UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

In 2015, the Council of Ministers of Foreign Affairs of the Arab League endorsed the “Cairo Declaration for Women the Arab and strategic plan for the advancement of Arab women beyond-2015” (the “Cairo Declaration”), adopted, together with the Executive Strategic Action Plan, on 29  March 2017 at the 28th Arab Summit. The Cairo Declaration and the Executive Action Plan were adopted under the umbrella document of the "Development Agenda for Women in the Arab Region 2030".

The League of Arab States - Department of Women, Family, and Childhood (LAS - WFCD) is mandated to review every five years the implementation of the Development Agenda for Women in the Arab Region 2030, which includes the Cairo Declaration. The regional review also represents an important opportunity to review and update the Cairo Declaration, for instance by incorporating climate change and COVID-19 response.

For this purpose, LAS – WFCD is developing a questionnaire to collect data that will inform the review process (LAS Questionnaire).

UN Women Regional Office for the Arab States (ROAS) is regularly monitoring progress on gender equality and women's empowerment in the Arab States region. ROAS, together with the United Nations Commission for Western Asia (ESCWA), will therefore be supporting LAS – WFCD in monitoring and reporting against this regional normative framework, with a view to accelerating progress on gender equality in the region.

Devoirs et responsabilités

The Consultant will work under the supervision of UN Women Regional Policy Advisor on Women’s Political Participation, in close coordination with the Director of the Women, Family and Childhood Department of the League of Arab States.

The Consultant will provide timely technical support and coordination required to (i) analyze data which will be gathered by LAS - WFCD to inform the Cairo Declaration review process and (ii) report on results of the Cairo Declaration review process.  

To achieve this objective, the Consultant will undertake the following tasks:

  • Map progress made by each of LAS Member States based on responses to and data extracted from the LAS Questionnaire and develop a country profile for each of the LAS Member States;
  • Consolidate data from the country profiles and develop a regional report documenting progress against the Cairo Declaration, that should:
    • Highlight progress and gaps found in (i) data collection process against the LAS Questionnaire and (ii) the implementation of the Cairo Declaration;
    • Include recommendations for amendments of or additions to the Cairo Declaration;
    • Include recommendations for the Member States and other stakeholders to accelerate progress against the Cairo Declaration;
    • Reflect on the use of common methodologies for data collection by members states where possible, against internationally agreed methods, particularly the SDGs.
  • Prepare an updated draft of the Cairo Declaration that reflects the key findings of the country profiles and regional report;
  • Prepare at least one advocacy material for each of the Cairo Declaration outcomes and a presentation summarizing the key findings of the review exercise.

Qualifications et expériences requises

Education:

  • Advanced university degree (master’s degree or Ph.D.) in Gender, Political Science, Sociology, International Relations, Law or relevant field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 8 years professional experience conducting research, analysis, monitoring, evaluation, and/or reporting related to gender equality in the Arab States region;
  • At least 3 previous assignments related to preparing analytical reports and assessments, in the field of gender equality, women empowerment, or women’s rights in the Arab States region;
  • Experience with the UN system or/and International Organizations is an asset;
  • The candidates who already applied in the position number (102056 - International Consultant to review the implementation of the “Cairo Declaration for Arab Women and the Strategic Plan for Women Empowerment in the Arab Region - 2030 Development Agenda - Home-based) do not need to reapply.

Language Requirements:

  • Fluency in English and Arabic is required; 
  • Computer literacy and ability to effectively use office technology equipment, IT tools, including Zoom, ability to use Internet and email.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Only the candidates who have attained a minimum of 70% of total points (i.e., 49 points) will be considered as a technically qualified candidates.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Financial proposal, including a proposed inclusive daily rate.
