UNCDF is the UN's capital investment agency for the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers ‘last mile’ finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

The UNCDF strategy of ‘Leaving no one behind in the digital era’ is based on over a decade of experience in digital finance in Africa, Asia and the Pacific. The goal of UNCDF is to empower millions of people by 2024 to use services daily that leverage innovation and technology and contribute to the SDGs. To achieve this vision UNCDF uses a market development approach and continuously seeks to address underlying market dysfunctions that exclude people living in the last mile.

The team working under the Inclusive Digital Economies (IDE) practice area at UNCDF is composed of technical experts in digital finance and services as well as communication and knowledge managers. The latter support the technical experts in building a community of practice in the inclusive digital economy space. The communication and knowledge managers support the technical team in documenting, packaging and disseminating learnings generated by projects carried out with partners from the public and private sector (government representatives, MNOs, Fintechs, Banks etc).

One example of the IDE programmes is the one recently initiated in partnership with European Union and the Organization of Africa, Caribbean and Pacific States (OACPS). This initiative of €14.5 million aims at unlocking the potential of digital finance to benefit more than 600,000 women, youth and entrepreneurs across African, Caribbean and Pacific countries. As part of that programme UNCDF is supporting key policy reforms for digital transformation and the creation inclusive financial services tailored to the needs of women and youth in the three regions.

UNCDF’s Inclusive Digital Economies & Gender Equality

Women and girls today face difficult challenges in almost every country in the world. Women earn less money than men. Globally, the gender pay gap is estimated at about 20 per cent. Specifically, in poorer regions around the world, women, including smallholder farmers and informal workers, are at a higher risk of economic exclusion with structural barriers in accessing economic resources. Women control less money than men (even when they earn). According to the report “Women and Money,” co-published by IDEO.org and the Bill and Melinda Gates Foundation, “Money is the domain of men. Society does not view it as her role to earn money or her right to make financial decisions.” This is the reality on the ground for most women in the countries UNCDF works in. Lack of appropriate skills often pushes many women to opt for economic opportunities in sectors that often pay poorly with no job security and social protection. Similarly, women owned SMEs have often limited capacity and expertise to scale up business and to gain better access to markets, inputs and machinery. Lastly, the digital and energy divide remains a gendered one. Most of the 3.9 billion people who are offline and without energy access are in rural areas, are poorer and less educated, and tend to be women and girls.

The UNCDF Women as Builders of the Digital Economy approach works within the UNCDF IDE Strategic framework and focuses on creating strategic partnerships at a global, regional and country level and complementing them with market facilitation and deep technical assistance to affect change on the ground. It leverages our on-the-ground presence and relationships with ministries of finance, central banks, telecommunications regulators, other relevant policy makers, as well as private sector (including banks, telecommunications companies, FinTechs and micro-finance institutions) and civil society to remove the barriers to women's economic empowerment. We will do this by implementing a tailored strategy on a country-by-country basis integrated into existing work that will both remove barriers and accelerate digital and financial autonomy.

IDE & the Generation Equality Forum

On July 1, 2020, UN Women unveiled the names of the UN agencies that will lead the Action Coalitions of the Generation Equality Forum, the campaign intended to drive concrete actions over the period of five years to drive systemic change in order to reduce gender inequality. Six thematic Action Coalitions—which will feature a combination of UN agencies, international organizations, NGOs, and member states--have been created to accelerate progress for women and girls by addressing critical constraints.

UNCDF was named the UN leader of the Action Coalition on Economic Justice and Rights

The vision of the Generation Equality Action Coalitions is to deliver concrete and transformative change for women and girls around the world; leveraging the efforts of six Action Coalitions focusing on different themes including Economic Justice and Rights. Building upon existing experiences, the Action Coalitions aim to accelerate progress for women and girls by addressing critical constraints. Concrete actions over the period of five years will be collectively led by public, private, and civil society leaders to drive systemic change to reduce gender inequality.

Institutional Arrangement

The Communication and Knowledge Management Analyst will perform their duties under the supervision of the Director of the Inclusive Digital Economies Practice (and/or his proxy), with close collaboration with the Digital Economies and Gender Equality Consultant and working in partnership with the other IDE colleagues at country and HQ level.

Scope of Work

The Communication and Knowledge Management Analyst, supports the knowledge management and communication activities carried out by the Inclusive Digital Economies & Gender practice. S/he will be responsible for the production of the knowledge products and the visibility of these products :

  • Create and help execute a Knowledge Management and Communications strategy with a focus on resource mobilization for the IDE & Gender team
  • Plan, manage, execute one event/workshop a quarter, total of 4 in one year period
  • Produce social media packages including social media posts ad hoc for the social media accounts to disseminate publications, events and news
  • Edit and proofread articles and reports with a maximum of 3 articles per week and 3 reports over a month;
  • Liaise with the translators and designers for the translation, editing and/or graphic design of publications, videos, and other knowledge products i.e. consolidate and provide feedback on communciation assets produced for the practice, be it videos/animations, social media cards, infographics and liaise with the service providers producing the designs or the videos;
  • Publish after proofreading news, videos and publications to the UNCDF website and contribute to the updating and refreshing of the content describing the work of the practice area;
  • Prepare the monthly newsletter based on the recent news of the practice and news crowdsourced from partners and like minded organizations;
  • Maintain the dashboards compiling the relevant gender publications, news, press clippings, videos and events and maintain the analytics dashboard for publications.
  • Support the development of two funding partnerships through development of knowledge products
  • Support the ongoing implementation of the internal Women Builders of Digital Economies Community of Practice
  • Manage and execute the required internal communications and feedback processes on the IDE & Gender work (e.g., feedback on Generation Equality Forum, partnership opportunities, etc)

Qualifications et expériences requises

Min. Academic Education

  • Masters Degree in Communications, Journalism, International Relations, English or related field or Bachelors with + 3 additional years of experience.

Min. years of relevant Work experience

  • Minimum one year of relevant professional work experience in communication in development projects with Master’s degree  OR Three years of relevant professional work experience in communication in development projects with Bachelor degree

Required Language(s) (at working level)
