UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women and girls face greater vulnerability and exposure to disasters and they are critical agents of change for prevention, preparedness, recovery and resilience, yet women remain largely ignored and their capacities unleveraged in conventional resilience building processes. As a result, women are generally absent in the development of resilience strategies and decision-making processes for prevention, preparedness and recovery and most laws, policies, strategies and plans for disaster risk reduction remain gender-blind, contributing thereby to increasing the gender inequality gap in disasters. This is compounded by significant gaps at the global, regional and country level in relation to the availability and use of sex, age and disability disaggregated data (SADDD), knowledge sharing on women’s resilience; an enabling environment for building women’s resilience (including capacities, leadership and funding); translation of commitments into action; coordination and private sector partnership; and a need for transformative change to tackle the underlying drivers of disproportionate risk. To address these issues, UN Women implements the Women’s Resilience to Disasters (WRD) Programme at the global, regional and national levels.

UN Women’s WRD programme proposes a comprehensive package for building women’s resilience to disasters, climate change and threats (including COVID-19). The aim of the WRD Programme is to render women’s and girls’ lives and livelihoods disaster-resilient, contributing to sustainable and secure communities, by promoting gender responsive prevention, preparedness and recovery systems, plans and tools; and by enabling targeted action to help women and girls withstand hazards and threats, recover fully from disasters and increase their resilience to future risks.

The WRD programme unites results from UN Women’s current DRR work in 42 countries under a comprehensive theory of action and ensures strategic linkage between community, national, regional and global Gender & DRR processes and actors. The programme has a priority focus on the Pacific with sister programmes in the Caribbean and West Africa. The WRD approach provides the basis for UN Women’s DRR work in the Strategic Plan 2022-2025. It is intended to be replicated and upscaled in countries across the world with high disaster and climate gender inequality of risk and strong gender gaps in disaster risk reduction.

Reporting to the Chief, Peace, Security, Humanitarian and Disaster Risk Reduction Section, PPID, the Programme Manager (WRD) will oversee the strategic implementation, management, development, partnerships, advocacy, capacity building and resource mobilization of the Women’s Resilience to Disasters programme and provide strategic direction and guidance to UN Women’s disaster risk reduction portfolio, mainstreaming the WRD approach to enable strategic coherence and results at scale.

Oversee the implementation and management of the Women’s Resilience to Disasters programme

  • Lead the technical implementation and conceptualization of the WRD programme; ensure synergies with all offices and teams working on the WRD programme and ensure timely, result-focused and cost-effective implementation;
  • Lead process to strategically merge the WRD approach with UN Women’s disaster risk reduction work at HQ an field offices working on disaster risk reduction to enable strategic coherence and results at scale;
  • Act as Secretary to the WRD Board;
  • Provide advisory support to UN Women field offices on WRD replication, upscaling and implementation;
  • Monitor WRD Board, programme review and/or evaluation meetings and ensure the implementation of agreed recommendations;
  • Coordinate the development of regional programme documents on WRD in close cooperation and support the development of country specific WRD programme documents in close cooperation with regional and country offices;
  • Oversee the contextualization/ localization of programme documents, country strategies, and knowledge products;
  • Oversee risk management and proper monitoring, evaluation and reporting on the WRD programme;
  • Provide back up function to WRD field offices struck by disaster upon request.

 

 Lead the provision of capacity building support to WRD teams and partners

  • Lead WRD programme teams in contributing to, developing and strengthening policies, plans, tools and modalities to support the implementation of global norms and standards for gender-responsive disaster risk reduction and resilience;
  • Manage the identification of knowledge and implementation gaps and possible solutions;
  • Develop, implement and monitor capacity building initiatives;
  • Lead the provision of technical policy advice to DRR practitioners to close gender gaps in disaster risk and increase gender equality and women leadership in disaster risk reduction and resilience.

 

Represent UN Women to ensure global focus on WRD priorities and establish and strengthen strategic partnerships with stakeholders, international actors and development partners on gender-responsive disaste risk reduction and resilience

  • Represent UN Women in interagency processes and other conferences and meetings to increase focus on gender equality and women leadership in disaster risk reduction and climate change;
  • Build partnerships and lead advocacy to reflect the needs, voice and agency from SIDS Pacific women in global normative and coordination processes in disaster risk reduction and climate change;
  • Support the advancement of gender equality and women leadership in the Global Platform on Disaster Risk
  • Reduction and the UN Plan of Action, including through strategic partnerships;
  • Build, support and strengthen strategic partnerships including building a network of DRR practitioners supporting gender equality and women’s leadership in disaster risk reduction and resilience;
  • Build and strengthen close liaisons with relevant donors and other actors supporting efforts towards gender equality and women’s leadership in disaster risk reduction and resilience.

 

Develop and manage the resource mobilization strategy for the Women’s Resilience to Disasters programme

  • Oversee the development, implementation, monitoring and periodic updating of the WRD resource mobilization strategy;
  • Provide technical support to field-based presences in mobilizing resources for the WRD programme;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation;
  • Maintain strategic partnerships with donors and ensure high quality and timely donor reporting.
  • Lead WRD advocacy as well as knowledge development, building and sharing on gender equality and women leadership in disaster risk reduction and resilience, with a particular focus on supporting women’s voice and agency from the Pacific SIDS in global processes
  • Represent UN Women in meetings and policy dialogues on issues related to the WRD programme, including gender quality and women leadership in disaster risk reduction;

 

Manage and coordinate WRD advocacy strategies and their implementation;

  • Lead the development of knowledge management strategies, methodologies and products on the WRD programme, including technical oversight and quality assurance of the WRD knowledge hub;
  • Ensure technical skills and knowledge are shared within and among UN Women field offices working on disaster risk reduction;
  • Lead the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence on gender equality and women leadership in disaster risk reduction and resilience;
  • Identify promising practices, technical expertise, and strategic opportunities.

 

Manage the Global WRD Team

  • Manage human resources assigned, including; providing support to personnel in the achievement of their career goals, ensuring appropriate learning, training and development, and actively participating in timely planning and assessing staff performance;
  • Manage the financial resources allocated to the Team/Programme;
  • Plan deployment of the internal evaluation human and financial resources including as necessary recruitment and procurement of additional resources;
  • Oversee security requirements for the team.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in sustainable development, international relations or other social science fields is required. · A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years progressively responsible experience in technical support and advocacy for gender-responsive disaster risk reduction and climate change, ideally with some experience in developing countries;
  • At least 10 years of progressively responsible experience in programme design, planning, implementation, monitoring and evaluation of development projects and programmes, with minimum of five years at international level;
  • Experience implementing complex multi-country portfolios, ideally in in disaster risk reduction or climate change.
  • Experience in interagency coordination;
  • Experience in leading/managing a team;
  • Successful track record of resource mobilization for global programmes in disaster risk reduction or climate change;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience developing knowledge products on gender-responsive disaster risk reduction.
  • Experience working with multiple regions, including the Pacific, Africa, Latin America, Eastern Europe and Asia is an asset.
  • Experience working with the UN system is an asset.

Language requirements:

  • Fluency in English and French is required.
  • Knowledge of an additional UN language, particularly Spanish, is an asset.
