Madhya Pradesh State Skill Development and Employment Generation Board (MPSSDEGB) is the nodal agency for implementing skill development initiatives in the State of Madhya Pradesh. In order to ensure that the State is able to translate the large availability of working age population into a demographic advantage, the State has launched multiple schemes including Mukhyamantri Kaushal Samvardhan Yojana (MMKSY)  – which aims at raising the skilling quotient of the youth in the State by providing access to short term demand driven training courses in employable trades and Mukhya Mantri Kaushalya Yojna (MMKY) - exclusively for women of the State for skill development and enhancing their employment quotient with an aim of increasing financial independence of women. Both the schemes aim to provide skills which are sufficient to allow an individual to be gainfully employed or self-employed. Currently MPSSDEGB wants to access the aspirations of youth and requirement of priority sector industries in terms of jobs and skills.

To understand the scenario a survey was launched to understand the sector-wise skill requirements, to identify the potential gaps of demand and supply of skills which will help in guiding the implementation activities for skill development of local communities comprising both the informal and the formal sector across all 52 districts of Madhya Pradesh, and to understand the impact of COVID-19 on the demand for skills. Data had been collected using quantitative and qualitative survey. Two quantitative surveys namely, youth aspiration survey (sample size is 20280) and enterprise survey (sample size is 400. In each priority sector there are 50 enterprises which will be further distributed across large, medium, small and micro enterprises. There are 3 qualitative surveys have been conducted namely, 25 key informants’ interviews from government and private training partners, 30 

in depth interviews from government representatives and industry associations and 30 FGDs from parents and employees of priority sector.  Soon the LoU will be sign between MPSSDEGB and UNDP to

jointly work and prepare a detailed report on “Skill Gap Study and Aspiration Survey” conducted by the MPSSDGEB as a part of SANKALP.

Skill Acquisition and Knowledge Awareness for Livelihood Promotion (“SANKALP”) is a programme of the Ministry of Skill Development with loan assistance from the World Bank. It aims to improve short term skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and inclusion of marginalised sections of the society. SANKALP was launched on 19th January 2018 and has a tenure till March 2023.

UNDP is expected to Prepare a detailed study report that logically presents the skill gap and aspiration survey (conducted by MPSSDGEB) findings to all stakeholders.

The consultant will analyse the existing skill gap survey data to prepare state, district and sector-wise graphical analytical reports that:

  • Map available skills and jobs in MP, by sectors and districts
  • Identify job roles that are high in demand, by sectors and districts.
  • Identify job roles that have become redundant, by sectors and districts.
  • Identify key industries (from within the priority sectors).
  • Assess the perception of key industries about the quality of youth from vocational training centres.
  • Assess the challenges faced by the Vocational Training providers.

Based on the existing data, the report will also include:

  • An assessment of the existing schemes, programs, institutional arrangements, policies and strategies for skilling and employment in Madhya Pradesh.
  • Identify the gaps and challenges faced by youth and employers in the ecosystem considering parameters including (but not limited to) - Geography, Gender, Wage employment/Self-employment, Sector, Age, Migration.
  • Identification of existing initiatives and innovative solutions in the skilling and employment ecosystem which have potential to replicate/scale-up.
  • The report will identify specific, actionable recommendations for all actors in the ecosystem, including but not limited to:
    • MP State government and its relevant departments
    • District administration and their relevant departments
    • Development agencies and civil society organisations
    • Industry actors (including private firms and vocational training centres)

The recommendations with enable the improvement and strengthening of the skills-employment ecosystem. The report will also formulate an action plan with timelines that can be presented to the state for the implementation of the skilling program

  • The consultant will review all relevant sources of information, such as existing literature, government schemes and documents and relevant regulatory frameworks around the theme of skill and employment in Madhya Pradesh.
  • The consultant will review and establish the adequacy of the policy, legal and regulatory framework that deals with skill-employment ecosystem governance and operations.
  • The consultant will map the status of the skill-employment ecosystem to identify the challenges faced by young people in terms of skill gap, training, and employment linkages. At the state level, the study should also aim to understand the employment marketplace/institutional arrangements in terms of the existing sectors and industries in the region, preferred job roles and broader trends of employment.
  • The consultant will carry out data cleaning, analyse data, and reporting findings from the existing survey data and contextualizing these within the region. This will include preparing briefings regarding findings, visualizations, reports, and policy briefs for dissemination among various stakeholders. These will need to be agreed in consultation with the UNDP Policy Unit.
  • The consultant is expected to carry out quantitative and qualitative data analysis, mapping the qualitative and quantitative data, document the findings and prepare the report as outlined above.
  • Based on the feedback of team and relevant stakeholders, the consultant is expected to submit final revisions, prepare, and submit final reports, policy briefs, presentations, and other materials for dissemination.
  • The consultant will work independently but in close coordination with other team members, including but not limited to the UNDP team and government counterparts.

Compétences

Job Knowledge/Technical Expertise

  • Experience in producing research and preparing policy briefs.
  • Experience of using qualitative tools and techniques.
  • Experience with packages such as Stata, R/Python, Nvivo.
  • Experience in drafting focused reports for different stakeholders.
  • Prior experience with Government, UN agencies and other international organizations is desirable.
  • Knowledge and experience related to National/State planning with regards to employment generation and livelihoods.
  • Excellent Analytical & Problem-solving skills.

Communication skills

Qualifications et expériences requises

Educational Qualifications:

A minimum of master’s degree in Social Science, Economics, Political Science, or related fields. A Ph.D. degree in the same fields is desirable.

Experience:  

  • At least 7 years of prior experience in undertaking research and analysis in related fields/areas along with producing high quality reports
  • At least 3 years of experience in cleaning, analyzing, and reporting finding from large datasets.
  • Prior experience of using quantitative and qualitative research tools (highly preferable)
  • Previous experience of working in skill and employment domain shall be preferred.
  • Previous experience of working with the international development agencies / CSR Projects / State Governments skill/employment projects shall be preferred
  • Excellent communications and documentation (MS Word, Excel) skills in English

Language Requirements:  

Excellent verbal and written Hindi and English skills and demonstrated ability to communicate effectively in a multi-cultural environment.

  • Submission of the final analysis report with validated recommendations, knowledge products (PPTs, Policy Briefs) along with all concerned data files in an editable format.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their Consultancy fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

  2. Travel, lodging and boarding as per UNDP rules subject to prior approval
