Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations (UN), works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate UN system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. 

Based on UN legislative mandates and the UNW Strategic Plan, the Regional Office for Asia and the Pacific (ROAP) is tasked with providing strategic programme development, policy/technical advisory services and quality assurance support to Multi Country Offices and Country Offices (COs). It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation. 

ROAP has been jointly implementing the programme entitled “EmPower: Women for Climate Resilient Societies” with the UNEP Regional Office for Asia and the Pacific since April 2018. Funded by the Swedish International Development Cooperation Agency, the programme aims to contribute to the overall outcome of implementing climate change and disaster risk reduction (DRR) actions in Asia and the Pacific that address key drivers of gender-based vulnerabilities and enhance human rights. At the regional level, it seeks to make intergovernmental and normative processes for climate change and DRR more gender-responsive while at the country level, it supports the integration of gender equality into the climate goals in three pilot countries - Bangladesh, Cambodia, and Viet Nam. 

Within the framework of the EmPower programme, UN Women is leading the implementation work on collection, analysis and use of gender statistics for climate change and DRR and capacity building and technical support to governments on advancing gender mainstreaming in climate change and disaster risk reduction related statistics in Asia and the Pacific. This relates to implementation work under Output 2, 3 and 5 of the programme. In this context and, ultimately, enhancing the availability and quality of gender statistics in the areas of climate change and DRR, ROAP seeks to hire a consultant to perform the following assignments.

With this regard, ROAP is seeking for international consultant on Gender Statistics to support advancing gender data in the context of climate change and DRR. 

 

Scope of Work

UN Women Regional Office for Asia and the Pacific seeks to hire a consultant to provide technical support and guidance for mainstreaming gender into statistics on climate change and disasters and organize capacity building events around enhancing measuring climate change and DRR-related issues from a gender perspective in Asia and the Pacific region, with particular focus on a few priority countries. The consultant will work in collaboration with the UN Women team and regional and government partners aiming to improve the availability and use of gender data in the context of climate change and disasters.

The overall objective of this consultancy is to provide technical support to the UN Women ROAP, UN Women Cambodia and UN Women Vietnam in implementation of the activities relating to: 

  • Conducting assessments of capacities to collect and use SADDD in relation to climate chance and DRR to understand and address existing capacity gaps;
  • Developing resources and tools to support the analysis and use of gender and climate statistics in the Asia Pacific region;
  • Developing capacity development plans and programmes (in collaboration with other UN agencies) and organizing events to improve the generation and use of SADDD and gender analysis in climate change and DRR action;
  • Building a supportive policy and institutional environment for the effective use of gender and climate statistics for monitoring (across sectors) through collaboration with other UN Agencies;
  • Finalizing existing regional and national guidelines and assessment reports and support their roll-out at regional and national levels.

 

Duties and Responsibilities

Under the supervision of the Programme Specialist on gender and climate change, and in full coordination with the Regional Advisor on Gender Statistics, the consultant will perform the following services:

Finalize existing regional and national guidelines and assessment reports and support their roll-out at regional and national levels

  • Technical review and finalization of the report “Assessment of gaps, needs and priorities for gender-related data on climate change and disasters in Viet Nam” following the UN Women Editorial Guidelines.
  • Technical review and finalization of the report “Integrating Gender in Climate Change and Disaster-Related Statistics in Viet Nam” following the UN Women Editorial Guidelines.
  • Organize final consultation and collaborate with MoWA and NIS to finalize the guideline “Integrating Gender in Climate Change and Disaster-Related Statistics in Cambodia” by effectively incorporating MoWA and NIS’s inputs and adapting, as necessary, while following the UN Women Editorial Guidelines.
  • Organize dissemination of the publication “Integrating gender in climate change and disaster related statistics in Asia and the Pacific – Example indicators”, including sharing information at relevant regional or global events on gender and climate change.

Support organization of a knowledge exchange event between Bangladesh, Cambodia, Viet Nam and other relevant countries in the region

  • Draft invitations, agenda and other background documents for the organization of the knowledge exchange event.
  • Coordinate with the relevant COs to identify participants and speakers.
  • Facilitate the event using UN Women platforms (Zoom, MS Teams).
  • Prepare an event report summarizing the discussions and highlighting priority knowledge gaps and way forward to improve practical solutions to include gender in climate and disaster statistical data collection and analysis.

Develop resources and tools to support the analysis and use of gender and climate change statistics in the Asia Pacific region

  • Develop guidance for data users on the using data to inform gender-responsive climate and disaster policies, and monitor their implementation.
  • Organize capacity building events to roll out the guidance in Cambodia and Viet Nam.

Provide technical advice to government stakeholders on gender mainstreaming in climate change and disaster-related data production in Cambodia.

  • Provide technical and practical support to MoWA and NIS to implement the guideline “Integrating Gender in Climate Change and Disaster-Related Statistics in Cambodia”.
  • In full coordination with the UN Women’s Gender Statistics team in ROAP, liaise with NIS in Cambodia to support planning/organization of pilot data collection utilizing the regional gender-environment questionnaire.
  • In collaboration with key stakeholders (MoWA, NIS, MoE, MoRD, MoA and others), support NIS to produce a Cambodia statistical profile on gender in climate change.

Provide technical advice to build a sustainable producer and user network and learning platform for gender statistics in climate change and disasters in Cambodia.

  • Provide technical support to relevant institutions/agencies who are responsible for data analysis, particularly in the field of climate change, DRR and gender to ensure a gender lens is taken into account.
  • In collaboration with EmPower team and relevant UN agencies, convene a dialogue between civil society organisations (CSOs) network and related government bodies to stimulate existing mechanism for effective use and production of gender statistics for climate change and DRR.

Provide technical support to capacitate data producers and users, including civil society organisations in Cambodia.

  • Lead and facilitate learning sessions on gender statistics for CSOs that focus on using gender statistics for climate change policy making (focusing on agriculture, rural development, forestry and energy) to capacitate the CSOs to utilise gender statistics for programming and advocacy;
  • Utilizing materials from the training curriculum on gender statistics, provide technical capacity development on how to innovatively communicate advocacy and campaigning message using gender statistics in climate change for data user (Both CSO and related government department).
  • Collaborate with other UN Agencies to design an innovative capacity development programme for producers and users within the government to improve data accessibility.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Contract Period and Work Location

The assignment is for August 2021 to March 2022, with contract period covering until 15 April 2022. The assignment is home-based, with one mission to Cambodia, if COVID-19 situation allows.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in statistics, mathematics, development studies, economics, environmental sciences, gender studies, social science or related fields.

Experience:

  • A minimum of 7 years of relevant experience in the field of statistics, climate change, economics, gender equality and/or international development; 
  • Prior experience in gender statistics, data analysis, and country support for data production, dissemination and use required; 
  • Prior experience organizing and facilitating national and international workshops, including working with and strengthening the capacity of national institutions and civil society;
  • Prior experience working with the UN, including familiarity with its administrative and financial rules and procedures;
  • Demonstrable experience working with multi-stakeholders, including governments, donors, academia and civil society organizations in gender equality in Asia-Pacific; 
  • Experience working in Cambodia is an asset.

Other requirements:

  • Excellent command of written English, with proven report of writing experience;
  • Available publications on statistics an asset.

 

Evaluation Criteria

Applications will be evaluated based on cumulative analysis of the following factors:

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

A) Education (Obtainable Score: 20)

  • Master’s degree or equivalent in statistics, mathematics, development studies, economics, environmental sciences, gender studies, social science or related fields.

B) Experience and skills (Obtainable Score: 60)

  • A minimum of 7 years of relevant experience in the field of statistics, climate change, economics, gender equality and/or international development; 
  • Prior experience in gender statistics, data analysis, and country support for data production, dissemination and use required; 
  • Prior experience organizing and facilitating national and international workshops, including working with and strengthening the capacity of national institutions and civil society;
  • Prior experience working with the UN, including familiarity with its administrative and financial rules and procedures;
  • Demonstrable experience working with multi-stakeholders, including governments, donors, academia and civil society organizations in gender equality in Asia-Pacific;
  • Experience working in Cambodia is an asset.

Total Obtainable Score: 100

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated. 
  • The total number of points allocated for the price component is 100. 
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
