1. Background:

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECA RO) was established in Istanbul, Turkey in early 2014. It provides support and oversight to Country Offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), Serbia, the Republic of North Macedonia, Tajikistan and Turkey.

UN Women ECARO has created the Regional Youth Network composed of National Gender Youth Activists (NGYA) representing countries from the region. The NGYAs are active activists within their countries, cities, and communities, working on addressing gender inequalities and passionate about human rights and social justice. Through the Regional Youth Network, UN Women ECARO aims to increase the youth's engagement by mobilizing them within their communities, having their voices heard and counted, and acting as strong activists for gender equality and the empowerment of women and girls.

Upon the consultations with NGYAs, UN Women ECARO starts a five-month initiative on youth engagement and mobilization to structure the ongoing efforts of UN Women in involving youth as change agents in the region and create a clear roadmap aiming to foster mobilization and mutual empowerment of the youth activists aligned with the global Generation Equality Agenda.

The overall objective of the initiative: To increase and expand the role of youth activists as leaders and change agents in their communities and strengthen their capacity in creating innovative actions for advocacy and community mobilization in the context of COVID-19.

Within the Regional framework of youth mobilization and engagement, UN Women ECA RO is looking for a consultant who will be responsible for supporting the youth related initiatives and facilitating youth-led events and organisations as well as represent the youth from the region at different regional, international and inter-governmental meetings, consultations and forums.

The consultant will work under the direct supervision of UN Women ECA RO Program Specialist and in close coordination with the Communications Analyst.

  • Provide technical support to UN Women in youth mobilization and engagement initiatives
  • Represent ECA young activists at the regional and global events where relevant
  • Support expand UN Women’s regional youth network
  • Support UN Women in the Generation Equality Forum Paris preparations
  • Support the facilitation of UN Women’s youth consultations
  • Review and provide feedback and suggestions for content and reports prepared under the youth mobilization strategy
  • Provide support in searching and reviewing women’s and LGBTIQ+ rights policy implementations
  • Provide support to communication and advocacy initiatives focusing on the youth participation
  • Perform other duties when required

 

Expected results:

High quality contribution to UN Women’s work with knowledge and experience in youth mobilization and advocacy in alignment with UN Women’s expectations for each assignment.

Required Skills and Experience

5. Qualifications:

 

Qualifications Education:

  • Bachelor’s degree in social sciences, law, sociology or any other related field is required.
  • Master’s degree in the areas of women’s rights, human rights, youth advocacy and other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.   

Experience:

  • At least five years of experience in advocacy of the fields of gender equality and the empowerment of women at both local andi international level
  • At least five years of experience in youth activism and mobilisation
  • Experience in digital advocacy
  • Experience in leading international events and consultations
  • Work experience in UN is an asset

 

Languages and other skills:

  • Solid understanding of UN Women’s Generation Equality thematic framework and the youth work that is being done under it.
  • Demonstrated skills in academic research of women’s rights
  • Excellent written and oral skills in English.

 

 

6. Application Process 

 

The application should include:

  • Cover letter to include a brief overview in English (unedited text) about which of your previous experiences makes you the most suitable candidate for the advertised position.
  • P11 with past experience in similar assignments; can be downloaded at http://www.unwomen.org/about-us/employment, a signed copy should be submitted.
  • Financial Proposal (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum on hourly rate.

 

7. Management and financial arrangements

 

The contractor will report to and work under direct supervision of UN Women ECA RO Communications Analyst in consultation with the Programme Specialist.

Payments will be disbursed on a monthly basis based on submission of timesheet and delivery cleared/approved by the supervisor.

 

8. Evaluation process

 

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal.

The candidates must possess following minimum qualification criteria as listed above (Qualifications/Experience/Language).

 

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

Evaluation of submitted financial offers will be done based on the following formula: p = 30 (µ/z), using the following values:

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
