UNDP conceives of development as a process of enlarging people’s choices to realize their potential and enjoy the freedom to lead lives they value. Migration, both within and beyond borders, can expand people’s choices and have a positive impact on human development, through such avenues as increased household income and improved access to education and health services, for example.

However, much of today’s movement occurs under conditions of extreme vulnerability. A record number of people have been displaced by conflict and disasters in recent years. This presents not just a humanitarian problem, but also a long-term development challenge for the affected people, countries and communities. The average length of displacement stands at 17 years, suggesting that development solutions are needed that support displaced populations and their host communities not just in the immediate aftermath of a crisis, but with a view to fostering social cohesion and economic opportunities in the mid- and long-term.

Framed by UNDP’s Strategic Plan 2022-  – 2025, UNDP’s work on migration and displacement has been expanding in response to country/regional demands and situations. Our programmatic and policy advisory support focuses predominantly on the following areas of work – preventing and addressing negative drivers of migration, ensuring social and economic inclusion of migrants, refugees and IDPs, responding to large scale forced displacement/migration crises and long-term solutions to support people on the move including addressing counter-trafficking, supporting safe and voluntary return and reintegration and resilience-building.

UNDP’s engagement on migration and displacement is threefold. First, UNDP engages in the introduction of migration within development plans, and supports the implementation and review of the Global Compact for Migration (GCM) as an Executive Committee Member of the UN Network on Migration. Within that context, together with IOM and OHCHR, UNDP is also co-leading core working groups focused on providing the UN Network’s support to member states and UNCTs. Second, on forced displacement, UNDP has strengthened partnership with UNHCR to support the implementation of the Global Compact on Refugees, made commitments at the Global Refugee Forum and enhanced UNDP-UNHCR collaboration at the global, regional and local levels. Third, UNDP is also engaged in the GP20, the Global Action Plan on Internal Displacement particularly on seeking durable solutions to protracted internal displacement. UNDP will also be contributing to the implementation of the UN High-Level Panel on Internal Displacement’s report recommendations. 

Building on our strengths and expertise, UNDP is refining and elevating its positioning thought leadership, analysis, policy and strategy on human mobility and development. With the SDG Decade of Action and changing development landscape, UNDP is introducing new services on migration and displacement, backed by evidence and practice, to accelerate and scale up innovative and successful initiatives.

This work is led by the Recovery Solutions and Human Mobility Team (RSHM) in the Crisis Bureau (CB) as part of the Global Policy Network (GPN). CB/GPN is responsible for articulating UNDP’s development policy, using evidence gathered through country applications, regional experiences and global interactions.  CB/GPN has a key role to play in helping country offices accelerate human and sustainable development by supporting the design and implementation of programmes and projects that effectively contribute to country-owned policies and results.

 

Devoirs et responsabilités

  • Contribute to representation of UNDP as an Executive Member of the UN Network on Migration and provide technical support to draft policy documents and statements to ensure consistent promotion of development approaches to migration.
  • Provide technical and coordination support as Co-Chair of UNNM Core Working Groups 2.1 and 2.2, with IOM and OHCHR to build capacity for UNCTs and Member States on GCM implementation, including roll-out of the guidance and training package.
  • Ensure UNDP representation and contributions in the UNNM Core Working Group 1.2, Knowledge and Connection Hub, and other UNNM platforms, advocating for a development approach to migration.
  • Support UNDP senior management in advocacy and policy messages on migration and development, such as during the UNNM Principal-level meetings, Member States Briefings and UNNM Annual Meetings, and the preparations for and the follow up to the International Review Forum (IMRF).
  • Contribute to representation of UNDP in the Global Forum on Migration and Development (GFMD) and other key forums related to migration and development, providing inputs and technical guidance.
  • Support the development of activities to strengthen UNDP internal capacity to respond to migration and development requests at national, regional and country levels, such as UNDP assistance to GCM Voluntary National Reviews and national Pledges towards the GCM, in close coordination with UNDP human mobility regional advisers.
  • Coodinate with human mobility colleagues of the Instanbul Regional Hub so that priorities and requests of support and information sharing can be promptly and effectively addressed.
  • Contribute to developing a set of practical guidance and training materials on migration and development, ensuring coherence with UNNM guidance, training material on development solutions on forced displacement, and Crisis Bureau’s broader training and capacity-building programme on the Humanitarian-Development-Peace nexus and fragility framework in collaboration with CSMT and CFPET (Conflict and Fragility Policy Engagement Team).
  • Support resource-mobilization efforts with Switzerland and the European Union.

Compétences

  • Solid understanding of contemporary human mobility dynamics: migration and their relevance to crisis response and sustainable development;
  • Strong analytical, policy and programme development and training skills;
  • Proven strategic development and prioritization skills;
  • Working and networking with counterparts in international organizations, governments, civil society organizations and the private sector;
  • Good knowledge of the UN system, Global Compact for Migration, Global Compact on Refugees, Global Forum on Migration and Development (GFMD), migration inter-agency coordination mechanisms (e.g. UN Network on Migration), World Bank, IMF and bilateral partners; obtained both at the headquarters and field contexts;
  • Running consultative review and validation processes;
  • Strong written and oral communications skills;
  • Strong advocacy skills.

Qualifications et expériences requises

  • Master’s degree in a development-related field (Economics, Public or Business Administration, Political Science or other Social Sciences).
  • At least 10 years of relevant professional experience, including experience working on forced displacement/migration, recovery solutions and/or development issues, and in the UN System.
