The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In line with UN Women Global Strategic Plan (2022-2025), and its Country Strategic Note (2019-2022), in Turkey UN Women works towards three overarching goals:

1) Women lead, participate in, and benefit equally from governance systems.

2) All women and girls live a life free from all forms of violence.

3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

UN Women has collaborated with Fenerbahçe Sports Club under the framework of the HeForShe movement, with the support of Tüpras, since 2018. This collaboration represents a first and unique undertaking to make a sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building and measurable actions. Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment on the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered.

Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, has become the first sports club in Turkey and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Turkey that committed to UN Women’s Sports for Generation Equality principles.

In 2020-2021, UN Women Turkey developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions.

In the next phase of the collaboration, UN Women Turkey and Fenerbahçe Sports Club will work advance gender equality in and through sports, in line with the six principles of UN Women’s Sports for Generation Equality initiative. The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing.

Men and boys’ engagement is an essential part of UN Women’s work mainstreamed under all development interventions, including the “HeForShe Solidarity Movement for Gender Equality.” The materials produced within UN Women’s work on men and boys’ engagement include a nation-wide, first of its kind research in terms of producing evidence-based data, on the perception of men and boys on child, early and forced marriages in Turkey. UN Women will develop a men and boys’ engagement strategy based on the existing literature and with reference to international normative framework.

Within this context, UN Women Turkey office will contract a National Consultant to support the office in designing and implementing training on men and boys engagement in promoting transformative masculinity and contributing to the eradication of gender stereotypes that will contribute raising awareness on men and boys’ engagement in gender equality  and effectively responding to ending violence against women and advance gender equality within the sports ecosystem, starting with Fenerbahçe Sports Club. The National Consultant will develop the training in line with UN Women Turkey’s men and boys’ engagement strategy.

Devoirs et responsabilités

Under overall guidance of UN Women Programmes Manager and the direct supervision of HeForShe Analyst , the National Consultant will be responsible for:

  • Developing training module on men and boys’ engagement and masculinity within the frameworks of gender equality and sports in line with UN Women Turkey’s men and boys’ engagement strategy.
    • Rapid needs assessment for content development,
    • Preparation and design of the presentation.
    • Testing the training materials at a pilot session,
    • Revision of the training materials based on the feedback from the pilot session
  • Delivering trainings (up to 5 training sessions) on transformative masculinity/men and boys’ engagement for Fenerbahçe Sports Club to contribute to advancing gender equality in and through sports.
  • Preparing the evaluation and reporting of training results including recommendations for improving and scaling up men and boys in gender equality in sports.

Duration of the assignment is from 15 January 2022 to 20 October 2022. The Consultant is expected to spend up to 15 working days on a non-consecutive basis throughout the assignment. During assignment’s related missions, the Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

All deliverables shall be agreed with the UN Women HeForShe Analyst. All deliverables shall be in Turkish, in electronic version. Only the final report including recommendations for improving and scaling up men and boys in gender equality in sports will be in English.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The consultant will be supervised by the HeForShe Analyst and overall guidance of UN Women Programmes Manager. The provision of envisaged deliverables approved by the UN Women HeforShe Analyst shall be the only criteria for Consultant’s work being completed and eligible for payment(s).

Payment Schedule:

The Consultant shall be paid upon successful completion of the deliverables in two installments as per the above table. Payment will be done in separate installments upon delivery of services.  The amount paid to the Consultant shall be gross and inclusive of all associated costs such as travel, social security, pension and income tax etc. The payment shall be affected only if all the deliverables in this TOR are submitted to UN Women HeForShe Analyst within the timeframes stipulated in the TOR and they are approved by UN Women HeForShe Analyst. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if they invest time for this assignment.

Travel:

The assignment will be home-based with five domestic travels to Istanbul for delivering the trainings. The Consultant will be responsible for all travel and accommodation expenses and daily subsistence allowances associated with undertaking this assignment. All travels and logistical arrangements shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. In the case of unforeseeable travel, payment of travel costs should be agreed upon, between UN Women in Turkey and the Consultant, prior to travel and will be reimbursed.

Mandatory Courses:

The Consultant shall complete all the mandatory and further required UN courses, training and modules on time. The certificates shall be submitted to the Hiring Manager. 

Please note that the required training courses could vary based on contract content and duration, the nature of the work and inclusion of travel. The Hiring Manager will provide the list of mandatory courses to the Consultant. Hence, the Consultant is obliged to follow the instructions of her/his Hiring Manager upon which training modules to complete and when to complete them.

Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

z = price of the proposal being evaluated

An interview/practical test may also be used for the selection of best candidates.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

The Consultant will be responsible for all travel expenses associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. In the case of unforeseeable travel, payment of travel costs should be agreed upon with UN Women in Turkey.

3. Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Lira.
