The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and help countries to achieve the Sustainable Development Goals.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.

Non-communicable diseases (NCDs), such as cardiovascular disease, diabetes, cancer and chronic respiratory disease, are a leading health and development challenge. Responding to NCDs requires the significant engagement of sectors beyond health, who are often uniquely placed to address the underlying drivers that shape people’s exposure to the four main behavioural risk factors for NCDs – tobacco use, harmful use of alcohol, unhealthy diet and physical inactivity – as well as access to prevention and treatment services.

UNDP and the World Health Organization collaborate on the global joint programme Catalyzing Multisectoral Action on Non-communicable Diseases. The project aims to strengthen national governance of NCD responses by addressing strategies, multisectoral coordination, financing and policy coherence. Tobacco use, driven by industry marketing and fueled by social inequities, kills over 8 million people per year, inhibiting socio-economic development and obstructing progress towards the Sustainable Development Goals. UNDP works closely with the Secretariat of the WHO Framework Convention on Tobacco Control to deliver the FCTC 2030 project, helping countries to strengthen their national tobacco control governance frameworks. Finally, UNDP and WHO collaborate under a joint programme funded by the Gulf-Health Council, to cost the primary heatlh care systems in the six Gulf Cooperation Council countries.

Description                                                                                                                                                                            

The joint programmes on NCDs and tobacco control described above entail developing national investment cases that offer a cost-benefit analysis of NCD and tobacco control interventions. The investment case reports are generally produced in English and another UN language, are custom tailored to each country’s health and political priorities and are developed jointly with a range of partners, including the UN, government, academia and civil society.  The Gulf Health Council project entails final laid out reports, as well as infographics for each of the six project countries.

 Institutional Arrangements

 Reporting

  • The consultant will report to, seek approval/acceptance of outputs from the HIV, Health an Development Team’s Programme Specialist
  • The contractor is expected to have her/his own office space, laptop and access to internet and a printer during the assignment

 Travel

  • No travel is currently foreseen for this assignment. Any travel that is required would be processed according to UNDP travel policy

Duration of the Assignmnet

  • The expected duration of the overall contract is from 1st March 2022 (or the day the contract is signed) and ending on 15  June 2023, or earlier, if the deliverables have been completed.
  • The estimated lead time for UNDP and their partners to review and comment upon outputs and certify delivery is usually 7 days maximum.

Objective of the assignment: UNDP seeks an experienced graphic designer to graphically design and lay-out knowledge products jointly developed by WHO, the FCTC Secretariat and UNDP on NCDs and their risk factors including laying out country-tailored investment case reports. Contributions will be made to both global-level knowledge products and country-level programming. Under the overall supervision of the Health and Development Programme Specialist, the consultant will be responsible for: 

 

  • Design FCTC Investment Case Reports for joint FCTC 2030 project countries that convey key messages to target audiences in compliance with UNDP and WHO FCTC Secretariat, following the general contents in the FCTC Investment Case reports developed to date including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports may require layout in both English and a second language. Reports to include a 2-page infographic.
  • Design NCD Investment Case reports for the UNDP/WHO global joint programme, illustrating the benefits of addressing NCDs now and the costs of inaction, following the general contents of the NCD Investment Case reports developed to date including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports may require layout in both English and a second language. Reports to include a 2-page infographic.
  • Design Nutrition Investment Case reports for the UNDP/WHO global joint programme, illustrating the benefits of addressing malnutrition now and the costs of inaction, following the general contents of the Investment Case reports developed to date including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports may require layout in both English and a second language. Reports to include a 2-page infographic.
  • Design two additional Investment Case reports for the UNDP/WHO global joint programme, illustrating the benefits of addressing a) Air Pollution in Nigeria and b) Road Traffic safety in Zambia now and the costs of inaction, following the general contents of Investment Case reports developed to date including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports to include a 2-page infographic.
  • Design SDG briefs for tobacco control including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports may require layout in English and a second language.
  • Design sectoral briefs for tobacco control including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required. Reports may require layout in English and a second language.
  • Design methodology papers that detail the methodologies of conducting investment cases on nutrition, air pollution and health taxes. Reports will include front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required.
  • Design health tax reports that overview and discuss findings from health tax modelling including front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required.
  • Design national tobacco control strategies established by countries to guide their response to the tobacco epidemic. Reports to include front and back covers, table of contents, chapter headings, individual pages, as well as insertion as appropriate of drawn illustrations, graphics, charts or any other visual representation that is required.
  • Design infographics and visual material for NCD, tobacco control and new initiatives (e.g. in nutrition) that convey UNDP and the UN’s approach to different external stakeholders.
  • Create draft design and layout for key NCD and tobacco control-related knowledge and communications material, most often in the form of Issue Briefs.

Academic Qualifications:

  • Bachelor’s degree in Social Science, Arts, or similar field.

Experience

  • At least 5 years of experience in Graphic Design, including Adobe InDesign and Adobe Illustrator (Required);
  • Experience designing reports, including annual reports for international organizations or large multinational companies (Required);
  • Experience designing visual identity for international organizations or large multinational companies (Required);
  • Previous affiliation/experience working in the UN or UNDP is an advantage;

Language and other skills:

  • Fluency in written and spoken English is required

Scope of Price Proposal and Schedule of Payments

  • All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal.
  • The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) in line with the schedule of payments table hereunder

Criteria for Selecting the Best Offer

  • Individual consultants will be evaluated based on the combined weighted method, where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and Having received the highest ranked score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • In this regard, the respective weight of the proposals is: Technical Criteria weight is 70% Financial Criteria weight is 30%
  • Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation.
