PROJECT DESCRIPTION

 UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

UN Women’s specific priorities in Cambodia include increasing and supporting women’s participation in public decision-making processes, with a focus on the inclusion of young and marginalized women as well as LGBTIQ persons; strengthening mechanisms and accountability for the protection of women’s human rights, including through the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPfA) and Sustainable Development Goals (SDGs); and preventing and responding to violence against women and girls.

UN Women in Cambodia office has empowered LGBTIQ persons/communities, especially LBT Women through feminist principles to strengthen networking and advocacy for policy and institutional transformation. Over years, UNWOMEN has contributed to promoting LGBTIQ right and increasing engagement of LGBTIQ communities/activists with dialogues/platforms both at the national and sub-national level to discuss top three priorities (legal recognition of gender identity, discrimination and employment, and social and family exclusion).  Additionally, UN Women’s programme in Cambodia continues to prioritise its programme on feminist transformative leadership and movement building through working with emerging young women leaders such as Youth Leadership Academy and BREAKTHROUGH co-creators to network and act collectively to challenge negative social and gender norms that discriminate against women and girls and LGBTIQ people.

Building on previous lessons learnt from multiple years in promoting rights of LGBTIQ persons, UNWOMEN in Cambodia continues to support the  LGBTIQ community to engage with policy dialogues, activism campaigns such as Pride Week and 16 Days of Activism and to capacitate LBT Women to apply feminist transformative leadership to enlarge networks, including for the purpose of advocacy. Therefore, the programme is looking for a national LGBTIQ Right and women’s leadership Facilitator to work with programme staff to establish a space for dialogue between government and LGBTIQ and women activists/organisations to utilize social media safety to advocate for generation equality.

 

 

Duties and Responsibilities

SCOPE OF WORK   

The purpose of the assignment is to mobilise and facilitate to expand space for LGBTIQ persons, especially LBT Women, to dialogue with policy makers and gender advocate to address the top three priorities that they have  identified (legal recognition of gender identity, discrimination and employment, and social and family exclusion) and to capacitate LBT and  women activists to apply feminist transformative leadership to address negative social norms affected young women and LBT women.

A LGBTIQ Rights and women’s leadership Facilitator will work closely with UNWOMEN’s Programme Team and under the supervision and guidance of the Programme Analyst to perform specific tasks below:                                                                                                                                

1.Provision of technical inputs to facilitate and mobilise LGBTIQ persons, particularly LBT Women, to engage with national policy dialogues, including CEDAW COB implementation other Generation Equality and Human Rights Framework through collaboration with CSO and other UN Agencies

  • Mobilize LGBTIQ  participation and identify priorities key challenges and actions including collecting individual case studies on different aspect: socioeconomic impact that LGBTIQ persons experience during and post Covid-19, and using the findings advocate for LGBTIQ rights.
  • Create social media/digital/creative art campaigns to advocate for LGBTIQ persons’ rights during COVID 19 response, and in key events such as IDAHOTB, 16 Days activism which aligning with the Generation Equality Campaign.
  • Support and provide capacity building to Co-creation group of #LOVEISDIVERSITY to develop/create social media contents through working with UN programme team and LOVEISDIVERSITY Facebook page followers/fans. These include establishing a talk with LOVEISDIVERSITY Facebook Live Programme, infographic videos reflect experiences and stories of LGBTIQ persons, especially LBT Women.
  • Create community outreach plan to expand membership including peer support peer network and new audience for LoveisDiversity
  • Conduct media movement analysis and propose plan for LoveisDiversity sustainability.

2.Provide technical expertise and inputs to UNWOMEN’s work on Feminist Transformative Leadership

  • Support Generation Equality movements, such as BREAKTHROUGH movement, and young women’s leadership activities
  • Co-facilitate young women’s leadership activities through virtual and in person training and action learning through application of feminist transformative approaches.
  • Provide inputs to the process of YLA progress and report with highlight of people’s interest and observation.

    • Submission of Brief report about progress and achievement, including LGBTQI social media movement and outline for documenting most significant change story.
    • Submission of communication plan for Media campaign reflect on Generation Equality global campaign and Covid 19 response advocacy.

    • Submission report of LoveisDiversity Media outreach including most significant change stories.
    • Submission of reports and recommendations of LoveIsDiversity co-creation capacity building progress, including most significant changes stories.

    • Submission final report of LBT peer support peers capacity training, and their actions learnings.

    Task:

    • Develop concept note and detail plan to celebrate 16 day campaign activism and human rights through consulation with LGBTIQ activists and civil society members.
    • Support to facilitate YLA group 2 workshop training and follow up on the group learning

    6th Deliverable

    • Submission of concept note and activity plan to engage with 16 Day Campaign Activism and Human rights including using creative arts for advocacy.
    • Submission observation and lesson learned of YLA Group 2 final workshop  

     

    10 November 2021

     

    Task:

    • Conduct stakeholder analysis on the LGBTIQ movement in Cambodia, and provide practical recommendations for the continuity of UNWOMEN’s support to LGBTIQ rights movement in Cambodia.

    7th  Deliverable

    • Submission of event report, emphasizing gender responsive recommendations to address priorities raised by LGBTIQ activists.
    • Submission of a final report of the full assignment with recommendations for follow-up actions. This includes a Media outreach report, and opportunities to strengthen LGBTIQ rights, including the sustainability plan of LoveisDiveristy.

Required Skills and Experience

MINIMUM QUALIFICATIONS OF THE INDIVIDUAL CONTRACTOR

  • Undergraduate degree in development studies, law, international relation, human rights and other relevant disciplines.
  • At least 4-year professional experience in designing and implementing community mobilization, campaign and advocacy for promoting gender equality and human rights.
  • Good knowledge of feminist transformative leadership and gender.
  • Experience in facilitate dialogue and collaboration with a diverse group of stakeholders and leadership styles.
  • Experience in working with marginalized groups like LGBTI, youth and poor women in promoting gender equality and women’s empowerment.
  • Good knowledge in gender equality,women’s rights and LGBTIQ’ rights, development and diversity  principles.
  • Experience with the UN system is an asset.
  • Fluency in Khmer language and English

EVALUATION

The applications will be evaluated based on Cumulative Analysis the following criteria:

  • Technical Qualification (100 points) weight; [70%]
  • Financial/Price Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only candidates who have attained a minimum of 70% of total points will be considered as a technically qualified candidate.

 FINANCIAL/PRICE PROPOSAL COMPARISON:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

10. SUBMISSION OF APPLICATION

Interested candidates are requested to submit an electronic application to cco.procurement@unwomen.org no later than 25 June 2021 by 5 p.m. local time in Phnom Penh, Cambodia. Late application submissions will not be considered.

The financial proposal shall specify a total lump sum amount, which breaking down by 1) daily professional fee; 2) cost of living allowance for applicable missions outside duty station; and 3) international air fare (round trip from home-based country to Phnom Penh) and other travel-related costs such as visa, if applicable.

 

All applications must include (as attachments) the P11 Form, CV, and the Financial Proposal.

 

UN Women-Cambodia requires that all international personnel, regardless of contract modality or position status, should comply with UN Cambodia Residential Security Measure (RSM) for accommodations and housing in Cambodia.  A residential inspection is required and will be conducted by UNDSS, whereupon corrections may be identified to achieve compliance with UN Cambodia RSM Standards.  As such, newly arriving personnel are advised not to enter into long-term housing arrangements until inspection and compliance are verified.  For personnel who are already in-country, steps must be taken to achieve UN Cambodia RSM compliance.
