The UN Resident Coordinator leads the UN Country Team in China, including all the UN entities present in China, and represents the UN Secretary General to the Government of China. The purpose of the Resident Coordinator system (RC system) is to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level, helping the UN to be a more relevant and reliable partner for governments.

 

The UN Resident Coordinators Office (RCO) supports the roles and functions of the UN Resident Coordinator and UN Country Team. The RCO provides inter-agency coordination support to the UN Country Team (UNCT) and its various inter-agency working mechanisms, including theme groups. Key functions of the RCO include: strategic analysis, planning and positioning of the Country Team; preparation and monitoring of the United Nations Sustainable Development Cooperation Framework (UNSDCF); support to joint UN programming and operations management; policy guidance; joint advocacy and communications (e.g. the management of the UN China website and production of joint communications materials), in order to enhance UN coherence and improve overall program impact of the UN System in China.

 

The RCO is looking for a motivated experienced consultant to join the team on a full-time basis and contribute to policy-related work of the office.

 

 

Devoirs et responsabilités

The overall objective of the assignment is to strengthen the effectiveness and impact of UNRCO’s support to the 2030 Agenda in China through the provision of high-quality development policy analysis. Under the overall supervision of the Resident Representative/Head of Office of RCO China, and with guidance and coordination of the Economist, the Development Consultant will provide RCO China with high-quality analysis; policy advice to facilitate the integration of the 2030 Agenda and the SDGs into the UN China’s programmes and activities; quality assurance of intellectual knowledge products & publication; undertaking research; drafting of speeches, talking points, and briefing notes.  S/he will collaborate with colleagues and work as part of the larger SDG team consisting of the Economist, Monitoring and Evaluation Specialist, and the Researchers.

 

The consultant will provide analytical support, policy advice, and quality assurance to UN RCO China’s activities, as well as UN China’s programmes and policy engagements in areas including:

 

  1. Analysis of economic, social and political economy issues relevant to the successful implementation of the UN Sustainable Development Cooperation Framework (UNSDCF);
  2. Providing substantive support to the work of the office on South South Cooperation, including, but not limited to, the drafting of  White Papers and reports to inform Member States processes;
  3. Quality assurance of UN RCO China’s knowledge products, policy briefs, and publications;
  4. Contributing or leading the drafting of concept notes, policy briefs and publications;
  5. Contributing or leading the drafting of speeches, policy briefs, briefing notes and other relevant documents for senior management policy and advocacy;
  6. Assisting in the coordination of nascent initiatives led by UN RCO China, such as the US-China-Africa Thinktank and the SDG Partnership Platform.
  7. Assisting in the identification and analysis of issues that impact upon multiple SDG Goals and targets;
  8. Providing expert analysis and policy advice in specific sectors of relevance including poverty, inequality, gender, environment, climate change, risk-informed development, rural revitalization, demographics, etc.
  9. Supporting UNCT Results and Theme Working Groups
  10. Supporting the conceptualization and preparation of events on the SDGs in China, including for strengthening institutional capacities to implement the SDGs at national and international levels, and to strengthen the engagement of Embassies based in China, academia, civil society and the private sector in SDG achievement.

 

Other duties to be performed by the consultant during the 6 months may include:

 

  1. Provision of support to UN RCO China’s country office management, e.g. drafting of guidance on operational procedures
  2. Provision of technical policy advice to national government counterparts and external partners, especially in support of the 2030 Agenda and the introduction of sustainable policies
  3. Advocacy and partner engagement, including with Embassies based in China, to support UN RCO China’s institutional positioning and advance its mandate
  4. Contribution to UN RCO China’s work across developing countries, including collaboration with the African and Asia-Pacific regions and analysis of priority regional thematic areas.

The consultant will work under the primary supervision of Resident Representative and the Head of Office in RCO with technical oversight and quality assurance by the economist.  S/he will work in close collaboration with other staff of the RCO country office as well as with staff from UN agencies in China.

Qualifications et expériences requises

  • An advanced degree (Master’s or equivalent) in any social science subject, environment, law, or a related field.
  • A minimum of 10 years of experience in providing development-relevant analysis and policy advice in areas such as poverty reduction, gender and environmental issues.
  • Prior research experience required. Work experience in China or countries at similar levels of development would be an advantage.
  • Knowledge of the SDGs and their application at the national level.
  • Language skills: fluency in English, and proven ability to produce high-quality written outputs in English. Proficiency in Chinese is desirable.
