UNDP has been working with the Government of Zimbabwe through the Ministry of Mines and Mining Development (MMMD) collaborating with Environment Management Agency (EMA), Zimbabwe Environmental Law Association (ZELA) and Pact to implement the “Preparatory support to the Sustainability of the Extractives sector in Zimbabwe project”. The Result area 2 of the project entails support to Safe Artisanal and Small-scale Mining (ASM) Investments including livelihoods diversification through support to nutrition gardens, borehole drilling and water provision. The water systems are earmarked to provide water for the main existing livelihood options other than gold mining in Makaha. The Environmental Management Agency (EMA) is leading the interventions to address environmental degradation mainly attributed to mining activities by providing and enhancing the livelihoods of communities in ward 14, Makaha in Mudzi district. The proposed integrated community-based management approach seeks to promote sustainable land management while improving community livelihoods. The Agency seeks to enhance and build on already existing livelihoods options. The main existing livelihood option other than gold mining in Makaha is nutrition gardening. However, gardening is being threatened by shortages of surface water for irrigation purposes. All the water channels in the area are heavily silted due to gold mining activities and are therefore no longer flowing especially during the dry months of the year. There are also shortages of drinking water for livestock and the ever-increasing population in Makaha. Water shortages have also been compounded by lack funds for the communities to drill boreholes and tap into the abundant underground water. EMA therefore is working with communities and schools in an endeavour to provide them with solar powered boreholes to meet their water requirements.

Under Supporting Enhanced Climate Action for Low Carbon and Climate Resilient Development Pathway (SECA) Project, several community level livelihoods are being supported and they require sufficient water. In Bulilima, at Malalume, there is need to develop the equipment and material specifications for water reticulation component supplied by two boreholes. In Lupane, a single borehole has been drilled and capacity tested and require solarization. In Gokwe South, the two microproject site boreholes at Mubvumbi Nutrition Gardens were drilled and capacity tested, and they require technical specifications for solar water pumping, storage and piping.

It is against this background that UNDP is seeking the services of an Expert Consultant/s to conduct a site reconnaissance and installation design for Solar Water Pumping, Storage and Piping in Mudzi, Lupane, Bulilima, and Gokwe South. The scope of work is further elaborated below.

SCOPE OF WORK

Under the guidance of the Head of the Poverty Reduction, Environment and Climate Change in the UNDP Zimbabwe Country Office, and in consultation with the government and other partners, the consultant will be expected to:

Mudzi

  • Assess 5 boreholes for solar water pumping, storage and pipe installatio guided by the capacity test reports and water community needs,
  • Assess the water needs for 3 nutritional gardens and design water storage and piping scheme,
  • Assess the fencing needs for the 3 nutritional gardens,
  • Assess the water needs for livestock watering and establishment of washing bays.

Lupane

  • Assess 1 borehole for solar water pumping, storage and piping installation guided by the capacity test reports and community water needs,
  • Assess the energy and water needs for the Honey and Vegetable processing centre and design water storage and piping scheme.

Gokwe South

  • Assess 2 boreholes for solar water pumping, storage and piping installation guided by the capacity test reports and community water needs,
  • Assess the energy and water needs for the vegetable processing centre and design water storage and piping scheme.

Bulilima

  • Assess 2 boreholes (1 community and clinic, 1 Malalume Secondary School) for solar water pumping, storage and piping installation guided by the capacity test reports and community water needs,
  • Assess the needs for the movement of solar equipment from one low yielding borehole that the project drilled at Malalume Secondary school to a better yielder already present at the school.

EXPECTED DELIVERABLES

The three(3) key deliverables under this consultancy are:

  • Inception report detailing the assignment methodology and work schedule,
  • Draft technical specifications including designs, schematics, and Bill of Quantities for the four areas,
  • Final technical specifications including designs, schematics, and Bill of Quantities for the four areas.

IMPACT OF THE RESULTS

The purpose of the consultant is to provide a specialised technical support to the UNDP Country Office Zimbabwe and its partners to ensure the production of high quality technical specifications for the installations at the 4 areas.

Qualifications et expériences requises

Education

A Master’s degree in Environmental/Civil/Energy Engineering, Environmental Management, Agriculture Engineering or Irrigation Technology or related field with knowledge and/or experience of solar energy, solar water pumping, irrigation, water and sanitation required.

Experience

  • At least 5 years of progressive Environmental/Civil/Energy Engineering, Environmental Management, renewable energy/wash/waste facilities feasibility studies, audits or assessments,
  • 5 years of project management experience in development work or related fields required,
  • Should have practical field experience in solar energy/water pumping designs/installation, drip irrigation systems design, and installations,
  • Experience in working with multi-disciplinary teams,
  • Previous experience with UNDP an added advantage.

    Language

  • Excellent written and spoken English.

    PAYMENT TERMS

  • The consultant must send a financial offer based on Daily Fee.  The consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. Travel costs and daily allowance cost should be identified separately,

    Payments will be made based on the agreed financial proposal (contract is based on daily fee) and released upon submission of a certificate of payment request, indicating deliverables achieved and days worked to be verified and cleared for payment by the supervisor,

    The qualified consultant shall receive his/her lump sum service fees upon certification of the completed tasks satisfactorily as per the below:

  • Inception Report- 20%

  • Draft technical specifications including designs, schematics, and Bill of Quantities for the four areas - 40%

  • Final technical specifications including designs, schematics, and Bill of Quantities for the four areas.- 40%

    Evaluation criteria:

    The Consultant will be evaluated based on qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:
     
    Technical Criteria weight: 70%;
    Financial Criteria weight: 30%;

    The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the Terms of Reference.

  • INSTITUTIONAL ARRANGEMENT FOR MANAGEMENT OF THE CONSULTANCY

    The principal responsibility for managing this assignment lies with the UNDP Country Office, Zimbabwe. UNDP will contract the consultant and ensure the timely provision of reimbursable costs and remuneration. UNDP will mobilise internal technical expertise to support the consultant’s work. UNDP will support the consultant’s engagement with stakeholders, arrange for meetings, field visits and coordinate with Zimbabwe Government.

    Under the overall supervision of the UNDP Head of PRECC, the consultant will be in charge of the delivery of quality work as per the TORs.

    The consultant, through the coordination of UNDP will be expected to work closely with Government officials and other partners.
