Project Descripton

The Zimbabwe Resilience Building Fund (ZRBF) began in May 2015 with the overall objective to contribute to increased capacities of communities to protect development gains in the face of multiple shocks and stressors. The Fund seeks to build the resilience of at-risk labour-endowed households and communities so that they can absorb and adapt to the impacts of these shocks and stressors, and in doing so, reduce the need of recurring costly humanitarian interventions in the long term. The implementing agency of ZRBF is the Government of Zimbabwe represented by Ministry of Lands, Agriculture, Fisheries, Water and Rural Development (MoLAFWRD) with funding support from the European Union (EU), the Foreign, Commonwealth and Development Office (FCDO), Swedish International Development Cooperation Agency (SIDA), UNDP and the Danish government. Implementation of activities at community level under ZRBF takes place via a group of Consortia partners, with the leadership and guidance of Government stakeholders. The project has reached at least 1 million beneficiaries in 18 districts of Zimbabwe. The choice of districts that ZRBF operate in was informed by a rigorous hazard mapping exercise prior to the start of the programme. Multiple shocks and hazards were mapped and continued to be tracked monthly through the High Frequency Monitoring System (HFMS). The HFMS allows ZRBF to foresee impending shocks and stressors, allowing for rapid programme adaptation or in severe cases, such as drought and COVID 19 pandemic the crisis-modifier mechanism is quickly activated to provide additional financial support to consortia to protect and maintain development gains.

Disaster Risk Reduction and Preparedness Planning

ZRBF is collaborating with the Department of Civil Protection in the Ministry of local government and national housing to strengthen institutional capacity of DRM structures and systems at national and sub national level. This involves supporting national and sub national civil protection committees in periodic review of disaster risk management plans and co-financing some of the prioritized DRR actions, both structural and non-structural measures. Through this collaboration, a process to review and standardize DRM templates was conducted in 2019 out of which several tools were developed and subsequently piloted in the 18 ZRBF target districts. The templates were expected to:

  • Integrate resilience building concepts, early warning and early action mechanisms;
  • Strengthen the mainstreaming of DRM into district development plans and budgetary processes including reporting;
  • Integrate and improve the use of new evidence;
  • integrate international and regional best practices.

In week 12 – 15 November 2021, the national civil protection team, district civil protection committees and ZRBF consortia partners who participated in rolling out the templates convened in Bulawayo to reflect on the experiences of reviewing DRM plans using the new templates. The purpose of the workshop was to identify best practices and/operational challenges emerging out of these experiences, to inform the full adoption of the revised templates or possibly make a case for further review and refinement of the tools. The workshop resolved that:

  • There was need for further review and refinement of the new templates to make them shorter and user friendly;
  • The Department of Civil Protection will take a lead role in the standardization of national DRM templates with involvement of other stakeholders such as the Red Cross;
  • The templates should be field tested and validated by relevant DRM stakeholders.

Against this background, a consultant is being sought to lead this process guided by the objectives below.

Objective and Scope of Assessment

The overall objective is to review current DRM templates and guidelines and support the Department of Civil Protection in the piloting and standardization of the new DRM templates for national adoption. This will involve desk review of the templates, interviewing key DRM stakeholders, field testing templates and ensure they are validated by relevant stakeholders.

Specifically, the consultant will:

  • Work with DCP in refining the new DRM templates;
  • Harmonize DRM templates based on the piloting of the new templates by ZRBF consortia and experiences from DCP and the Red Cross;
  • Develop digital disaster reporting platform to improve DRM reporting at national and sub national level;
  • Orient national, district and ward DRM stakeholders and development planners on effective application of the revised templates;
  • Ensure the revised templates are validated and adopted for national use.

Roles and Responsibilities of Consultant

The consultant will lead the overall review of the DRM templates.

The following are outlines of activities to be undertaken:

  • Review current DRM templates and reports from the experiences of using existing templates;
  • Interview key DRM stakeholders and solicit their opinions;
  • Review ZRBF project documents and reports and clearly understand the overall objectives and achievements;
  • Identify critical resilience concepts to be integrated into the DRM templates;
  • Explore experiences and lessons of implementing DRM templates from other regional or international contexts;
  • Leads the development of a sampling plan and field-testing schedule;
  • Coordinate with other DRM agencies/institutions (Red Cross, local government and CSOs) and facilitates their participation in the review process;  
  • Ensure quality control and quality assurance of the revised templates;
  • Coordinate validation workshop.

Expected Outputs and Deliverables 

  • Participatory review of the templates and inception report – within 10 days from date of contract signing;
  • Field testing of new templates in Selected districts which reflect national outlook – within 25 days from approval of inception report;
  • Consolidation and drafting of revised templates based on field testing – within 25 days after field testing of new templates;
  • All stakeholders validation workshop of the draft national templates – within 20 days after submission of revised templates;
  • Finalisation of standardised templates and end of assignment report – within 10 days after validation workshop.  

Logistics and Instititutional Support to the Individual Consultant

The consultant will work closely with the ZRBF consortia and the ZRBF PMU. The consultant will be operating from within the offices of ZRBF PMU located at Arundel Office Park in Harare.

It is expected that the Consultants will field test the DRM templates and tools in selected districts during the contract period. The consultant is expected to make their own travel arrangements (including vehicle hiring) to the districts to field test the tools. The costs for the travelling arrangements should be included in the individual consultant’s financial proposals.

Duration of the Work

The consultancy work should be finalised within 90 days including desk review, field testing and report writing. Applicants need to clearly breakdown this time-period into specific activities in technical proposal.

Milestone Payments 

  • 30 % payment upon completion of Participatory review of the templates and submission of inception report;
  • 70% Payment upon Finalisation of standardised templates and submission of end of assignment report.

  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.

Qualifications et expériences requises

Education

  • Minimum master’s degree in disaster risk reduction, environment science, social sciences, economics, rural development or other relevant field;
  • Solid training in disaster risk management, climate studies, and/or other relevant fields.

Experience

  • Minimum of 10 years experience in the areas of: knowledge and practical experience of project formulation and project cycle management processes. Program design and implementation and results-based programme/project management; In-depth understanding of disasters and their humanitarian and development nexus; Developing strategic planning and frameworks for development, humanitarian and/or corporate entities; Knowledge of complex institutional settings and their operation, including the working of national, regional, continental and international institutions;
  • Knowledge and proven practical experience of the conceptual shift and practice from disaster management to disaster risk management and the interface between DRM and CCA;
  • Knowledge and proven practical experience of mainstreaming overall disaster risk management and climate change adaptation in development, and the terminology used thereby;
  • Experience of work in DRM in Zimbabwe and other regional or international contexts is highly desirable;
  • Experience working for the UN System and in Zimbabwean context;
  • Good interpersonal and multi-cultural skills;
  • Ability to work under pressure and time constraints.

Language:      

  • Excellent written and oral communication skills in English;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff).

Application procedure

  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, including timeline on how he/she will approach and complete the assignment;

The financial proposal shall indicate the all-inclusive fixed total contract price, inclusive of the travelling costs to the targeted district, supported by a breakdown of costs. If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are dully incorporated in the financial proposal submitted to UNDP.

Evaluation Criteria

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.
