The local environmental protection plan is the basic strategic - planning document for the protection, development and improvement of the environment of a municipality. The state of the environment in the municipality of Pljevlja is conditioned by intensive industrial activity and unfavorable climate features. Environmental problems in Pljevlja municipality should be solved systematically, in an integrative manner and in the long run. The Municipality of Pljevlja, as a local community, cannot solve all issues on its own without the help of state bodies, the business community, the civil society and citizens.

Pursuant to Article 37 of the Law on Environment, local governments in Montenegro are obliged to develop a local environmental protection plan, with the aim to establish goals and tasks of importance for environmental protection and sustainable development of the territory. 
According to the Law, the plan contains in particular:

1) Review of the condition of individual segments of the environment for the territory of local self-government: air, water, land/soil, waste, noise, biodiversity, urban green areas, non-ionizing and ionizing radiation, energy efficiency
2) Short-term and long-term goals of environmental protection with a vision of future development
3) Measures for environmental protection, as well as measures for adjustment to negative impacts of climate change
4) Entities responsible for the implementation of measures determined by the Plan
5) Deadlines for the implementation of measures
6) Financial resources required for the implementation of the established measures and sources of funds.

The plan is to be adopted by the assembly of the local self-government unit, for a period of four years.
A working group for the development of the Local Environmental Protection Plan of the Municipality of Pljevlja for the period 2022-2026 has been established by the decision of the Mayor. 
UNDP in Montenegro has a long-lasting cooperation with Pljevlja municipality in the scope of the Growing Green Businesses Project funded by GEF, Enhancing Citizens Participation in Decision Making Processes – supported in the scope of the UNDP’s regional programme City Experiment Fund and Strengthening capacities for increasing energy efficiency and reducing air pollution in Pljevlja municipality. 
In order to respond to the methodological and legal requirements, it is needed to provide technical assistance to the Working Group, hence, UNDP is seeking to hire a Local Expert for Strategic Planning.

Devoirs et responsabilités

Objectives of the assignment:  

Under the supervision of the UNDP Programme Manager, and in close cooperation with the Pljevlja mayor’s cabinet and the Working Group for the development of Local Environmental Protection Plan, the National consultant shall facilitate the preparation of the Local Environmental Protection Plan, in consultations with the representatives of the municipality, with the participation of local community and in accordance with the Law on Environment.

Job content:

Under the guidance of the UNDP Programme Manager, and in close cooperation with the Pljevlja mayor’s cabinet and the Working Group for the development of Local Environmental Protection Plan, the National consultant shall be required to provide the following services:

  • Prepare detailed Plan of Activities with a methodology and timetable, approved by UNDP Programme Manager;
  • Conduct close consultations with the Working Group for the development of Local Environmental Protection Plan, in order to ensure that the methodological approach will provide for the objectives set in the Local Environmental Protection Plan are SMART, entities responsible for the implementation of determined measures are clearly identified and aware of their role, resources required for the implementation are clearly identified and sufficient, indicators of the success are properly determined and that the entire development process and the plan itself is gender sensitive in all its aspects. 
  • Conduct 2 consultative workshops with other relevant representatives of municipal administration, local community – NGOs, private and public companies to present the methodological approach and enable participatory process 
  • Compile the first draft of the Local Environmental Protection Plan for Pljevlja Municipality based on substantial inputs provided by the members of the Working Group and inputs from the consultative workshops
  • Incorporate comments and suggestions to the draft Local Environmental Protection Plan for Pljevlja Municipality, received from the Work Group  representatives and fine-tune the document to be ready for public consultations 
  • Facilitate compilation of the Final Draft Local Environmental Protection Plan for Pljevlja Municipality based on the inputs from the public consultations procedure;
  • Prepare the Final Report for the assignment, approved by UNDP Programme Manager.

The expected results:

Under the supervision of the UNDP Programme Manager and in close cooperation with the Pljevlja Mayor’s Office and the Working Group for LEAP development, the National consultant is expected to deliver the following results:

  • Detailed work plan with methodology and timetable for an assignment prepared, approved by UNDP Montenegro; 
  • Final Draft Local Environmental Protection Plan for Pljevlja Municipality prepared in accordance with the Law on Environment in close consultations with the representatives of this municipality and active participation of local community; 
  • Final report on all activities undertaken under this assignment provided, highlighting the main results achieved and proposed recommendations.  

Timing and reporting: 

The National consultant is expected to work in Montenegro, in Pljevlja Municipality, and home based in the course of the assignment duration (15 November – 20 December 2021). The National consultant will be responsible for written regular reporting to the UNDP Programme Manager, and it should contain sufficient detail and information that would allow for the appraisal of the effectiveness to date of the assignment’s activities. Timetable of activities will be agreed with the selected consultant, upon the finalization of the hiring process. 

Time duration and travel:  

The National consultant will be engaged under individual contract, for total of 30 consultancy days, in the period from 15 November until 20 December 2021. National consultant is expected to be able to travel to the Municipality of Pljevlja three times – up to 6 working days during the assignment duration, pursuant to the work plan of assignment’s activities.

Qualifications et expériences requises

Education:

  • University degree in social or natural sciences;

Experience:

  • Ten (10) years of relevant professional experience; 
  • Thorough understanding/knowledge of national and local legal and strategic framework and administrative system;
  • Proven expertise and experience in strategic planning - development of strategic and action plans in Montenegro, while such experience in the region would be an asset; 
  • Modern approach to delivery of policy/technical advice, and experience of working with local self-governments, national institutions and business entities; 
  • Proven facilitation and coordination experience; 

Language:

  • Excellent knowledge of written and spoken Montenegrin is a requirement, while knowledge of English language would be an asset; 

Other:

  • Excellent communication and presentation skills, demonstrated ability to facilitate trainings, etc.;
  • Excellent IT skills, including word-processing, database applications, presentation software, etc.

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
