UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals:  Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

In line with the Palestinian Government’s commitment to achieve gender equality and to combat Violence Against Women (VAW), and in full partnership with the Justice and Security Sectors, including the Public Prosecution (PP), the Palestinian Civil Police (PCP), the High Judicial Council (HJC) and the Supreme Judge Department (SJD), UN Women, through its joint programme with UNDP and UNICEF- “Promoting the Rule of Law in Palestine- SAWASYA II” is supporting the Justice and Security institutes to mainstream gender into their procedures and policies, and develop and provide gender responsive services to women victims and survivors of violence, through providing institutional capacity building and policy level interventions, amongst others.

In February 2017, the PCP with the support of UN Women SAWASYA I programme has launched its first Gender Strategy for the years 2017-2023. The strategy is built on five strategic goals, including: mainstreaming gender in the PCP; building police capacities in the field of gender, including leadership of female police officers; empowering the PCP from a gender perspective; integrating gender issues into the PCP policies and work mechanisms; and strengthening partnerships with institutions supporting gender issues. Since then, UN Women within SAWASYA programme has been supporting the implementation of the strategy in a coordinated manner with other national and international stakeholders in the security sector. In 2020, with the support of SAWASYA programme, the police have conducted a mid- term review of the PCP gender strategy, with the aim of documenting and tracking progress in the implementation of the strategy, and identifying challenges. Based on the findings, a three-years’ work plan  was developed. The plan focuses on different angles, including amongst others, the investment in the capacities of female police officers, to enable them taking leading roles within their institute.     

Against this backdrop, UN Women within Sawasya programme and in line with the PCP gender strategy’s workplan and priorities, plans to contract an expert in the field of leadership to enhance the leadership capacity of female police officers. This is a cross cutting intervention in police;s work plan and priorities, that  serves and contributes to the other objectives.

 

Objective of the assignment:

The assignment aims to target 20 female officers from the PCP with a transformative leadership training programme (6 days), to enhance their leadership skills and empower them to lead on gender issues within their institute and continue promoting women’s access to justice. Therefore, UN Women is seeking to contract an individual expert with background and specialization in transformative leadership, to design and deliver a capacity building programme.

More precisely, this assignment evolves around two folds, including:  

  • To strengthen female police officers’ leadership and self-awareness capacities and skills.  
  • To encourage and enable targeted female officers to be role model in their perspective institutions,  and to play a leading role in advancing gender equality agendas and  and promoting women’s access to justice.

The leadership capacity building programme should cover the following topics:

  • Transformational leadership related concepts and skills.
  • Raising self-awareness and self-confidence.
  • Gender champions as role models within their institutions.
  • Challenges facing women’s leadership; and tools and approaches to address and respond to these challenges.
  • Transformative action on gender responsiveness in policies, behaviors, attitudes and practices.
  • Overview of women’s working experience in the justice and security sectors, including lessons learned from international and regional experiences.

Under the overall guidance of the UN Women Special Representative in the State of Palestine, the direct supervision of UN Women Sawasya Programme Specialist, and working in close cooperation and coordination with Sawasya UN Women technical team and stakeholders’ focal point, the selected consultant will undertake the following:

The Consultant will undertake the following tasks, duties, and responsibilities:

1. Inception phase:

Develop an inception report that includes a detailed description of the work plan, and methodology, and share it with UN Women for review and approval, following the below tasks:

  • Meet with UN Women’s technical team and stakeholders, to discuss the assignment’s objectives, methods and tools that will be used, and the main deliverables.
  • Develop a methodology and a detailed work plan and share with UN Women for feedback. The workplan should include the main objectives of the assignment, deliverables, time frame and initial outline of the capacity building programme.  

2. Implementation phase:

Developing and delivering of capacity building programme:

  • To meet with UN Women’s technical team and partners to assess and identify the knowledge and skills gaps and priorities as pertaining to women’s leadership role.
  • Based on the findings of the capacity assessment, to develop a capacity building programme covering the identified topics. The capacity building programme should include different training tools, such as, case studies, PowerPoint Presentations, amongst other tools and materials.
  • To share the capacity building programme with UN Women for inputs and approval.
  • To deliver the capacity building programme (6 days) over two months. The capacity building programme should ensure the availability of interactive discussion and participation tools and methods. It should also include a pre and post capacity assessment.
  • To submit a report that should include a description of the capacity building programme, achievements, analysis of findings of pre and post capacity assessment and other aspects as relevant. Annexes should include the capacity building programme, agenda, pre and post assessment, list of participants, utilized methodology and others.

3. Final report:

To submit a final narrative report that includes a description of the assignment, the outcomes, used methodology, main findings, lessons learned and recommendations for future interventions.

 

Deliverables:

  • Deliverable 1: An approved inception report that includes the work plan, the methodological framework, and the timeline for the deliverables, in English. (Expected delivery date:  two weeks after the signing of the contract)
  • Deliverable 2: A capacity building programme report, following a successful delivery of the programme, (Expected delivery date: two months after the signing of the contract.)
  • Deliverable 3: A final approved report in English that includes a description of the assignment, methodology used, target groups, lessons learned, and recommendations for future related programming. (Expected delivery date: 10 weeks after the signing of the contract)

  • 3 years working experience in the field of women’s empowerment, and gender equality.
  • At least one previous experience in delivering transformative leadership training to justice or security sector professionals.
  • Previous experience with UN or international organizations is an asset.

Language Requirements:

  • Professional knowledge of English, and fluency in Arabic

Evaluation Criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A BA degree in gender studies, sociology, governance, development, law, or any other related field.  Master’s degree is considered an asset.  (Max. 10 points)
  • 5 years of professional experience in designing and delivering transformative leadership trainings for women.  (Max. 20 points)
  • 3 years working experience in the field of women’s empowerment, and gender equality.(Max 15 points)
  • At least one previous experience in delivering transformative leadership training to justice or security sector professionals. (Max. 10 points)
  • Previous experience with UN or international organizations is an asset. (Max. 5 points)
  • A sample of previously developed and delivered transformative leadership training. (Max. 10 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
