UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. At the global, regional and country level, UN Women has been central to placing women’s rights and gender mainstreaming agenda at the heart of the COVID-19 response efforts, working jointly with a variety of development and humanitarian response partners to ensure that women are part of the decision-making that affect their lives and that COVID-19 response and mitigation measures are factoring in gender dynamics. The proposed project will leverage UN Women’s triple mandate (normative, coordination and operational) to effectively address the COVID-19 resurgence and its socio-economic impact on women, including in the context of humanitarian crisis.

Globally, as of January 13, 2022, there have been 315,345,967 confirmed cases of COVID-19, including 5,510,174 deaths, reported to WHO. A total of 9,194,549,698 vaccine doses have been administered.  The burden of COVID-19 is not equal, and the pandemic continues to deepen pre-existing gender and socio-economic inequalities. Poor populations and communities in humanitarian and conflict settings are more vulnerable than others to the socio-economic impact of COVID-19, of which women make up a large majority. Intersectional vulnerabilities further determine how women are affected, including women with disabilities, women headed households, adolescent girls, older women and others.

Gender-related barriers to health services include unequal social norms and harmful practices, lack of knowledge and information, lack of autonomous decision-making and control over financial means and lack of financial resources, limited freedom of movement and experience and risk of sexual and gender-based violence, exacerbated in humanitarian and conflict contexts. During the pandemic, women are experiencing an increase of the burden of unpaid care work, due to school closures and lockdowns, which may further limit their access to information about COVID-19 testing, prevention, vaccination and their access to related  services. 

Misinformation about COVID-19 is circulating, and this is impacting the acceptance and uptake of COVID-19 testing and vaccination. Gender-related factors influence vaccine confidence and hesitancy In some settings, women’s limited access to information, decision-making, and dependence on men in their households and those in perceived positions of power (e.g. teachers, local healers, religious leaders) can lead to higher suspicion of vaccinations.  To achieve adequate and inclusive uptake of COVID-19 testing and vaccination, women need to have correct access to information and be able to mobilize to counteract any misinformation spreading in their communities.

While women continue to be at the frontlines of the COVID-19 response, making up around 70% of the global health and care workforce, and making a difference as mobilizers and caregivers at community level, women are underrepresented in leadership and decision-making roles, both in parliaments, local governance, community level and in global health.

The emergence of the Omicron variant and new viral strains of COVID-19 further force countries and communities to prioritize prevention strategies and approaches; as well as to promote more rapid roll-out of vaccination deployment. It is critical for these efforts to be responsive to the socio-economic needs and priorities of the most affected and most vulnerable populations, especially women.

At the global level, UN Women is a signatory to the SDG3 Global Action Plan on Healthy Lives and Well-being (GAP) and chairs the GAP Gender Working Group. In a joint effort to spotlight the need to address gender-related barriers in the roll-out and uptake of the COVID-19 vaccine, UN Women has developed a Guidance Note and Checklist for Tackling Gender-Related Barriers to Equitable COVID-19 Vaccine Deployment together with UN University, GAVI, GFF, ILO, UNAIDS, UNDP, UNFPA, UNICEF, the World Bank and WHO to support countries and stakeholders to be responsive to gender dimensions of equitable vaccine uptake. The Guidance Note and Checklist highlight gender-related barriers to immunization which include unequal social norms, lack of autonomous decision-making and control over financial means, limited freedom of movement and experience, and risk of gender-based violence.

UN Women is also part of the H6 Partnership on health and works closely with other UN Agencies (UNAIDS, UNFPA, UNICEF, WHO) and the World Bank to address gender-related barriers that women face in accessing health services. The H6 Joint Programme 2011-2016 end line evaluation has shown that by investing in strengthening demand for services, it contributed to improved health outcomes for women. The role and contribution of UN Women in supporting community engagement and challenging harmful social norms was particularly highlighted by the evaluation.

To mitigate the risks faced by women and girls as a result of COVID-19 pandemic in Mozambique, particularly in the areas affected by conflict and humanitarian crises, UN Women seeks to promote the meaningful engagement of women is as important as targeting them in equal service access. UN Women seeks to foster the meaningful participation of women in community structures and decision-making forums related to COVID-19 prevention and mitigation to ensure the decisions reflect their needs, priorities and lived experiences, and that women have access to various decision-makers and stakeholders involved in the coordinated response.

With the support from the Government of Japan, UN Women and partners are working to reduce the disproportionate impact of COVID-19 on women and girls by promoting gender-responsive COVID-19 prevention and mitigation measures. Key outcome of the project will be to ensure women have knowledge and access gender-responsive COVID-19 prevention, testing and vaccination services free from stigma, discrimination and violence.

Under the overall guidance and direction of the Country Representative and the direct supervision of the Programme Specialist, the Programme Officer will work closely with the programme and operations team, Local Government, UN Agencies, and civil society organizations to ensure the technical direction and implementation of the project is maintained and key outputs are achieved in a cost effective and timely manner. The Programme Officer will be responsible for coordination and achievement of expected results of the project entitled “Preventing the spread of COVID-19 among women and girls: integrating gender perspectives in the COVID-19 response” which includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances and personnel of the portfolio/project

  1. Programme Implementation and Management
  • Responsible for day-to-day management, administration, and decision-making of thematic initiatives
  • Oversees strategic planning process for the Government of Japan supported Project and complementary projects and ensures its implementation in accordance with the signed project document;
  • Responsible for ensuring that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost;
  • Manage the realization of project outputs through activities;
  • Provide direction and guidance to the project staff and responsible party(ies);
  • Identifies partnership strategies regarding providers of specialized expertise and possible co-financiers, and assists in resource mobilization for project components;
  • Identify and obtain any support and advice required for the management, planning and control of the project;
  • Provide direct supervision and guidance to the project administrative staff to ensure administration of the project is carried out effectively;
  • Supports the effective application of RBM tools and monitoring achievement of results as per the project frameworks;
  • Manage projects appraisal and evaluation according to results-based management requirements.

Coordinating the project Preventing the spread of COVID-19 among women and girls: integrating gender perspectives in the COVID-19 response in Mozambique

  • Plan the activities of the project, implement and monitor progress against the initial quality criteria;
  • Support daily management of activities and managing project aspects delivered directly by UN Women - including identification and supervision of high level senior technical expertise if relevant;
  • Direct participation in project implementation through strategic advisory and technical inputs to partner-led interventions and processes - including substantive input to policy development, planning and monitoring processes and products relevant to prevent the spread of COVID-19 among women and girls and integrating gender perspectives in the COVID-19 response;
  • Monitor the implementation of activities and the expenditure of funds by partners;
  • Conduct regular monitoring visits at field level;
  • Review and coordinate the submission of implementing partners financial and narrative reports;
  • Communication and liaison with key partners and intended beneficiaries (IDP women), regular briefings on the project, documentation of case studies and innovative approaches
  • Network and build synergies with other UN agencies parties of the Project interventions at policy and programme levels, liaise with UN HQ and Government of Japan and ensure wide reaching dissemination of tools and good practices;
  • Incorporation of UN Women’s thematic expertise into the project approach and ensure collaboration with other UN Women strategies (women’s economic empowerment and ending violence against women and girls);
  • Manage and monitor the project risks and make recommendations on possible actions if required; update the status of these risks by maintaining the Project Risks Log; Monitor the implementation of project components, analyses problems that hamper their implementation and takes appropriate measures to ensure timely delivery of required inputs and achievement of project-wide results;
  • Ensure that the Project M&E plan is implemented; Monitor events as determined in the Project Monitoring Schedule Plan, and update the plan as required;
  • Prepare project progress reports (internal and external), information releases, as well as monitoring and review reports in accordance with UN Women and Government of Japan monitoring and evaluation rules and procedures;
  • Monitors and facilitates advocacy and mass media outreach activities, writing of success stories, newspapers coverage and campaigns;
  • Ensure sharing and learning at national level to strengthen gender mainstreaming into the peace, humanitarian and development nexus in ONE UN programming tools (UNSDCF, AWPs, etc.) and at regional and global levels through liaising with UN Women advisors, UN colleagues and others;
  • Organize workshops, seminars, and round tables to introduce project outputs to all stakeholders involved;
  • Liaises with other UN Women and bilateral and multilateral funded projects to implement possible synergies;
  • Update the UN Women financial management platform (Atlas/Quantum).
  1. Inter-agency Coordination Support on health and humanitarian response
  • Provides programme support to the UN Women Representative on inter-agency coordination related to the health, peace and security and humanitarian activities.
  • Provides inputs for the country level Comprehensive Country Assessment (CCA)/UNSDCF processes and similar exercises related to the UN system by ensuring that gender COVID-19, peace and security and humanitarian concerns are clearly reflected.
  • Contribute to CCA/ UNSDCF processes and other documents by collecting substantive inputs from the Programme Unit and analyzing and researching the health, political, social and economic situation in the Mozambique that may impact women and girls.
  • Contributes to the preparation and consolidation of quarterly progress and financial reports, annual and final project report in support of UN Women inter-agency coordination role.

2. Strategic Partnerships Building and Resource Mobilization Support

  • Supports strategic partnerships and resource mobilization efforts by researching relevant documentation and participating in donor meetings and public information events.
  • Design, implement and adjust partnership strategy and ensure coordination with national authorities, policy agendas, CSO partners and private sector;
  • Maintains information and databases on donors and developing database of project profiles for presentation to UN Women HQ and the Government of Japan.
  • Ensure good partnerships with Project with UN Women HQ, involved UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc.
  • Follow up on resource mobilization activities for fund raising for consolidation or scaling up demonstrated approaches for promoting socioeconomic recovery and resilience of women and girls affected by COVID-19, peace and security and humanitarian crises in Mozambique.

3. Advocacy and Knowledge Building and Management

  • Identify capacity building needs and provide technical support to implementing partners through, mentoring, learning exchange, training, and capacity development initiatives, as needed; 
  • Implement on-the-job technical assistance to implementing partners, women’s human rights organizations and relevant government entities;
  • Under the guidance of the supervisor, supports the establishment of advocacy networks at national level;
  • Ensure documentation of the project implementation process and products produced are in accordance with UN Women and Government of Japan guidelines;
  • Contributes to strengthen the Project learning agenda across outcomes through a strategic approach towards improved generation of evidence.
  • Supports relevant, high-impact advocacy activities and campaigns with key partners.
  • Collects knowledge on current and emerging trends by gathering relevant information on women and girls affected by COVID-19 and other humanitarian crises, approaches and ongoing experience for lessons learned and best practices.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in Health, Gender Studies, International Development, International Relations, Peace and Security Studies, International Humanitarian Law or any other relevant field;
  • A first-level university degree in combination with 8 years of qualifying experience may be accepted
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 6 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the development and promotion of policy reform in one of the following areas: health, gender and peace and security, humanitarian action, as well as socioeconomic recovery in post-conflict and humanitarian contexts.
  • Experience in coordinating, implementing, monitoring, and evaluating humanitarian and development programmes;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing.
  • Proven experience in leading teams effectively.
  • Experience in the management of Government of Japan supported projects is an asset.
  • Previous professional experience in developing and emerging economies.

Language Requirements

  • Fluency in English and Portuguese is required.
  • Knowledge of local languages is added value
