I. Background

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Through the regional office for Asia and the Pacific based in Bangkok and a number of country and multi-country offices, UN Women builds on a long history of support to governments and women’s movements. UN Women’s programs in Asia and the Pacific focus on ending violence against women, humanitarian action and disaster risk reduction, women’s economic empowerment, CEDAW and women’s human rights, peace and security, governance and HIV/AIDS. WeEmpowerAsia

 

This Bangkok-based position is based within the EU-funded WeEmpowerAsia (WEA) programme, UN Women Regional Office for Asia and the Pacific (ROAP), a collaborative effort between the Regional Office of UN Women for Asia and the Pacific (ROAP) and the European Union (EU), which is funding the programme under its Partnership Instrument. With this programme, the two entities will leverage their joint commitment to enhance women’s economic empowerment globally. They each have longstanding experience and partnerships in the Asian region. UN Women will apply its triple mandate of normative, operational and coordination actions and use its convening power to bring multiple stakeholders together for effective collaboration. EU brings valuable private and public sector partnerships across sectors as well as its solid expertise in trade and economic development.

 

The overall objective of the WEA programme is that more women lead, participate and have access to enhanced business opportunities and leadership within the private sector to advance sustainable and inclusive growth. The programme will achieve this through three complementary outcome areas to be implemented in seven selected middle-income countries of Asia (China, India, Indonesia, Malaysia, Philippines, Thailand and Viet Nam) in Asia:

 

  • ADVOCACY: Women’s networks, public institutions, and the private sector will collaborate and share expertise and knowledge to build an enabling business environment for women’s economic empowerment in the workplace and in the marketplace;

 

  • ENTREPRENEURSHIP: The capacity of women-owned businesses and women entrepreneurs will be developed to enable them to engage with government and private sector corporations in policy development and dialogues for advancing women’s economic empowerment, and;

 

  • BUSINESS ENGAGEMENT: The private sector will be supported to implement gender-sensitive practices and culture within their businesses through the take-up of the Women Empowerment Principles (the WEPs – a set of guiding principles to achieve gender equality within companies).

 

Ultimately, the programme will contribute to the achievement of gender equality through enabling women’s increased participation in the labour force and in the market place, improved opportunities for women entrepreneurship and business start-ups, and through strengthening of corporate sector’s commitment and action to ensure gender equality in business culture and practices.

 

The guiding platform for the WEA programme is the Women’s Empowerment Principles (WEPs), a set of seven principles for businesses to strengthen gender equality in the workplace, marketplace and community. The WEPs are jointly developed by UN Women and UN Global Compact and draw on the commitments and implementation by private companies worldwide.

II. Scope of work

Under the supervision and guidance of the Regional Programme Manager, the consultant will undertake the following tasks:

 

1. Ensure smooth transition of communications work with members of the WEA regional and country offices

  • Work in coordination with communications team members (International Social Media and Web Visibility and International Communications Consultant (Regional Coordinator)) to ensure smooth transition of work.

 

2. Support external communication and outreach/advocacy strategies and plans

  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary;
  • Lead on planning, curation and quality control of regional and country office campaigns and events, including WEPs Awards ceremonies (see plan and list of assets), International Women’s Day 2022-Ring the Bell for Gender Equality series, and the WEA closing event
  • Leads the communication and visibility work with a strong focus on EU-donor visibility (from October 2021 onwards) and strategic partnerships for accelerating communications impact of WEA
  • Manage launch of key publications to generate awareness
  • Create Mailchimp newsletters on WEA highlights and upcoming activities for Q4 / 2021 (October issue) and Q1 / 2022 (February issue)
  • 1 monthly update to regional plan of events and activities [December 2021 onwards]
  • 1 monthly progress report on social media and 1 monthly website analytics report delivered [coordinate with Social Media and Visibility Consultant and Website Retainer for stats] – [December 2021 onwards]

 

3. Coordinate and contribute substantively to the development and dissemination of advocacy materials

  • Draft briefing materials, and press releases and coordinate its dissemination through effective public information channels, as well as identify storylines for publication and articles;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials.

4. Oversee strategic program branding

  • Ideate new ideas to create powerful recognizable WEA program materials
  • Visualize impactful ways to communicate the Women’s Empowerment Principles (WEPs)
  • Coordinate with international partners on joint branding and communication strategies

 

5. Build and maintain partnerships and maintain relations with donors [December 2021 onwards]

  • Maintain relationships with partners and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors, as delegated.
  • Collaborate and strongly support the EU at Brussels, Regional Office and in the implementation Country Offices to develop and implement strategic communication assets
  • 1 weekly update on events and activities to EU delivered [December 2021 onwards]

 

6. Coordinate WEA social media and website/online presence

  • Coordinate WEA websites’ content and maintenance based on corporate requirements;
  • Coordinate WEA social media accounts in line with corporate social media policy;
  • Coordinate with UN Women webmaster on upload information to knowledge management system on a regular basis, including news, updates, resources.
  • Coordinate social media key messaging and accompanying visual content to promote WeEmpowerAsia and related advocacy days on women’s economic empowerment / gender equality in business

IV. Required qualifications

  • Education: Bachelor’s degree in Political Science, Communications, Journalism, or related field.
  • Minimum 2 years of experience in communications, media, arts, or related field preferably with international organizations/companies/embassies/youth or community groups.
  • Have strong skills in key message development, visibility, and branding.
  • Demonstrated experience in project management and implementation covering the use of social media and web-based platforms and managing vendors.
  • Experience with writing short, captivating texts for a variety of audiences and social media.
  • Track record of building and maintaining relationships with external partners, especially in diverse settings and in both high-level and business context.
  • Previous experience with UN Women an advantage.
  • Language Requirements: Strong written and communication skills in English.

VI. Contract Duration and Duty Station

The consultant will work under the supervision of the Regional Programme Manager, WeEmpowerAsia Programme, UN Women Regional Office for Asia and the Pacific. The duration of the consultancy starts from 10 August 2021 to 31 March 2022. This consultancy is Bangkok-based, subject to remote working or hybrid arrangements contingent upon agreement with the Regional Programme Manager, WeEmpowerAsia programme. Payment will be made on a monthly lumpsum basis.

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

• Status report on the development and dissemination of branded advocacy materials region-wide on WEA social media and website/online platforms, including overseeing the design of 1 ASEAN Policy Brief, including social media package; and compiling 1 monthly progress report on social media and 1 monthly website analytics report delivered [coordinate with Social Media and Visibility Consultant and Website Retainer for stats]

IX. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
