Historique

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. UN Women in South Sudan works closely with the Ministry of Peacebuilding to promote women's effective participation in Peace-Building and social cohesion. UN Women works on analysis, research, and knowledge management that provides the evidence base for the advice and guidance to state governments and intergovernmental processes, the UN system, and to UN Women staff working at the country and regional level on issues of gender equality and women’s empowerment.

The Peace and Security portfolio within UN Women country office works to fulfill its coordination mandate in the area of peace and security, UN system efforts to promote improved implementation, and monitoring and reporting of global commitments on women and peace and security. This includes the implementation of Peace and security interventions as set out in the Beijing Platform for Action and in Security Council resolutions on Women, Peace and Security, on peacebuilding and sustaining peace, as well as accountability frameworks established by the UN system.

Under the supervision of the Deputy Country Representative and in close collaboration with the Under Secretary in the Ministry of Peacebuilding, where this position is based, the Gender and Peacebuilding consultant will provide policy and programmatic expertise to the Government of South Sudan and UN entities and country teams working on peacebuilding and policy support on gender and peacebuilding overall.


Devoirs et responsabilités

Develop policy and research at the normative and programmatic levels:

  • Conceptualize, develop and execute policy on gender mainstreaming in the area of gender-responsive peacebuilding;
  • Identify emerging trends and cutting-edge themes in peacebuilding that require policy and programmatic response from government and UN partners;
  • Develop background materials and briefs on gender-responsive peacebuilding and contribute to ongoing policy discussions around peacebuilding and sustaining peace;
  • Provide advisory services and technical assistance related to gender-responsive peacebuilding;
  • Provide technical leadership to government ministries and departments o ensure gender mainstreaming in conflict analysis, peacebuilding project design, implementation, and M&E to promote accountability within the office to gender equality commitments.
  • Support the development of tools and resources to improve standardization of good practices in peacebuilding;
  • Develop background materials and briefs on gender and peacebuilding issues and contribute to related positioning and messaging of the Ministry of Peacebuilding;
  • Develop and implement knowledge management strategies to capture and disseminate good practice in Peacebuilding;
  • Support the development of training and capacity building tools for the Ministry of Peacebuilding in gender and peacebuilding;
  • Oversee the implementation of the National Action Plan on Women, Peace and Security Policy.

Qualifications et expériences requises

Education:

  • A minimum of a master’s degree in mediation or dispute resolution and peacebuilding. Master’s degree in international law plus a recognized certification in mediation or peacebuilding could be accepted:
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;

Experience:

  • At least 10 years of work experience in mediation or dispute resolution and peacebuilding at national and international level;
  • A Master’s degree in Peacebuilding, conflict studies, economics, political science, human rights, law or other social science fields, of direct relevance to women, peace, and security;
  • Excellent training skills and experience to train young people;
  • Previous work experience with UN Agencies or international development agencies;
  • Experience in the fields of gender equality and women’s empowerment and human rights-related work would be an asset.

Language Requirements:

  • Proficiency in Arabic and English is a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Evaluation (70%, 70 points) split such as:

  • At least 7 years of relevant experience in mediation or dispute resolution and peacebuilding: 20 points;
  • Bachelor’s degree or master’s degree on peacebuilding.: 20 points;
  • Experience in the fields of UN peace processes, gender and women’s empowerment and human rights related work: 20 points;
  • Conceptualize, develop and execute policy on gender mainstreaming in the area of gender-responsive peacebuilding: 10 Points;

Financial Evaluation (30%, 30 points): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
