Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements;
b) Additional travel for this assignment is not expected. However if required will be fully paid by IEO.

Office/Unit/Project Description: 

At UNDP, evaluation is critical to help advance human development. By generating objective evidence, evaluation helps UNDP achieve greater accountability and improved learning from experience. Evaluation at UNDP contributes to informed decision-making by the Executive Board and the organization.

The core function of the Independent Evaluation Office(IEO) is to conduct two types of independent evaluations: thematic and programmatic. The IEO also prepares the Annual Report on Evaluation, sets standards and guidelines on evaluation, monitors compliance on evaluation, and shares lessons for improved programming. The IEO actively participates in the United Nations Evaluation Group (UNEG) to strengthen coherence, quality, and innovation of evaluation across the UN system. Evaluation in UNDP is governed by the organization’s Evaluation Policy, which sets out the purpose and principles of evaluation. The IEO Director is responsible for ensuring the independence of the Office and upholding the impartiality and credibility of its work. He reports directly to the UNDP Executive Board and to the Audit and Evaluation Advisory Committee (AEAC), a group of high-level external specialists that advise the UNDP Administrator and oversees the implementation of the IEO’s workplan. 

Institutional Arrangement:

The Contractor will be reporting directly IEO IT Evaluation Specialist.

Scope of Work:

Under the overall guidance of the Independent Evaluation Office (IEO) and direct supervision of the Information Specialist, the IT Analyst is to provide technical support for desktop/laptop hardware, network connectivity, and corporate productivity tools such as email and remote collaboration tools for the IEO. The incumbent is required to follow UNDP standards for desktop, networks, security, and to update UNDP’s computing technology facilities including desktop, laptop, and Operating systems.

Summary of key functions:

  • Support in implementation of UNDP ICT management strategies and systems;
  • Support in the effective functioning of the IEO IT hardware and software packages;
  • Support maintenance of IEO online platform;
  • Support knowledge building and data platform management.

Support implementation of UNDP ICT management strategies and systems, focusing on achievement of the following results:

  • IEO IT system is in full compliance with UNDP IT policy;
  • IT systems assigned to IEO staff are secured through the implementation of multifactor authentication and enrollment of the UNDP Azure cloud.

Ensure effective functioning of the hardware and software packages, focusing on the achievement of the following results:

  • Assistance in the installation, upgrade, and configuration of desktop and notebook computer systems;
  • under current UNDP standards and policies, including the operating system and standard desktop applications such as Microsoft Office suite applications, anti-virus programs on a timely basis;
  • Assistance in the hardware relocation, monitor material for preventative maintenance and maintenance of supply material for computer and peripheral equipment;
  • Support the Information Technology Specialist, as a first-level backstop, to troubleshoot day to day software and hardware issues;
  • IEO staff have access to remote and in-person client support to address their computer hardware and software-related technical issue;
  • IEO staff are equipped with reliable IT hardware to carry out their work;
  • Performance of IEO printers and conference room video conferencing units are at their optimal level.

Support maintenance of IEO online platform focusing on achievement of the following results:

  • Maintenance and upkeep of IEO Intranet and SharePoint platform;
  • Timely response to support requests received in of IEO ICT inbox;
  • Support request to update the IEO website and Evaluation Resource Center completely on time;
  • The performance of the IEO website and ERC system is optimal and error-free;
  • Support in the management of the IEO project management platform.

Support knowledge building and data platform management, focusing on achievement of the following results:

  • Maintenance of an up-to-date inventory of software and hardware;
  • Maintenance of a library of ICT-related guidance and reference materials;
  • Participation and assistance in the organization of training for the staff on ICT issues;
  • Provide lessons learned and best practices in ICT;
  • Provision of ICT support to key events

Qualifications et expériences requises

Min. Academic Education:

  • Bachelor’s Degree with relevant certifications in hardware and software management and application (Microsoft Certification or CompTIA A+).

Min. years of relevant Work experience:

  • 2 years of relevant working experience, including network administration, management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications;
  • 2 years of experience in Microsoft network administration;
  • Hands-on experience in problem identification and resolution of industry- standard hardware platforms;
  • Must have experience in:
    • Experience in supporting Microsoft Office suite packages, such as Outlook, Word, Excel, and PowerPoint;
    • supporting online video conferencing tools such as Zoom and MS Teams;
    • remote desktop computing support;
    • provisioning Windows 10 computers using Microsoft Intune or disking imaging;
    • supporting Wireless/LAN connectivity issues and network printers.

Required skills and competencies:

  • Knowledge of Windows 10, network printer support, and Office 365 support is required;
  • Hands-on experience in problem identification and resolution of industry- standard hardware platforms. Experience in supporting Microsoft Office suite;
  • packages, such as Outlook, Word, Excel, and PowerPoint.

Desired additional skills and competencies:

  • Advanced University Degree in Computer Science is desirable, but it is not a requirement;
  • Knowledge of HTML5, JavaScript, CSS, SQL;
  • Knowledge of SQL scripting language, Power BI, and Power Automate Knowledge of web, design, and video editing tools such as Adobe Dreamweaver, Adobe Photoshop, Adobe Premiere, and Adobe XD Knowledge of project management systems such as MS Project Online;
  • Experience in creating SharePoint sites, creating groups, and managing access rights;
  • Experience with content management tools such as SharePoint, Drupal CMS Experience in supporting MS Project Online or similar corporate project management tools.
