UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Policy, Programme and Intergovernmental Division develops and implements UN Women’s program of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at country and regional level on issues of gender equality and women’s empowerment.

The Peace and Security Section of the Policy Division supports UN Women to fulfil its coordination mandate in the area of peace and security, UN system efforts to promote improved implementation, and monitoring and reporting of global commitments on women and peace and security, including as set out in the Beijing Platform for Action and in Security Council resolutions on Women, Peace and Security, on peacebuilding and sustaining peace, relevant Statements by the President of the Security Council, as well as related accountability frameworks established by the UN system.

A communication and advocacy strategy will be developed in the inception phase of the project and will aim to support and provide visibility to the implementation of the programme. UN Women’s Communications & Public Advocacy Strategy, geared toward keeping up and expanding the momentum for women’s empowerment and gender equality as central to the global blueprint for people and planet, will be used as a guidance for communication and advocacy. The ‘European Union Communication and Visibility in EU-financed External Actions,’ is the key reference document that will guide project’s communication and advocacy strategy and its implementation, ensuring communications activities and products are executed and produced efficiently, consistently, to a high standard, and in a timely manner in alignment with the EU’s branding and visibility guidelines

Throughout the project implementation at global and country levels, UN Women will carefully calibrate its communications efforts to help advance the communication objectives hereby presented and to make a strong case for our interventions, while being prepared to react swiftly and with flexibility to adjust the trajectory of the proposed plan in close consultation with the EU.

Under the supervision of the Strategic Military Advisor, the consultant will be primarily responsible for developing the communication and advocacy strategy in the inception phase of the project.

Devoirs et responsabilités

The Communications Consultant will be expected to deliver on the following:

  • Develop a comprehensive communication and advocacy strategy as an annex to the inception report which covers the duration of the project, including a media campaign, incorporating monitoring and evaluation mechanisms (preferably in the format of templates) into the strategy, as well as new, responsive, and sustainable communication and advocacy initiatives. The strategy must have social and political sensitivities built in, especially as they relate to social media and visibility and to the current contexts in CAR and Mali.
  • Create an annex to the overall communications and advocacy strategy on knowledge management that will outline how to collate information and resources and support knowledge collection and dissemination.
  • Support in drafting communications materials outlined in the inception portion of the inception phase, including informational assets and communications content creation around key messages.

Qualifications et expériences requises

Education: University studies in one of the following disciplines: Journalism, Communication. Alternatively, studies in international relations, international development, or other relevant subjects with a focus on journalism or communication is sufficient. Additionally, having a background on women, peace and security is desirable

 

Skills and Experience: 

  • Demonstrated ability to produce high quality project documents and communication plans
  • 2 plus years of experience on peace and security issues and research.
  • Ability and willingness to work as part of a team to meet tight deadlines and produce high quality work.
  • Strong knowledge of the UN’s women, peace and security mandate and familiarity with UN Women’s work, as well as the social and political contexts in CAR and Mali.
  • Demonstrated commitment to gender equality and/or women’s rights.

 

Language requirements: 

  • Excellent communication skills (written and oral) in English and French are required.
  • Working knowledge of another UN language is an advantage.
