UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at
national and local levels.
As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. The Global Fund – Health Implementation Support Team, HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.
UNDP has been identified by the GF as the interim PR for the Pakistan HIV grant for the implementation period 1 July 2021 to 31 December 2023. For effective implementation of the Global Fund resources, UNDP Pakistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national systems. The GF resources are implemented in accordance with UNDP rules, policies and procedures, the grant confirmation, corporate agreements with the GF and in close coordination with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs) andSub-sub-Recipients (SSRs), NGOs, CSOs, communities, technical partners, UN entities and the Global Fund (Local Fund Agent) and Country Coordinating Mechanism.
A focus of the grant is improving and expanding prevention, treatment and care services to key populations at-risk to or living with HIV in Pakistan. In order to substantially increase coverage targets, the PMU is adopting a service expansion strategy that entails reviewing the delivery of programme activities at the level of SRs, introducing innovations in key areas, and identifying new partners to expand service coverage and quality of services.
In order to rigorous and accelerated service coverage expansion process, UNDP Pakistan is seeking to deploy an experienced Procurement Specialist to join the dynamic and diverse PMU. S/he works in close collaboration with the operations, programme and the PMU on procurement related issues under the supervision of the Project Coordinator.

Devoirs et responsabilités

1- Ensures effective implementation of procurement strategies and adaptation of processes in full compliance with UNDP rules and regulations

  • Review and advise the Project Coordinator and PMU on the UNDP rules, regulations, and policies and Global Fund operational policies.
  • Ensure compliance of procurement activities with UNDP rules, regulations, policies and procedures.
  • Participate in decision making on plans and policies affecting the GF programme operational systems in the area of procurement of non-health goods and services.
  • Recommend contracting modalities for non-health goods and services and outsourcing interventions.
  • Engage in the development of relevant documents, and evaluation criteria, in compliance with the organizational policies and ensure proper processes are followed in the establishment of evaluation panels, evaluation etc.
  • Ensure the implementation of effective monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, and contracting in full compliance with UNDP rules, policies and procedures.
  • Engage in quality assurance reviews of procurement operations and propose corrective and improvement measures.

2- Ensures efficient procurement management operations and management

  • Oversee compliance with UNDP rules, policies and procedures and management of the PMU procurement strategies, including sourcing strategy, supplier selection and evaluation, quality management and customer relationship.
  • Leads on the development of the procurement strategies for service coverage expansion and implementation of the strategy from plan to the signing of agreements and establishing a performance management system.
  • Leads on the development of the procurement strategies for IBBS from plan to the signing of agreements.
  • Leads on the development of the procurement strategies for technical assistance services from plan to the signing of agreements and implementation of the strategy to the signing of agreement(s).
  • Leads on the development of the procurement strategies for non-health commodities from plan to the signing of agreements and implementation of the strategy to the signing of agreement(s).
  • Prepare and update rosters of consultants/vendors.

3- Ensures effective risk management and assurance practices across the PMU operations:

  • Review the PMU business processes and develop SOPs to address exceptions and document prevailing changes when required.
  • Regularly provide mapping of risk management gaps within the PMU business processes and suggest mitigation measures to Project Coordinator.
  • In collaboration with the Project Coordinator build a culture of Risk Management amongst PMU staff and partners.

4- Ensures knowledge management and sharing:

  • Implement corporate operational strategies introducing best practices, lessons learnt and knowledge management initiative.
  • Keep up-dated knowledge as to changes in UNDP and GF procurement rules, policies and procedures.

Qualifications et expériences requises

Bachelor’s or Master's degree in Business Administration or Supply Chain Management, Procurement, Economics, or related field is required.

At least five years of relevant experience in procurement with a Masters Degree. With a Bachelor’s Degree, seven years of relevant experience in procurement is required.

Required skills and competencies:

  • Demonstrated advanced analytical skills.
