UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

In Ukraine, UN Women works with the government, parliament, and civil society to advance gender equality through the implementation of the national and international commitments on gender equality and women’s human rights. The work of UN Women Ukraine is guided by the following strategic goals: elimination of violence against women and girls; implementation of the women, peace, and security agenda; and gender-responsive governance. UN Women collaborates closely with the UN Country Team to integrate women’s rights and gender equality in all spheres of the UN’s work in Ukraine.

Russian military aggression on Ukraine launched on 24 February 2022 resulted in an unprecedented loss of life, damage, destruction, and displacement. 18 million people, or half of the population, are projected to become affected, including already 6.7 million people newly internally displaced, most to the Western regions of Ukraine. Of the affected population, 12 million people are expected to need urgent humanitarian assistance.

On 1 March 2022 the United Nations and humanitarian partners launched coordinated emergency appeals for a combined US$1.7 billion to urgently deliver humanitarian support to people in Ukraine and refugees in neighboring countries.

In line with its triple mandate and guided by the IASC Guidelines on Gender in Humanitarian Action, UN Women provides technical and coordination support to key stakeholders on mainstreaming fulfillment of the rights and the needs of women and girls in humanitarian needs assessments and response plans based on data and analysis.  UN Women provides analytical findings and recommendations on addressing the humanitarian needs of women and girls based on the findings of the Rapid Gender Analysis and consultations with the National Gender Mechanism and women’s CSOs. UN Women supports the mobilisation of women facing multiple forms of discrimination by strengthening their participation in planning, monitoring, and evaluating humanitarian response and service provision through the engagement of women’s CSOs. UN Women supports the national stakeholders with a gender analysis of humanitarian response and mapping of available services, monitoring of the rights of women and girls in a war context, prevention and response to CRSV, conducting the communication campaign on the needs of women and girls, their access to services, and promotion of women’s leadership in humanitarian response and peace and security efforts.

Under the overall guidance and direction of the International  Project Manager, the Project Specialist contributes to the effective coordination of gender mainstreaming of humanitarian assistance in Ukraine, by providing substantive inputs to programme design, formulation, implementation, evaluation, and reporting.  S/he guides and facilitates the delivery of UN Women programmes by providing support in strengthening the national capacity for gender-responsive humanitarian assistance (GRHA) and empowering women facing multiple forms of discrimination to participate in humanitarian response at national, regional, and local levels.  She/he works in close collaboration with the programme and operations team, UN Women Country, Regional and HQ staff, Government officials, Parliament, Ombudsperson, line ministries, pilot regional and local administrations, multi and bi-lateral donors, and civil society ensuring successful UN Women programme implementation under portfolio.

The key results of this post directly impact the ability of UN Women to effectively implement UN Women’s programs and related operations to address a war impact on women and girls. This impact should lead to enhancing the visibility and image of UN Women as an effective leader in gender mainstreaming of humanitarian assistance within the country.

Programme Development and Management (on gender-responsive humanitarian assistance in Ukraine)

  • Ensure substantive contribution to the data collection and analysis of a war impact on the rights and opportunities of women and girls and prepare substantive inputs to the UN Women country office re-programming;
  • Keep abreast of the situation developments and analysing UN Humanitarian Country Team situation reports, humanitarian needs overviews, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • Design and formulate programme initiatives translating UN Women’s mandate on gender mainstreaming of  humanitarian response into local interventions and ensuring substantive rigor in the design and application of proven successful approaches;
  • Analyze quality of programme/projects design incorporating lessons learned, newly developed policies, and best practices and establishing appropriate execution and monitoring mechanisms and systems;
  • Expedite and coordinate programmes/projects implementation establishing collaborative relationships with executing agencies, experts, government counterparts, and other UN agencies facilitating timely and efficient delivery of inputs;
  • Ensure effective application of RBM tools and monitoring achievement of results;
  • Supervise, coordinate and monitor field level activities of the portfolio.

Inter-Agency Coordination Support (gender-responsive humanitarian assistance in Ukraine)

  • Provide substantive support to the UN Women Representative on inter-agency coordination related activities;
  • Serve as a focal point on the implementation of the Joint Programme “Mainstreaming gender-responsive disability inclusion in humanitarian response in Ukraine” and ensure that concerns of women with disabilities are clearly reflected and mainstreamed in the process in line with the CEDAW, the CEDAW Committee General Recommendations #18 and the CRPD;
  • Prepare substantive inputs to UN Women’s documents including analyzing and researching the security and humanitarian situation in Ukraine;
  • Ensure preparation of analytical and regular progress reports on UN Women´s program experiences in support of UN Women’s inter-agency coordination role;
  • Provide substantive inputs to the work of the UN Theme Groups, including on Gender, Human Rights, and the work of Humanitarian Clusters.

Strategic partnerships building and resource mobilization support (Gender-responsive humanitarian assistance)

  • Build strategic partnerships and resource mobilization efforts by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
  • Provide substantive inputs to resource mobilization strategies, analyse and maintain information and databases on donors and develop a database of project profiles for presentation to donors;
  • Create and coordinate partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society, etc.;
  • Ensure analysis and research of information on donors, prepares substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
  •  Ensure monitoring of resources mobilization activities for fundraising for new projects in coordination with the UN Women Representative.

Advocacy support and facilitation of knowledge building and management (Gender-responsive humanitarian assistance)

  • Manage the establishment of advocacy networks at the national level and linkages to international networks;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Ensure awareness about the war’s impact on the rights of women and girls by analyzing programme, projects, strategies, approaches, and ongoing experience for lessons learned, best practices, and sharing with management for use in knowledge sharing and planning future strategies;
  • Prepare articles and social media materials on the project activities as well as the thematic materials;
  • Proactively contribute to knowledge networks and communities of practice.

MEASURABLE OUTPUTS OF THE WORK ASSIGNMENT:

  • Substantive support to the UN Women Representative on inter-agency coordination related activities is provided;
  • Results, expériences, and lessons learned during implementation of the project disseminated at the national and regional levels;
  • Programme initiatives are designed and formulated for translating UN Women’s priorities into local interventions;

Qualifications et expériences requises

Education:

  • Master’s Degree (or equivalent) in Human Rights, Law, Gender Studies, Business or Public Administration, Economics, International relations, Management, Social or Political Sciences, or related field. 

Experience:

  • A minimum of five (5) years (with Masters’ degree(or equivalent)) of relevant progressively responsible experience at the national and/or international level (e.g.  in project/programme formulation, management, local governance, private sector development, monitoring, and evaluation) Experience and understanding of implementing, human rights, gender equality, and women's empowerment projects/initiatives.
  • Experience in gender-sensitive humanitarian response is desirable.
  • Knowledge of and previous experience with governance and reforms in Ukraine is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language Requirements:

  • Fluency in English and Ukrainian;
  • Working knowledge of one or more additional languages relevant to Ukraine, including Russian, Romani, sign language, and others is an asset.
