1.  Background

 

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, it was established to accelerate progress on meeting their needs worldwide[1].

 

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

The monitoring and reporting pillar is leading the oversight of the implementations of multi-year business plans and annual work plans of the regional office and country offices and provide support for them in strengthening monitoring and reporting. Also, as a part of management support, the pillar spearheads programmatic quality assurance.

The Donor and Monitoring Report consultant works with and provides support to the members of the Monitoring and Reporting Unit in programmatic quality assurance for the development and implementation of effective programmes consistent with UN Women rules and regulations.

2.  Duties and Responsibilities

The consultant reports to and works under the supervision of the Programme Specialist (P4), head of Monitoring and Reporting, and collaborates with other team members of the Unit.

Key responsibilities include:

        1) Provide quality assurance (QA) support to donor agreements and MOUs

  • Provide general guidance on types and templates of donor agreements, MOUs and amendments.
  • Help to review draft donor agreements, MOUs and amendments including budget in line with the Donor Agreement Guidance Note. Guide RO units and field offices to align drafts with standard templates.
  • Liaise with HQ for non-standard clearance when needed.
  • Review entered information of donor agreements and amendments in Donor Agreement Management System (DAMS) for accuracy and consistency before Approver 1’s approval. Guide submitting units/office for corrections/finalizations.
  • Liaise with HQ to seek guidance/solutions for exceptional cases when needed.
  • Assist in organizing information sessions.
  • Prepare talking points, PPT slides and other materials as requested.

 

        2) Support for donor reporting

  • Prepare forecast of upcoming donor reports by extracting data from DAMS and prepare monthly reminders for CO/PPs and RO units.
  • Collect draft donor reports from project teams and check completeness and consistencies with donor agreements and project documents. Provide guidance to project teams where needed, and make donor report packages ready for editing. 
  • Review uploaded donor reports in DAMS for accuracy and consistency for Approver 1’s approval. Guide submitting units/office for corrections/finalizations.

       3) Support for monitoring and annual reporting

  • Support in compiling a monitoring plan for the RO’s Strategic Note/Annual Work Plan. Support in reviewing input from RO units for it and providing technical assistance where needed.
  • Provide technical support/feedback for RO units and CO/POs in planning monitoring for SN/AWPs and new project documents when requested.
  • Support in reviewing selected quarterly monitoring reports and make technical feedback for Country Office (CO)/POs.
  • Support annual reporting exercise of the RO and QA for CO/POs’ reports including data collection for the indicators that M&R team is responsible for annual reporting. Act as the RMS technical focal point and provide navigation for colleagues. Liaise with HQ units if needed to solve problems and glitches.
  • Support capacity building/information sessions/refreshers when requested.

 

3.  Deliverables

  • Monthly report covering above tasks articulating what and how they were delivered (submit by 5th day of the following month).
  • Updated logs of donor agreements/MOUs/amendments, donor reports, and DAMS reviews (submit by 5th day of the following month).
  • Technical feedback on monitoring reports and monitoring plans (submit by 5th day of the following month).
  • Draft monthly reminders for donor reports (submit by the 8th day of the following month)
  • Data and analysis for the OEE indicators that the unit is responsible for in the annual report (submit tentatively by 28 December 2021, 8 January 2022, 12 January 2022[1]).

 

Tentative timeline for the payment is by 15 November 2021, 15 December 2021, 15 January 2022, 15 February 2022 and 15 March 2022.

Qualifications et expériences requises

5. Required Skills and Experience

  1. Master’s degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field, is required.
  2. A first-level university degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  3. At least 2 years of work experience in a relevant area supporting project management, ideally monitoring and reporting including donor reporting or contracting.
  4. Experience working with the United Nations or a similar international organization context is an asset.
  5. Experience in the Asia and the Pacific region is an asset.
  6. Language proficiency in English is required.

 

6.  Contract period and work location

      7 October 2021-28 February 2022. It is a home-based consultant.

 

7.  Evaluation

 

Applications will be evaluated based on the cumulative analysis:

  1. Technical qualification (100 points); weight: (80%)
  2. Financial proposal (100 points): weight (20%)

 

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

 

Technical qualification evaluation criteria:
