UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards. It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s work in advancing gender equality.

The role and power of private sector in accelerating implementation of the SDGs and among others contribute to the empowerment of women cannot be underestimated. Women’s Empowerment Principles – Equality Means Business (WEPs) provides private sector with specific tool to make significant contribution to gender equality and women’s empowerment. Beyond the basic responsibilities of respecting human rights, companies can choose from a menu of options stipulated by the WEPs to advance women’s empowerment within their workplaces, marketplaces, and communities.

In the past 5 years, the private sector’s interest in women’s issues has increased in Georgia. A growing number of businesses in have adapted their policies, programmes and initiatives to create inclusive environments where women and girls can succeed. An increasing number of companies have focused on non-discrimination in the workplace, have created equal environment for both women and men and have adapted policies and mechanisms against sexual harassment at the workplace. In addition, companies have created inclusive business models and invested in women’s economic empowerment initiatives. Since 2017 they have been partnering with UN Women to advance women’s rights and advocate for gender equality policies.

With the support of the Norwegian Ministry of Foreign Affairs, in 2017-2020 UN Women implemented the project “A Joint Action for Women’s Economic Empowerment in Georgia” (JAWE). The overall goal of the 37-month project was to ensure that women, particularly the poorest and most excluded, are economically empowered and benefit from development in Georgia. Since its inception in December 2017, the JAWE project has engaged private businesses, public agencies, and women’s groups in the promotion of women’s economic empowerment.

The follow-up work of the JAWE project is now implemented by UN Women in the frameworks of project “Good Governance for Gender Equality in Georgia (GG4GEG), which is supported by the Government of Norway. The GG4GEG project seeks to utilize the new developments and arising opportunities in the agritourism and ICT sectors and build on UN Women’s experiences in implementing the JAWE project. Thus, the overarching goal of the project is that women are economically empowered through their increased engagement in two, increasingly interrelated sectors in Georgia: agritourism and ICT. It is envisaged that the GG4GEGproject will build on the work done during the JAWE project and continue to implement the social mobilization component of the proposed project aiming at mobilization of the poor and excluded women in all target regions of the project.

The project has two outcomes, the below mentioned outputs contributing to the second outcome, for women to fully realize their economic rights with the support of a gender-responsive private sector and an enabling State legislative and economic environment:

Outcome 2: Women in rural areas benefit from increased income generation opportunities in the agritourism and ICT sectors and fully realize their economic rights with the support of a gender-responsive private sector

Output 2.1: Businesses have increased understanding of Women’s Empowerment Principles (WEPs) and skills to implement measures that benefit women, specifically in rural areas.

Output 2.2: Policymakers and public agencies have increased capacities to identify and address challenges faced by women entrepreneurs in agritourism and ICT.

Output 2.3:  Women have increased confidence, skills and resources to utilize income generation opportunities in the agritourism and ICT sectors and related value chains.

Compliant to UN Women’s Strategic Note 2021-2025, the project aims to ensure realization of project results with interventions on policy, institutions, and grassroots’ levels to bring about interrelated positive change and contribute to the achievement of the overall, as well as the specific objectives of the action. On policies and legislation level, government and other actors are supported to apply international standards and create an enabling environment for women’s economic empowerment in partnership with the private sector. On the institutional level, the project provides private sector companies information on why gender equality is critical to business performance and will help them identify and implement further actions. Gender-sensitive recruitment practices, workplace mentoring programmes for women, targeted job placement and the establishment of sexual harassment complaints mechanisms are just a few examples from the menu of actions offered to the companies. At the community level, the project supports two key groups of women: unemployed and vulnerable women from grassroots communities engaged, at most, in small-scale production without business registration, and women engaged in agritourism and ICT sectors to improve their job skills and their access to financial and economic services. Women entrepreneurs who are already engaged in agrotourism-related business and interested in scaling up their businesses are linked to larger cooperatives and corporate value chains.

For the next two years UN Women Georgia CO plans to build multi-stakeholder collaborative partnerships for gender equality and women’s empowerment, where representatives from private sector, CSOs, academia and investor groups are welcomed either as the WEPs signatories or the WEPs Allies. UN Women’s vision is to encourage more and more stakeholders to join a network of organizations with similar values and take a greater ownership of the gender equality work by investing in their commitments. Engaging with the WEPs signatories and Allies will help foster the creation of a gender-sensitive ecosystem of companies/organizations that drive the gender equality agenda forward. The more companies that are committed, the more ownership they have on the WEPs work, the stronger strides UN Women can make for women’s empowerment.

To support the coordination of the WEPs community, UN Women is seeking to hire a national consultant who will serve as a liaison point connecting WEPs signatory companies and WEPs allies to help the WEPs signatory companies to take action to deliver the gender equality and women’s empowerment aspirational outcomes.

The WEPs Coordinator will support the coordination of the WEPs community and will be in charge of facilitation of membership, partnerships and initiatives, administrative arrangements, knowledge collation and dissemination, coordination and reporting. More specifically, the WEPs Coordinator will be responsible for maintaining WEPs signatory database, calling meetings, sending out invitations, working with the WEPs Council and sector-specific working groups, establishing and maintaining the WEPs knowledge hub, reporting on the status and activities of the WEPs community, etc.

Facilitation of membership and partnerships, and initiatives:

  • Establish and maintain the member database.
  • Promote WEPs membership and partnerships and serve as a central point of contact for liaison purposes.
  • Act as a liaison point connecting the WEPs signatory companies and allies and creating joint activities to promote gender equality and women’s empowerment.
  • In collaboration with UN Women communications team implement the strategic and communication plan of the WEPs community and ensure visibility of the WEPs community in the social networks.

Administrative arrangements:

  • Maintain active correspondence with the WEPs community members.
  • Maintain hardcopy and electronic document archive related to the WEPs.
  • Organize and prepare WEPs community quarterly meetings, including the WEPs Council quarterly meetings and sector-specific groups meetings, and other side events, participate in the meetings and prepare and disseminate minutes.
  • Undertake other activities connected with coordination and organization of the WEPs activities.

Knowledge collation and dissemination:

  • Provide and make easily accessible information, data, resources, and knowledge relevant to the WEPs community.
  • Compile updates from the WEPs signatory companies and allies on individual and/or group activities.
  • Facilitate exchange of information, knowledge, experiences of the WEPs Community members.

Coordination and reporting:

  • Produce quarterly reports on the status and activities of the WEPs community.
  • Take active part in coordination meetings organized by UN Women with the Responsible Parties of the project to ensure synergies between the different components of the project.

Delievrables:

  • Database of the WEPs companies with relevant information about company profiles and WEPs-related activities on the WEPs (5 working days) by 10 December 2021
  • Closed Facebook Group including the WEPs focal points (2 working day) by 10 December 2021
  • Details on the activities performed as a part of the assignment, including quarterly WEPs meetings and the sector-specific group meetings held (43 working days) – quarterly (March 2022, June 2022, September 2022, December 2022, March 2023 and final report in May 2023 by 10th day of the respective month).
  • Details on awareness raising campaign on the WEPs activities, including social media posts (20 working days) - quarterly (March 2022, June 2022, September 2022, December 2022, March 2023 and final report in May 2023 by 10th day of the respective month).
  • Information about the WEPs-related activities implemented by the WEPs companies (30 working days) - quarterly (March 2022, June 2022, September 2022, December 2022, March 2023 and final report in May 2023 by 10th day of the respective month)

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least 3 years of relevant work experience in programme/project implementation, capacity development and alike;
  • Fluency in Georgian and English;

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (Masters) in Social Sciences (max 30 points)
  • At least 3 years of relevant work experience in programme/project implementation, capacity development and alike (max 90 points)
  • At least 2 years of experience coordinating and liaising with association/alliance of the organizations, government agencies, CSOs and/or donors (max 80 points)
  • Demonstrated knowledge of women’s empowerment and gender equality issues (shall be considered as an asset) (max 60 points)
  • Previous experience in working on ESG and Corporate Social Responsibility issues (shall be considered as an asset) (max 60)
  • Fluency in Georgian and English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will report to and work under direct supervision of UN Women WEE Programme Analyst and Project Analysts and overall guidance of UN Women Georgia Country Representative.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:
