Building on over 15 years of partnership with and assistance to the justice sector of Timor-Leste, UNDP’s new justice project, ‘Access to Justice portfolio project (A2J project),’ will strengthen its support to the justice and security sectors with a heightened focus on gender justice - increasing access to justice of the disadvantaged groups, prominently represented by women and girls and Gender-Based Violence (GBV) survivors. The A2J project is comprised of three constituent projects, namely, 1) Together for Equality: Preventing and Responding to GBV in Timor-Leste, UN Joint Programme (T4E), 2) Accelerating Access to Justice for All in Timor-Leste (AAJAT), and 3) Human Rights Oriented Prison Enhancement for Gender Equality (HOPE for GE). The scope of work includes i) enhancing access to justice of women GBV survivors (access to legal information, strengthened legal aid), ii) strengthening gender-responsiveness in the sector (survivor-centered and responsive criminal justice processes, increase of women’s representation in the legal profession), and iii) correctional facilities in line with the human rights standards and female inmates’ special needs. The project is funded by KOICA and UNDP Headquarters and complements the EU-UN Joint Program on intimate partner violence (Spotlight Initiative).

Objectives of the Assignment and Scope of Work

With the technical skills of the Media Contents Developer, the project is planning to develop educational visual media products for television and social media (YouTube and Facebook) on gender equality and GBV prevention and responses. The media products will be broadcasted on TV and uploaded to social media to help the viewers reflect on their gendered social norms and gender roles and socialize the prevention and response of GBV. The media products are creative and ingenious, and we expect them to be received well by the men and women in Timor-Leste. At the same time, they are insightful and would help sensitize the viewers to the disadvantages/detriments of gender inequality and violence. The consultant will undertake or is responsible for the following:

1. Nubmer of episodes and duration: minimum 7 and maximum 10 episodes, each of which is four to eight-minute-long.
2. Target audience: The general public, 18-60 years of ages, both men and women in Timor-Leste
3. Topics of each episode:

• 3-5 episodes on gender norms and gender roles in Timor-Leste
• 2-3 episodes on the Gender-Based Violence (GBV) against both men and women, including the GBV responses (procedures) by both health and justice services in Timor-Leste
• 1 espisode on cyber bullying/online harassment, including the responses (procedures) by police, justice, and health services in Timor-Leste
• Final episode on showcasing the synergies that gender equality and equal respect for men, women, and children can create in Timor-Leste.

1. Language: The media products to be produced in Tetum.
2. Developing the scripts/storyboards of each episode.
3. Producing the visual media products of each episode (animation, real-life videos or a mix of both).
4. The products should be in line with the ethical and safety standards of using (social) media for  the prevention of GBV.
5. All equipment should be self-supplied.

The consultant will need to be open to requests for revision for each video produced and complete the changes within a week of receiving the request.

Intellectual Property

All information pertaining to this project as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

Expected Outputs, Deliverables, and Payment Schedule

The successful consultant is expected to deliver the following deliverables with quality:

The consultant is advised to share the drafts of the scripts and media products with the project manager for feedback before the due dates of Deliverables 2 and 3.

The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the A2J project manager signs the certification of acceptance.

Institutional Arrangement

The consultant will work under the overall supervision of the A2J project manager within the structure of the Country Office.

Duration of the Work

The expected duration of the work is for 60 working days over a period of 3 months (from 1 September 2021 to 30 November 2021).

Duty Station

The consultant will work from Dili, Timor-Leste.

Qualifications et expériences requises

Qualifications of the Successful Individual Contractor

Academic Qualifications:

• Bachelor’s Degree or equivalent in graphic design, fine/creative arts, visual arts/communication or related field.

Years of experience:

• A minimum of three years of relevant professional experience in producing visual media contents;

• Technical expertise or work experience in gender would be an asset;
• Experience working with UNDP, other UN entities, donor organizations or development organizations, government, and Civil Society Organizations is an asset

Language requirements

• Excellent oral and written Tetun is required.  
• Working proficiently in English is an asset.

Price Proposal and Schedule of Payments

The contractor shall submit a price proposal as below:

• Professional Fees – The Consultant shall propose a daily fee which should be inclusive of his/her professional fee, local communication and transportation costs. The number of working days for which the daily fee shall be payable under the contract is three months (with maximum 60 working days).

The total professional fee, shall be converted into a lump sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the abovementioned schedule of payment.

Schedule of Payment:

The payment will be deliverable-based. The payment will be delivered in installments which shall be payable on the completion of each deliverable set out. The confirmation that a deliverable has been completed and a payment installment is due shall be made by the A2J project manager.

Recommended Presentation of Offer

Interested consultants must submit the following documents either in English or Tetum to demonstrate their qualifications:

1. Duly accomplished Letter of Confirmation of Interest and Availability and Submission of Technical and Financial Proposal using the template provided by UNDP; and
2. Personal CV or P11, indicating all past experience from similar projects.
3. Portfolio and sample of previous work in design and illustration is a MUST.
4. Technical Proposal:  Brief methodology and work plan on how the consultant will approach and complete the work.

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the following methodology:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

1. Responsive/compliant/acceptable, and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Evaluation (70%)

Qualification, Experience and Technical Proposal (70 marks):

1. General Qualification (15 marks);
2. Experience relevant to the assignment (35 marks);
3. Technical Proposal:  Brief methodology and work plan on how the consultant will approach and complete the work (20 marks).

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Documents to be included when submitting the proposals:

Interested international Consultant must submit the following documents/information to demonstrate their qualifications in one single PDF document:

1. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
2. Technical Proposal (can be attached with CV):
   1. Brief description of why the individual considers him/herself as the most suitable for the assignment;
   2. A methodology, on how they will approach and complete the assignment and work plan as indicated above.

All materials developed will remain the copyright of UNDP Timor-Leste.  UNDP Timor-Leste will be free to adapt and modify them in the future.
