Background

IOM, ILO and UN Women are implementing a project funded by the UN Peacebuilding Fund within the Gender Promotion Initiative (GPI) pillar of the UN Peacebuilding Fund (PBF) Portfolio: “Empowering women and girls affected by migration for inclusive and peaceful community development”. The joint project proposes a comprehensive approach to promote a community and policy environment favorable to women’s and girls’ empowerment and their active involvement in peacebuilding as well as inclusive community development in six communities affected by migration and prone to conflict in the Kyrgyz Republic, and particularly in Osh, Jalalabad, Batken and Talas provinces.  

The overall goal of the project is to make a tangible contribution to peacebuilding in target provinces of Kyrgyz Republic by promoting the full recognition of the role of women and girl migrants in inclusive community development and peacebuilding

Given the fact that rapid growth in migration flows among women has been observed for the past 5 years, the project aims to work at different levels, including:

a) The community level, by working with community members to change public perception and social norms and build a community environment favorable to women migrants’ engagement in peacebuilding

b) The policy level to introduce gender responsive policies recognizing the role of women migrants and their contributions and

c) With women and girl migrants to empower their participation in community development, decision-making and peacebuilding initiatives at the local level.

Under the respective project, the UN has supported the government in development of gender-responsive national migration policy in line with existing peace building policies and plans. The concept of the national Migration Policy has been approved by the Government and following, an action plan for the policy is to be developed by a working group established by the Government. The UN is committed to support the Government and the Department of External Migration in the efforts to turn the policy into realizable action plan that is gender responsive and conflict sensitive.

 To ensure the effective GEWE integration in Migration Policy and Action Plan, UN Women is recruiting a national gender specialist to provide recommendations in the development of the national action plan for the Migration Policy. The gender specialist is expected to work in close collaboration with UN Women (Women, Peace and Security team), with implementing UN Agencies (lead by IOM), UN Gender Thematic Group, and with the Government Working Group on the Migration Policy

Duties and Responsibilities

Under overall supervision of UN Women Programme Analyst and guidance of UN Women Head of Osh sub-office, the national expert/gender expert will be involved in all steps of preparation of the Migration Policy and Action Plan to ensure that gender perspective and considerations are fully integrated.

Specific responsibilities and tasks of Gender Specialist include:

  • Provide recommendations for the Working Group for the development of the National Action Plan through applying gender analysis to the Migration Policy.
  • Ensure gender mainstreaming in the development of the National Action Plan through working closely with the Working Group and engaging relevant actors and experts in the process to support the Working Groups capacity in applying gender perspectives.
  • Ensure gender sensitive indicators of the National Action Plan through review and analysis of the indicators done in close collaboration with the working group and UN Women and the UN Agencies.
  • Provide detailed inputs to the drafts National Action Plan in the efforts to ensure gender responsive action plan (indicators and activities of the action plan) in close consultation with UN Women and the UN Agencies.
  • Provide final report of the process including reflections of ‘what worked’ and recommendations for implementation of the National Action Plan.
  • Based on the final report, facilitate reflection session with relevant stakeholders providing an overview of the State Migration Policy and the National Action Plan from the gender-responsive perspective.

  • Proven experience of writing research reports, gender analyses and position papers.
  •  Proven experience of researching women’s rights issues, gender-based violence and related issues.
  •  Experience of and understanding of migration issues including women migration and its gendered perspectives would be an asset.
  • ·Experience in conducting survey and quantitative and qualitative data analysis would be an asset.

·         Language

  • Proficiency in professional written Russian is required, English and Kyrgyz are assets

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

·Master’s degree in Social Science / gender studies / human rights / international development;

·At least five years of experience in gender programming, gender analyses and implementation of normative standards on GE and empowerment of women;

·Proven experience of writing research reports, gender analyses and position papers;

Maximum total technical scoring:

70

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 65 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

Where:

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal;

z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Programme Analyst and guidance of UN Women Head of Osh sub-office.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables by UN Women Programme Analyst that the services have been satisfactorily performed. Payment will be made in KGS in one instalment after accepting and approving a gender analyses, deliverables as per the ToR, and a timesheet.
