Organizational context:

Malaysia continues to be at risk of violent extremism, particularly due to its porous borders within the Southeast Asian region where attacks as well as radicalisation activities are still being conducted by violent extremist organisations operating in the region. There are also growing concerns in Malaysia about the rise in non-violent extremism, often rooted in political, racial and/or religious extremism, which poses an additional potential danger of self-radicalisation. Whilst exposure and subscription does not automatically lead to violence, it must be acknowledged that non-violent extremism can exacerbate polarisation that could eventually result in acts of violence.

To that end, the role of the youth remains vital, particularly with regard to involving them as partners – and not mere beneficiaries – in developing and implementing Preventing Violent Extremism (PVE) strategies and activities. In this regard, there remains a need for more in-depth research on youth radicalisation and violent extremism to be conducted as well as the roles in which they see themselves playing in peacebuilding.

Whilst there is existing literature on youth radicalisation in Malaysia, the following gaps have been identified:

• Understanding the underlying drivers of youth radicalisation (including gender perspectives on radicalisation) that could propel youth towards violent extremism.
• Youth resilience to both non-violent messaging as well as violent extremist messaging.
• Identification of credible messengers specifically for the youth, and knowledge/reception of existing counter-/alternative narratives.
• The roles that the youth can play in peacebuilding and PCVE initiatives, with a focus on combating hate speech and enhancing community resilience.

Given that the youth remain susceptible to violent extremism, continuous research is essential for the purpose of ensuring that subsequent PVE strategies are evidence-based, appropriately targeted as well as sustainable with the goal of ensuring long-term impact. With that context, UNDP Malaysia is seeking a consultant to conduct a survey on youth perceptions on preventing violent extremism (PVE) initiatives in Malaysia. This project is in relation to the Monitoring and Evaluation framework for Malaysia, under the EU-UNDP regional project entitled “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity”.

Scope of Work:

The consultant will work with a contracted research entity to develop a methodology and carry out the conduct of an online survey to measure youth resilience to violent extremism. Under the direct supervision of the Project Manager, Prevention of Violent Extremism, the consultant will deliver the following tasks:

• Develop a draft consultative methodology and questionnaire: The methodology should include steps to include gender sensitivity and to manage identified risks. Consultations should include focus group discussions and/or one-on-one interviews with relevant youth civil society organisations and must be conducted to ensure that the draft methodology and subsequent survey questionnaire includes issues of interest to them. Review of literature on youth-focused surveys, including existing references on youth radicalisation as well as Preventing and Countering Violent Extremism (PCVE) initiatives in Malaysia to develop and appropriate questionnaire based on key literature gaps, as mentioned above.
• Conduct pre-testing/piloting of survey in consultation with, and engagement of, relevant youth civil society.
• Administer the survey process: review and analyse data (in consultation with relevant youth civil society organisations) to produce a draft outcome report based on the conducted survey (sample size must be 3,000 respondents). During this phase, the consultant must ensure that the draft outcome report incorporates analysis from relevant youth and women civil society organisations, and that recommendations are based on their input.
• Finalise report: to present findings to relevant stakeholders.  The draft report will be validated with relevant engaged youth and women’s organisations, and their input sought on developing key messages based on the data.

Working Arrangements:

The consultant will report to the PVE Project Manager at the UNDP Malaysia Country Office and will work in close consultation with the PVE Team at the UNDP Bangkok Regional Hub.

Duration of the Work and Duty Station

The assignment will need to be completed in 60 working days over three months, beginning 1 November 2021 to 1 February 2022. This is a home-based assignment, and the consultant is expected to be based in Malaysia.                                                          

Expected Deliverables and Payment Breakdown:

Intellectual Property

All information and production of the knowledge product to the assignments, as well as, outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

Price proposal and Schedule of payments

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. The financial proposal should include a breakdown of this lump sum amount (including all related costs such as travel costs, per diem etc.)

Payments are subject to submission of deliverables duly approved by UNDP Malaysia’s Project Manager, Prevention of Violent Extremism which shall serve as the basis for the payment of services.

Any unexpected travel beyond Klang Valley, Kuala Lumpur and Putrajaya will be paid by UNDP Malaysia per UNDP travel rules and regulation. The consultant will need to discuss and obtain approval from the supervisor at least a week before the travel.

Qualifications et expériences requises

The consultant should ideally have the following expertise and experience:

Education Requirements:

Master’s degree or bachelor’s degree or equivalent in social sciences, political sciences, peace and conflict, international development, international relations, psychology, anthropology, economics, statistics, or related field.

Professional Experience:

• Minimum three (3) years of experience with a Master’s degree or five (5) years of experience with a Bachelor’s degree in research and programming on Preventing and Countering Violent Extremism (PCVE), particularly in Malaysia;
• Proven experience in programme monitoring and evaluation and peace building, conflict resolution, and human rights-based approaches to development;
• Proven knowledge of data analysis and its reporting;
• Experience in coordinating with youth and women-led civil society organizations; and
• Previous experience working with UNDP or other international organizations/ institutions will be considered an advantage.

Language Requirements:

• Proficient in English and Bahasa Malaysia (spoken and written).

Evaluation Method and Criteria

Only candidates which are responsive and compliant will be evaluated. Individual Consultants will be evaluated based on the following methodology:

Combined Scoring method

The award of the contract shall be made to the candidate whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%).

1. The technical criteria consist of a review of the candidate’s qualifications (education, experience, language) will be based on a maximum of 100 points;
   • Criteria 1: Education – Max .15 points
   • Criteria 2: Working experience – Max. 40 points
   • Criteria 3: Analytical, research and writing abilities – Max. 35 points
   • Criteria 4: Language requirements – Max. 10 points
2.  A financial score shall be computed as a ratio of the proposal being evaluated as the lowest priced qualified proposal received by UNDP for the assignment will be based on a maximum 30 points

Only candidates obtaining a minimum of 70 points for technical criteria (approx. 70% of the total technical points) would be considered for the Financial Evaluation.

The application receiving the Highest Combined Score will be awarded the contract.
