Objectives of the assignment


Somalia faces significant challenges in achieving the Millennium Development Goals (MDGs). Persistent insecurity, natural disasters and widespread poverty are some of the challenges that deter progress towards attaining the MDGs. One of the challenges faced is the dismally low awareness of MDGs among audiences at all levels -- an issue that deters their attainment. In order for Somalis to understand the significance of MDGs, realize their basic human rights and identify who is accountable for assisting them in achieving them, MDG awareness and advocacy need to be enhanced.

To address this issue, and bearing in mind the low literacy levels in Somalia, UNDP Somalia, through the Human Development and Economics Unit, is seeking a consultant to produce cartoon designs for an MDG comic as well as two cartoon characters (male and female).

The objective of this comic would be to educate local Somalis throughout the country (the civil society in rural and urban areas, and nomads); private sector; educational institutions, and local administrations) on what exactly the MDGs are. The booklet will serve as a tool to encourage audiences to assume their responsibility towards attaining each goal, while informing them of who is accountable to assist in achieving each goal. This increased awareness will finally guide policies that prioritise the achievement of each goal, and contribute to change in attitude and behavior.

The final comic design will conform to the template designed by the UNDP Communications Team.

The comics will be disseminated widely within Somalia, through UN agencies’ networks (UNICEF, WHO etc), educational institutions, the media and via focus group discussions and workshops. The two cartoon/fictitious images would be used in advocacy for Somalis to relate to the MDGs easily.

Devoirs et responsabilités

The consultant will be responsible for the following:

  1. Design of two cartoon characters (one male and one female).
  2. Design and prepare an MDG comic booklet (in Somali) of high quality that illustrates what MDGs are, how each one may be attained, and who is responsible for attaining them.
  3. Incorporate comments from UNDP pre-testing groups on the ground.
  4. Assist in dissemination of comic booklet to various Somali audiences at least for a continuous period of three months.

Monitoring and Progress controls


The incumbent will work under the guidance of the Senior Economist and Communications Office, and direct supervision of the HDEU Data Coordination and Dissemination Officer.

The consultant will be required to submit drafts of comic booklet and cartoon characters each week, which will be reviewed to ensure they meet the requirements and deliver the right messages to target audiences.

Final product/deliverable


Payment is subject to the submission of the following outputs:

1. Two cartoon characters (one male and one female).

  • Images to be of high res/quality, full colour and provided in jpeg format.

2. Cartoon to be included in a UNDP Somalia comic depicting correct, neutral and culturally sensitive messages on MDGs that illustrates what MDGs are, how each one may be attained, and who is responsible for attaining them.
Booklets must have the following characteristics:

  • Must cover each of the eight Millennium Development Goals;
  • Text must be in Somali;
  • Maximum no of pages: 12;
  • High quality and full colour illustrations;
  • Humorous where possible.

Review/approval time

The products from the consultant will be reviewed on a weekly basis to ensure they meet the requirements of the assessment.

Compétences

The successful candidate should:

  • Have more than 7 years’ experience in design, illustrations and desktop publishing (Submit a sample as a proof of concept).
  • Possess at least 5 years’ experience of working in the context of Somalia, with proof of dissemination of products.
  • Possess a professional qualification in art, design, or desktop publishing.
  • Possess excellent artistic skills.
  • Be able to illustrate ideas well.
  • Be able to meet deadlines.
