The United Nations Trust Fund in Support of Actions to Eliminate Violence against Women (the Trust Fund) is a multilateral grant-making mechanism established in 1996 pursuant to General Assembly resolution 50/166. It is administered by the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) on behalf of the United Nations system.  

The Trust Fund supports local, national, regional and cross-regional programmes to prevent and respond to all forms of violence against women and girls in all contexts. It provides funding for proven, innovative and catalytic multi-year programmes by national and local governments, civil society organizations and United Nations country teams. Since 1996, the UN Trust Fund has awarded US$ 182 million in grants to 572 initiatives in 140 countries. Currently, the UN Trust Fund portfolio includes over 150 active grants. 

Under the guidance and direct supervision of the UN Trust Fund Capacity Development and Grants Operations Manager, the Project Coordination, Operations and Finance Consultant will be responsible for the coordination of the UN Trust Fund’s service level framework ensuring the successful implementation of the support services, the equitable, transparent,  correct,  and consistent application and distribution of the indirect cost recovery for support services provided by UN Women RO/COs and requested by the UN Trust Fund. In addition, the consultant will provide other operational and financial support services requested by the UN Trust Fund ensuring effective and transparent utilization of financial resources and integrity of work in accordance with UN Women Financial Regulations and rules, UN Trust Fund operational guidelines and UN Women Policies, Finance Manual and instructions.

The Consultant will be supervised by the Capacity Development and Grants Operations Manager, and will be responsible for:

Coordination of the UN Trust Fund’s service level framework:

  • Responsible for initiating the support service processes with UN Women Country and Regional Offices (RO/COs), outlining the specific services requested, minimum requirements and the value of the requested by the UN Trust Fund support services.
  • Ensure advance planning to assist UN Women RO/COs in integrating all support services outlined in the service level agreements by the UN Trust Fund over a one-year period.
  • Responsible for preparation of the service level agreements documentation, facilitation of the signatures, quality assurance, and saving of the documentation.
  • Oversee the implementation of the support services by the finance and programmatic focal points in the UN Women RO/COs.
  • Monitor biannual reporting on the overall progress of the UN Women RO/COs.
  • Analyze and process consolidated annual RO/COs requests of reimbursement of the delivered support services, therefore ensuring there is an equitable, transparent, correct, and consistent application and distribution of the indirect cost recovery for support services provided by UN Women RO/COs and requested by the UN Trust Fund.
  • Prepare periodic briefing to the UN Trust Fund on RO/COs' progress with the implementation of the support services.
  • Periodically review and update the cost estimation based on the developed by the UN Trust Fund costing methodology, to ensure its effectiveness. Propose changes to costs and/or costing methodology, if necessary.
  • Ensure the support services related activities are administered in accordance with regulations, rules, policies, procedures, and guidance of UN Women.

Operational and finance support:

  • Provide support on the development of standard operating procedures (SOPs) in alignment with UN Women rules and regulations.
  • Support the implementation of the corporate, budget, procurement, and HR policies and systems, identify training needs for staff and project personnel on these issues; support Operations Analyst with design and delivering of such training(s).
  • Support with financial analysis and information for preparation of donor reports, updates, or projections as requested.
  • Provide advice and support to UN Women RO/COs with the NGO assessment exercise for pre-selected grant applicants.
  • Support with the review of project proposals and NGO assessment forms and provide detailed feedback on the requested budgets and validating supporting documents.
  • Keep abreast of and ensure full compliance with all UNW Financial Regulations and Rules, Operations manuals, Internal Control policies and procedures, Standard operating procedures, Finance manual, and Delegations of Authority to ensure consistency across UN Trust Fund and UN Women.

Qualifications et expériences requises

Education and experience:

  • Bachelor’s degree in business administration, commerce, accounting, or related field.
  • At least one year of relevant national and international working experience in international development, within the UN system or comparable international and regional organizations.
  • Solid experience in finance and administration is required.
  • Experience in the field of grant-making or working with implementing partners is required.

Language:  

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
