Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ending Violence against Women (EVAW) programme focuses on prevention and response to violence against women, strengthening the legal framework, ensuring coordination among key stakeholders working on EVAW and transforming  social norms.

The EVAW Programme is working on a multi- year Project titled ‘ Combatting Gender Based Violence in Bangladesh’ (CGBV) that aims at learning what works to prevent violence against women in Bangladesh, by adapting and testing globally evaluated successful models in communities, families, workplaces and educational institutions.

In addition, as part of the COVID 19 Response, UN Women Bangladesh is implementing a project titled, “Women and Girls at the Center of COVID-19 Prevention.” The Project aims to reduce the disproportionate gender-based risks and negative impact of COVID-19 on women, including those who are the most marginalized and in particularly vulnerable situations.

As a result of COVID 19, the overall EVAW programme requires a substantial reprogramming to respond to the new needs emerged form COVID 19.

In this context, UN Women, is seeking support from an international consultant to provide overall support and technical assistance for the EVAW reprogramming.

Objective:

The objective of the constancy is to provide overall support to the EVAW team in re-design and repurposing the overall programme.

More specifically, under the CGBV project, the prevention framework, logic model and performance results framework (PMF) will be revised and aligned to the new need of providing direct redress to GBV survivors and a general shift to GBV response. Interventions and indicators will need to be realigned to the reprogrammed activities and strategies, combing prevention and response. Furthermore, the CGBV Project has developed targeted modules, toolkits, and strategies, such as the Whole of School Approach toolkit for prevention of sexual harassment in campus, they will need to be adapted to the new situation created by COVID. The covid situation and new forms of engagement with beneficiaries, also require to rethink and redefine the concept of direct and indirect beneficiaries. This will be done through consultations and discussions with the EVAW team and the CGBV Responsible Parties.

 

Duties and Responsibilities

The technical assistance and support to the EVAW team is twofold:

1.Support the EVAW team in reprogramming and repurposing the EVAW programme, with a specific focus on the CGBV project:

  • Revise the CGBV prevention strategy, by aligning the strategy with the new project needs and including a response component, based on partners’ needs;
  • Revise and provide strategic direction to partners’ workplans, strategies, prevention’s toolkit and align them with the reprogramming;
  • Combine and develop a CGBV workplan, collecting partners’ workplans;
  • Revise CGBV logic model, based on new strategies and workplans;
  • Revise and align CGBV Performance Monitoring Framework  (PMF) and related indicators;
  • Develop a COVID adapted version of the already existing Whole of School Approach Toolkit;
  • Draft a brief on COVID adapted definition of direct and indirect beneficiaries;
  • Provide support to revise the methodology of the Mid term Review (MTR).

Supervision and performance evaluation

The technical expert will Work under the direct supervision of the UN Women EVAW Programme Specialist and closely working with the Responsible Party Team.

Duty station: Home based

DSA and Travel: No travel required, hence no DSA is applicable under this assignment.

Competencies

Functional Competencies

  • Proven experience in developing and designing  EVAW related Project and Programmes;
  • Experience in developing results based framework, PMF, Logic model and Theory of Change;
  • Experience in planning and facilitating high- level consultations, training, and participatory design with different stakeholders and UN agencies;
  • Experience on M&E and developing EVAW related indicators;
  • Familiarity and knowledge of the RESPECT Framework and Essential Service Package for Women and Girls Subject to Violence.
  • Previous professional experience with the United Nations, especially UN Women.
  • Previous experience in Bangladesh would be an asset.

Core Competencies:

Required Skills and Experience

Education:

  • Master’s degree in social sciences, public policy/administration, governance, gender studies or similar.

 

Technical Competencies:

  • At least 08 years’ experience in issues related to gender equality and ending violence against women, and research.

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.
