COPE OF WORK AND SPECIFIC TASKS
Violence against women and girls is the most prevalent form of rights violations and abuse globally; it is estimated that 1 in 3 women experience violence during their lifetime. Women and girls in Afghanistan face many protection risks and experience different forms of violence, including sexual violence. VAWG is exacerbated by periods of conflict, COVID19 pandemic and other emergencies, which erode the protective environment for women and girls. VAWG service seeking is mainly influenced by the accessibility of services and by the involvement of community mechanisms, which often hinder access to and consume time before reaching the desired benefits. Community attitudes towards survivors are largely negative; survivors face blame, discrimination and isolation. In light of these factors, VAWG survivors’ psychosocial well-being is gravely affected. Appropriate psychosocial interventions are crucial to promote the well-being of survivors and prevent more severe conditions.
Local and international NGOs that provide GBV/VAWG services in Afghanistan face challenges in identifying a unified Case management system that can respond to the survivors' needs. To address this gap, UN Women and the GBV Sub-Cluster will build the capacity of frontline staff to provide quality, culturally appropriate and survivor-centred VAWG/GBV case management services in Afghanistan.
In Afghanistan, like in all ongoing protracted humanitarian crises, many factors can exacerbate the risks of experiencing GBV/VAWG. These include—but are not limited to—increased militarization, lack of community and State protections, displacement, scarcity of essential resources, disruption of community services, changes in cultural and gender norms, disrupted relationships and weakened infrastructure.
Thriving through a nexus of uncertainties to reaching a proper context that can be adequate for the nation development that allows rebuilding the social fabrics and maintain accessibility to essential service for survivors of violence; there is growing recognition that affected populations experience various forms of GBV/VAWG during crisis and displacement and during and following return. Intimate partner violence is increasingly recognized as a critical concern during conflicts, natural disasters, and post-conflict situations, which is at the top priority for humanitarian and developmental actors in Afghanistan. Other forms of violence particular to adolescent girls have also emerged as especially necessary to address.
Devoirs et responsabilités
The objective of the assignment is to create and pilot a customized inter-agency case management training package for Afghanistan, based on the available Inter-Agency GBV Case Management Guidelines (2017) and margining with the Afghan best practices that have been applied by the GBV/EVAW actors. The tailoring process, which will be inclusive of all actors in the humanitarian and developmental spaces, will lead to the development of the training curriculum for Trainers to lead the change in the Case management is the country. Due to the challenging context, online modalities will have to be considered for the development of the curriculum and training package.
The leadership of GBV Sub-Cluster Strategic Advisory Group (SAG) members in Afghanistan will ensure the training package will meet the humanitarian needs, in addition to its applicability in development contexts.
Key tasks: Design the training curriculum with consultation of GBV/EVAW actors in Afghanistan.

Qualifications et expériences requises
The contractor will work under overall guidance of strategic advisory group of the GBV sub- cluster, all recruitment and payments and deliverables will be managed directly by the EVAW program Manager at UN Women, who will be responsible for the quality assurance of the deliverables.
