leadership and decision-making capacities of diverse groups of women (including youth and women and girls with disabilities) toward more gender-responsive conflict prevention and peacebuilding processes to convene multi-stakeholder discussions on mediation at national and local levels and strengthening implementation and capacity of the four pillars of the WPS Agenda, with specific attention to Participation (Pillar I) and Prevention (Pillar II), more specifically to provide technical support to develop the second phase of National Action Plan 1325 on Women, Peace and Security (NAP 1325). The WPS outcomes contributes to Sustainable Development Goal 5, 11 and 16; Timor-Leste Strategic Development Plan 2015-2030; and

UN Cooperation Framework 2021-2025 Result 5 on Governance.

The year 2021 represents an exclusive opportunity to show case the women’s leadership appeal in the time of COVID-19 and increase the participation of women in peace processes as part of Government commitment to the NAP 1325 and to mobilize global action and for Timor-Leste to accelerate progress where it is most needed. This requires a collective effort, across generations and targets to achieve gender equality for all.

 

UN Women proposes to upscale the 10 years of experience with the Ministry of Interior on integrating gender into the community conflict resolution in Timor-Leste and focus its efforts around 4 key, inter-related elements critical to advancing human rights’ centered mediation, with special attention to the experiences and inclusion of women, youth, persons with disabilities, and members of the LGBTI community.

 

To raise visibility of the value and contributions of women’s participation in negotiation and mediation processes contribute to NAP 1325 participation pillar. UN Women seeks to hire a consultant who will  re-edit  the existing DNPCC Short Promo video highlighting Mediation Process.  The videos will be shared with UN Women Regional Office for publication and sharing across existing media channels.

Duties and Responsibilities

Under the overall guidance of the Head of Office, the consultant will be directly supervised by the WPS National Programme Officer and work closely with the communication team of UN Women.

 

  1. Scope of work and tasks

 

The consultant will perform the following tasks:

  • Rework on Documentary of DNPCC Mediation Processes by exporting in the format according to RO request
  • Ensure video plans adhere to UN Women Communications and Branding Guidelines (including related to consent)
  • Ensure the English subtitle is added in the video

 

  • Ensure the quality and timely submission of the material
  • Deliver raw and edited video files via flash card, hard drive or file transfer links for downloads ; and
  • Make sure videos meet the professional standards (properly exposed, processed and framed).

 

  1. UN Women Communication team will be responsible to monitor day to day work on re-editing the video. Expected Deliverables

  • English and Tetum subtitles are added in the video
  • All footage should be shot HD (16:9) 1080p50 or 1080p60
  • Compression H.264/MPEG4 or better video at 12000kbps (minimum) or high-definition broadcast quality

  • UN Women should be permitted to use images in all countries without a time limit
  • Before the consultant moves any videos on the wire or uploads them to an online Image Database as essay, she/he should contact UN Women to obtain consent
  • UN Women can provide the finished and raw materials to other government and UN organizations or the media at no cost, as is the practice. 

 

  1. Duration of the assignment

The total duration of the contract assignment will be from 28 June 2021 to 13 July 2021.

 

  1. Schedule of Payment

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables will be reviewed and approved by UN Women. The period of the review is one week after receipt.

 

  1. Inputs
  • The consultant is expected to use her/his own computer and have all needed software for related tasks.
  • Cost of mobile phone communication needs to be covered by the consultant.
  • UN Women will provide the consultant with office space, access to internet and a printer in Dili, if needed.
  • UN Women team will support resource materials, and reference documents as relevant;
  • The cost of travel will be covered by the consultant.

  1. Required experience and qualifications

The Consultant should fulfil the following requirements:

  1. Education
  • Master’s degree or Bachelor’s degree on media, communication, or related disciplines.

 

  1. Experience:
    • Master’s degree with minimum 2 years or Bachelor degree with minimum 4 years of experience in video production, motion graphics and animation.
    • Experience in videography for the media organizations is an asset
    • Experience in produce the Ministry of Interior – DNPCC video is an asset

 

  1. Language and other skills:
  • Excellent verbal and written Tetum and English communication skills are essential
  • Computer literacy and ability to effectively use office technology equipment, Internet and email
  • Ability to use video equipment and video editing material is essential
  • Flexible schedule during the assignment period.
