UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Independent Evaluation and Audit Services (IEAS) provides independent evaluation and internal audit assurance, as well as advisory services on UN-Women’s strategies, programmes, governance, risk management, controls, business systems and processes to provide evidence for decision-making, to identify good practices and to provide recommendations for improvement. The Charter governs the mandate, responsibilities, and activities of the IEAS.

IEAS is supported by two services; the Independent Evaluation Service (IES) and the Internal Audit Service (IAS). Independent evaluation at UN Women is defined as a systematic and impartial assessment that provides credible and reliable evidence-based information for understanding the extent to which an intervention has achieved or made progress, or lack thereof, towards intended and unintended results on gender equality and the empowerment of women. The revised Evaluation Policy governs evaluation in UN Women.

The purpose and role of evaluation in UN Women is to enhance accountability, inform decision-making and contribute to learning on the best ways to achieve women’s empowerment and gender equality through operational and normative work.

Under the direction and supervision of the Chief, Independent Evaluation Service, and working across multiple evaluation teams at any given time, the Evaluation Data Specialist is responsible for identifying, collecting, extracting, cleaning, and analyzing and reporting on secondary data required for evaluation (including corporate and IES-led regional and country portfolio evaluations). Data includes but is not limited to: external country data (e.g. national statistics, SDG performance), UN Women programmatic and project data (e.g. results achievement, planning data, implementing partner data and repots), UN Women operational and managerial data (e.g. detailed financial analysis, human resource analysis, donor management analysis).

As needed, the Evaluation Data Specialist will also support the Director, IEAS in supporting IEAS’s wider data strategy, analysis and knowledge management needs.

Provide technical inputs to evaluations (70%):

  • Identify evaluation data requirements that can be sourced from existing data sources and corporate systems to support individual assignments.
  • Build and administer evaluation surveys and other data collection modalities; develop standard questions, surveys, and associated libraries to support standardization across evaluations in different countries.
  • Interpret and analyze data using descriptive statistics such as frequencies, means, medians, and percentages.
  • Develop and monitor an IES data warehouse, conduct data entry, cleaning, validation, and extraction of data.
  • Based on secondary data requirements, extract and compile data drawing on UN Women corporate systems (e.g. Atlas, OneApp, Results-Management System, Oracle, etc.), existing surveys, and outside sources (e.g. UN Databases, National Statistical Databases, etc.).
  • Assess and validate data reliability as needed (e.g. through cross-checking or reconciliation) to support the assignment’s objectives and scope (data applicability, completeness, accuracy).
  • Analyze and interpret data trends and meaning based on the initial requirements identified together with evaluation team leaders, in order to support evaluation analysis and conclusions.
  • Participate in the report drafting process to ensure that secondary data in reports is accurate and clearly presented in a visually engaging manner.
  • Document findings on data quality and accuracy and communicate orally and/or in writing to identify areas for performance and potential for improvement. Recommend actions to address shortcomings identified.
  • On occasion, participate in the data collection and analysis needs for special assignments under the Director, IEAS such as for management reviews, advisory services, and/or support to obtaining sensitive data.

Provide technical contributions to IES and IEAS knowledge management and sharing (30%):

  • Provide technical contributions to developing a data analysis strategy for IES and IEAS.
  • Develop and implement training for IES and IEAS personnel on data collection and analysis as required.
  • Provide guidance and advice to IES and IEAS team members on data-related matters.
  • Contribute to the ongoing development of professional practices within the team including the data toolkit for recurrent IES and IEAS assignments, development of guidelines and standard operating procedures for the effective and efficient conduct of data analysis.

Qualifications et expériences requises

Education:

  • Post-graduate university degree in data science, social sciences, statistics, economics, evaluation or related discipline with strong data analysis focus.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 5 years of experience in quantitative and qualitative data collection, extraction, compilation, analysis, interpretation, and visualization for evaluation or independent assessment purposes within an international development, gender equality and human rights, or similar institution.
  • Experience in identifying primary and  secondary data needs and sources, extracting, cleaning, analyzing and presenting programmatic and operational data for independent evaluation purposes, particularly in innovative ways to engage non-technical audiences.
  • Proven experience working with business intelligence and data analysis tools and experience in supporting the data needs across multiple teams required.
  • Experience extracting information from corporate UN systems (e.g. Atlas, Oracle) is an advantage.

Languages:

  • Fluency in English is required.
  • Knowledge of additional UN official working languages is an advantage.
