UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Regional Office for Asia and the Pacific (ROAP) in Bangkok and a number of country and multi-country offices, UN Women builds on a long history of support to governments and women’s movements. UN Women ROAP focuses on Ending Violence Against Women, Governance, Peace and Security, Humanitarian Action and Disaster Risk Reduction, Women’s Economic Empowerment, CEDAW and Women’s Human Rights, and Health and HIV/AIDS.

The portfolio of ROAP Governance, Peace and Security currently includes programming related to Women, Peace and Security, the Prevention of Violent Extremism, Access to Justice, Women in Law Enforcement, Gender and Cyber Security, and Gender Data and Statistics. It also includes the newly regional programme, “Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN” (2021-2025) funded by Canada to advance and strengthen the WPS agenda in ASEAN, including preventing violence against women and promoting social cohesion in the region. The programme will promote women’s participation in conflict prevention, resolution and recovery. ROAP Governance Peace and Security unit also supports the implementation of programmes at the country level across the region and works with governments to advance gender-inclusive laws and policies in the areas of peace and security.

Reporting to the Regional Advisor – Governance, Peace and Security, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate will also provide a variety of executive administrative support to the UN Women ROAP senior managements as well as contributes to financial management and programme implementation, including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the Regional Office and UN Women HQ as required for resolving complex finance-related issues and exchange of information.

 

Devoirs et responsabilités

1.  Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the Statistics Team at the Regional Office, along with relevant teams in country offices implementing statistics projects and executing agencies, on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

2.  Provide administrative support to the financial management of the Programme Unit

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Provide administrative support for the preparation and management of partner agreements, in liaison with other colleagues in the office.
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payments for consultants;
  • Maintain internal expenditures control systems;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

3.  Provide administrative support to the Programme Unit on logistics and other areas

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims; 
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to other Programme Assistants as needed.

4.  Provide administrative support for Resource Mobilization

  • Prepare cost-sharing and other agreements; follow up on contributions within the RO resource mobilization efforts;
  • Organize, compile and process information from donors, the RO, and programme team, as inputs to various databases and documents.

5.  Facilitate knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

6.  Provide executive support to the UN Women ROAP Senior Managements

  • Manage the calendar, and schedule of appointments and meetings of ROAP Senior Managements;
  • Arrange travel and hotel accommodations and other logistics for the UN Women Senior Managements
  • Maintain roster of CO/MCO/RO contacts; update electronic mailing lists;
  • Manage administrative files on the Country Representative/ Regional Director’s mission travel and mission reports;
  • Research files, collect information and organize materials to meet the request of ROAP Senior Managements

  • Timely and accurate support to events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely recording of overall programme unit finances;
  • Timely and accurate tracking of data for CO management and donor purposes;

Qualifications et expériences requises

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Language Requirements:

  • Fluency in English and Thai is required;
  • Knowledge of the other UN official working language is an asset.
