I. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The purpose of this consultancy is to support the implementation of the Building Back Better programme, as well as the Making Every Woman and Girl Count programme in Asia and the Pacific by supporting the sampling design of a gender-environment survey to generate sex-disaggregated indicators.

II. Scope of consultancy

 

To support member states in coping with, and recovering from, the COVID-19 crisis through evidence-based decision-making, UN Women’s Regional Office for Asia and the Pacific is implementing the programme “Building Back Better: Promoting a gender data-driven response to the COVID-19 pandemic in the Pacific and South-East Asia”, with the generous support from the Australian Department of Foreign Affairs and Trade. The programme supports countries to generate gender data to measure the impact of the crisis and the resilience of women and men in the Pacific and South-East Asia. It also supports evidence-based decision making to ensure policy responses to the COVID-19 crisis are gender-responsive. In this regard, the programme is supporting the roll out of gender and environment/resilience surveys in countries in the Pacific. These surveys utilize methodology recently developed by UN Women under the Making Every Woman and Girl Count programme.

 

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (MEWG)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2)Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

 

Within the context of implementing both these programmes in Asia and the Pacific, and with the ultimate goal of making the methodology on measuring the gender-environment nexus more suitable for gender analysis, UN Women is looking to hire a senior sampling expert (consultant) who will support with the sampling design of a specialized household survey on gender and the environment to enhance the quality, availability and use of gender-environment statistics.

III. Roles and responsibilities

 

  • Produce a statistical review of sampling methods for gender analysis in official statistics, with a focus on gender-environment surveys, highlighting advantages and disadvantages of each method, feasibility in low-income countries and implications for field operations.
    • Considering the growing evidence on measurement error associated with proxy respondent, and the need to interview multiple individuals of different sexes within household, thoroughly review sampling methods for gender analysis in official statistics, highlighting advantages and disadvantages, requirements for their application, feasibility, and implications for field operations. The statistical review should highlight specific examples from other surveys and, include a list of recommendations regarding sampling methods for gender-environment surveys.

 

  • Design and deliver a training workshop on sampling methods for gender-environment surveys
    • Based on the statistical review of sampling methods, design a training workshop on sampling methods for gender analysis in general, and a specific session on sampling for gender-environment surveys. This should include PPTs, exercises, and other background materials for the event.
    • Deliver one training workshop for UN Women staff and country counterparts.

V. Required qualifications

 

  • Master’s degree in the field of mathematics, statistics, or related area.
  • A minimum of 10 years professional experience in sampling design and implementation of specialized household surveys
  • Mastery knowledge of sampling methods for gender analysis
  • Knowledge about gender data and statistics on gender equality and the empowerment of women desirable
  • Knowledge about environment data, including disaster statistics, climate change statistics and system of economic and environmental accounts desirable
  • Experience engaging with the United Nations in the area of statistics
  • Experience working in countries in Asia and the Pacific desirable
  • Excellent command of English  

 

VI. Contract duration and duty station

The consultant will be home-based. In the event of necessary travel, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

 

VII. Evaluation

 

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

IX. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
