  • UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Given the emergency situation caused by the COVID 19 pandemic and the teleworking measures that have been implemented, there is a need to accelerate the digital transformation of UN Women internal processes related to its programmatic, administrative and operational areas.

For this, UN Women seeks to hire a consultancy to assist and accompany staff in identifying improvements and changes in internal processes in order to work more efficiently and telematically through different platforms and online tools and, in addition, carry out adequate management information: process status, workload control, personnel supervision, etc.

On the basis of the Policy, Procedure and Guidance Framework (PPGF), the aim is to achieve the digital transformation of UN Women in the Asia and the Pacific Region through the implementation of available tools for the optimization of organizational processes, avoiding duplication and shortening the time of your processes.

To effectively carry out this process, UN Women ROAP requires hiring a consultant on internal process automation and capitalization of the COVID19 experience.

Devoirs et responsabilités

1.  Capitalization of the Regional Office virtualization experience during COVID-19

  • Identify and analyze continuous improvement opportunities to promote staff / personnel  professionalization, and the best practices to advance virtualization during COVID-19;
  • Map and update the flow of activities/tasks and their relation with those responsible for the processes of each area of ??the RO (and eventually COs) in accordance with current regulations (Procurement, finance, human resources, Program Support Teams, among others)
  • Contribute to improving the management and response capacity of the processes, as well as their traceability and control
  • Review together with those responsible for the processes of each area of ??the OR the simplification of these, their development, implementation, and effectiveness
  • Prepare and keep updated the forms for the designation of tasks according to responsibilities in accordance with the matrixes used to identify roles and responsibilities RACI of each work area of ??the RO (and eventually COs).
  • Carry out the programming of the platform according to the inputs provided by the work areas
  • Validate the redesigned processes both with those responsible for the processes and with their users
  • Monitoring the implementation and progress of the virtualization acceleration of the office(s) during the COVID-19 pandemic
  • Support and provide inputs for the Change Management strategy based on the monthly analyzes carried out
  • Investigate, evaluate, and recommend new technological tools when necessary.
  • Diagram and redesign the Programme Management process flows when necessary
  • Support in the review of the SOPs-Standard Operational Procedures and workflows of the different work areas of the organization when necessary

2.  Support for the implementation of virtualization tools

  • Provide assistance to users to contribute to the implementation of new work dynamics, and provide solutions to problems for the use of virtualization tools
  • Provide assistance to the Office(s) to ensure that redesigned processes and workflow redistribution are effective and up-to-date according to COVID-19 and daily needs
  • Promote the implementation of effective work through the dissemination of virtualization and telecommuting
  • Organize Webinars and trainings together with the programme support area for the RO and the country offices
  • Advise on the integration of work teams from the country offices for the use of the tools.

3.  Data analysis

  • Prepare surveys for the users of the processes and analyze the result of the use of the new tools (through surveys)
  • Compile and validate the findings of the progress and effectiveness of the response in each area according to the redesigned processes
  • Analyze and interpret internal control charts (dashboards) of the different work areas of the organization

4.  Monitoring the use of tools and proposal for continuous virtualization improvement

  • Monitoring of compliance with the Optimization Plan
  • Constant monitoring of the effectiveness of workflows and assignment of tasks in each area
  • Manage and keep the Communities of Practice (COPs) – or TEAMS channels – updated

5.  Permanent update of the advances in virtualization to the Regional Operations Manager (R-OM)

  • Define the task control and monitoring tools together with ROM
  • Participate weekly in check-up meetings with the ROM and the different work teams
  • Perform monthly analysis of activities carried out and data obtained

Supervision

The supervision of the development of the consultancy will be carried out by the Regional Operations Manager of the Regional Office. The Consultant of the Americas and the Caribbean focal point for their digital transformation process will provide the required continuous knowledge transfer.

The Consultant is not a United Nations official/staff, although s/he will carry out the activities related to her consultancy at the UN Women regional office in Bangkok (or online, as required). It is estimated that for the development of the Consultancy, this professional will need to dedicate a full time period.

For the proper development of the consultancy, the supervisor will provide the consultant with the existing documents and the information that UN Women has available related to the topics of the consultancy. It is the consultant's responsibility to obtain primary and secondary information from other sources, if necessary.

If travel is necessary for the development of the consultancy, the costs will be additionally covered by UN Women, in accordance with the current regulations of the institution for this purpose.

The consultant will maintain permanent coordination with the supervisor for an effective execution and development of the products requested from this consultancy.

Contract period and work location

The contract period is tentatively from 30 August 2021 to 15 September 2022.  The last deliverable will be submitted on 31 August 2022. The consultant will be based in Bangkok and working at UN Women Regional Office for Asia and the Pacific as required. The consultant might be requested to travel on mission for which travel costs and Daily Subsistence Allowance (DSA) will be provided as per UN Women rules and regulations. Travel Authorization will be granted to the consultant prior to the travel dates.

Qualifications et expériences requises

Education:

  • Bachelor’s degree (or equivalent) in Engineering, Computer Science, Information Systems, Mathematics, Statistics, Management or a related field.
  • Master's Degree (or its equivalent) is an asset.

Work Experience:

  • At least 2 years of work experience
  • At least 2 years of proven experience in coordinating with teams.
  • Experience in process-related systems and services is desirable.
  • Previous experience in the United Nations System will be valued.
  • Technical Experience and Knowledge that will be considered as an asset for the selection:
    • Domain of MS Office 365 Power Automate app will be an asset
    • Domain of MS Offices 365 Teams, Planner, Forms, Power BI will be an asset
    • Knowledge of high-level programming languages ??and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured / object-oriented design, relational systems, script and query languages , document design and management, hardware and software requirements, system facilities, and implementation protocols.
    • Knowledge of interactive systems, including user interface design; good knowledge of the organization's information infrastructure and information technology strategy as it relates to user domains and the organization's policies on data accessibility, multilingualism, design, privacy and security, with regard to information technology projects; independent maintenance of assigned systems and development of innovative approaches to solve a wide range of issues / problems. 
  • Candidates with residence in Thailand, especially Bangkok, is desirable.

Language requirement:

  • Fluency in English is required
  • Fluency in Spanish is an asset

Payments

Payments will be made monthly upon the delivery and approval by the ROM of the products established in the table above. In case of need for official missions, the UN Women Office will directly manage and pay the related costs.

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the qualifications outlined in the Required Qualifications above.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
