UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions towards the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

The Palestinian Central Bureau of Statistics is the only official body working on collecting, processing, and disseminating statistical data on various social, economic, environmental, and other sectors.  Since its establishment in early 1994, the PCBS has collected specialized data on topics of interest to the Palestinian society most importantly the statistics of social development, based on which policy makers make informed development plans that served the society.

The available data on various sectors and fields especially population and families, participation in the labour force, education, health, poverty levels among women, economic participation of Palestinian women and their participation in public life and other topics, are an important source and constitute a wealth of information that can be analyzed to come up with a clear vision of the reality of Palestinian women and therefore, develop specific recommendations and interventions to address gender gaps and improve gender equality in Palestine. 

PCBS and UN Women have been collaborating on a regular basis as strategic partners to serve the ultimate goal of serving the Palestinian community, by providing enhanced gender statistics and working towards gender mainstreaming of all statistical activities within the whole data production cycle (data collection, processing, dissemination) among the whole National Statistical System member. Furthermore, within the Framework of MoU signed between UN Women and PCBS for the year 2021-2022, UN Women will support PCBS to carry out a trend analysis on targeted gender data and gender gaps over the last five years to inform decision makers on the existing gaps and make recommendations to address them accordingly.

Objective of the Assignment:

To conduct a trend analysis of the available gender data over the last five years and compare the changes in the indicators across the different sectors including among others education, the labour market, earnings and health over the years, with the aim of providing the statistical evidence and analysis for developing clear and concrete policy recommendations and interventions to address the gender gaps and promote gender equality in Palestine.

Devoirs et responsabilités

Under the overall guidance of the UN Women Special Representative in the State of Palestine, and the direct supervision of the Task Manager, the consultant will undertake the following duties and responsibilities:

  1. Develop a comprehensive workplan (including methodology) for the assignment with specific actions and timeline, including, but not limited to 1) Maintaining ongoing coordination and discussions with the PCBS and UN Women team regarding the selection of indicators, data analysis, formation of the reference group, and 2) Reviewing the draft analysis.
  2. Provide support in establishing a reference group of national and international stakeholders who would input into the analysis and provide feedback as needed.
  3. Review all available data provided by PCBS on the status of Palestinian women's participation in the different sectors over the past five years.
  4. Identify a list of relevant gender indicators along with developing the analytical hypotheses to show gender gaps in access to resources and opportunities in areas such as education, employment, decision making. The indicators might also show relative positions or positive or negative change as well as progress over time.
  5. Analyze the gender data and compare the changes in the indicators over the past five years across the various sectors, to measure changes in the relations between women and men over time, or changes in the status or situation of women and men.
  6. Develop clear and concrete policy recommendations and interventions at the different levels and for the various stakeholders including the government, civil society, private sector, donors, etc.).

Delivrables:

  • Deliverable 1: A workplan with key deliverables in line with the detailed tasks with timeframe in Arabic (Expected delivery date: 8 November 2021).
  • Deliverable 2: A draft analytical report on the most important findings on the status of women in Palestine through the indicators on women and men that were produced at PCBS over the past five years, including a list of recommendations and proposed interventions to address the gender gaps at the different levels and for the various stakeholders including the government, civil society, private sector, donors, etc. in Arabic (Expected delivery date: 6 December 2021).
  • Deliverable 3: A Final analytical report including a list of recommendations and proposed interventions to address the gender gaps at the different levels and for the various stakeholders including the government, civil society, private sector, donors, etc. in Arabic and English approved by PCBS and UN Women (Expected delivery date: 15 December 2021).

Qualifications et expériences requises

Experience:

  • At least 5 years of extensive experience working on gender issues including women empowerment, gender mainstreaming and gender equality.
  • At least five years of experience in conducting gender research, analysis, assessments and/or studies related to women empowerment and gender equality.
  • At least five years of experience in the national development policy-making and support, and publishing policy papers/briefs focusing on gender.
  • At least 2 years of previous experience in working with UN agencies or international organizations.

Language Requierements:

Excellent writing, editing and oral communications skills in Arabic and English.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and a financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

Education:

A Master’s Degree in Gender Studies, Statistics, socio-economic or any other relevant development fields. (max 10 points).

Experience:

  • At least 5 years of extensive experience working on gender issues including women empowerment, gender mainstreaming and gender equality (max 15 points).
  • At least five years of experience in conducting gender research, analysis, assessments and/or studies related to women empowerment and gender equality (max 15 points).
  • At least five years of experience in the national development policy-making and support, and publishing policy papers/briefs focusing on gender (max 15 points).
  • At least 2 years of previous experience in working with UN agencies, international organizations, PCBS. (5 points).
  • A sample of previous research, analysis, assessments, or strategies related to women empowerment and gender equality (max 10 points).

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
