Office/Unit/Project Description

The United Nations Development Programme (UNDP) is a global organization with more than 20,000 personnel working in approximately 170 offices globally. UNDP works in development and crisis settings with the aim to achieve the eradication of poverty, reduction of inequalities and exclusion, and sustained development results.


UNDP offers a broad range of learning opportunities to its personnel, at the global level or local/office level. This offering constitutes a significant investment for the organization so it is important to ensure that the specific learning interventions it includes are appropriate and effective. To this end, a new monitoring and evaluation (M&E) framework for learning, called “Learning for impact” has been drafted by the Talent Development Unit (TDU) in the Office of Human Resources (OHR). It aims at systematically identifying learning needs, mapping the learning environment in which UNDP’s personnel evolve and how individual learning interventions align with needs and what results they produce.


To implement the Learning for Impact framework, a number of dashboards, reports and dedicated applications must be developed and/or adapted to ensure we consistently capture and present data. Considering the current IT environment of UNDP, the Microsoft Power Platform appears to be offering the tools needed to develop those solutions.

 

Institutional Arrangement
This post will report to the HR Manager, Capability Development in the Talent Development Unit (BMS/OHR/TDU), based in Copenhagen, Denmark.
She/he will work closely with the Talent Development Services team who has the overall responsibility of managing reports and evaluations for learning and development.

Location: Preferably office based (remote work is an option)

Duties and Responsibilities
a) Design and create an application supporting the country office learning planning process. This application will consist of forms, automations and reports. It will facilitate a workflow through which data is captured at the office level, presented to various stakeholders through various reports, and maintained/updated throughout the year. Complement this solution with a chatbot (with Power Virtual Agents) to guide country offices through the identification of learning solutions for their needs.
b) Create an application to manage the definition and implementation of evaluation strategies for each individual learning intervention in UNDP. This application also constitute primarily of forms that should populate reports and/or other forms used for next steps of the workflow. The application helps identify learning objectives, their nature, and then select and schedule appropriate evaluation methods. A number of automated reminders are
c) Create various dashboards and reports allowing UNDP personnel to explore [1] current learning needs, [2] key indicators describing the learning environment and culture and [3] the impact of individual learning interventions. These reports and dashboards will need to connect to various sources (spreadsheets, HR systems and other learning systems).
d) Support automation of application processes for learning programmes as well as other communication (e.g. sending engagement emails) and monitoring (e.g. asking colleagues to review progress at a regular interval).

For each of the three major outputs described above, the consultant will work with the Talent Development team based in Copenhagen to first document an efficient design (wire frames, workflows and implementation plans). The consultant will then lead the concrete development of the applications (with Power App), automations (with Power Automate) and reports (with Power BI or as appropriate).
e) Finally, the consultant will provide some training and documentation for the Talent Development team to maintain the deliverables (about 5 days over the entire period and across all products).

Qualifications et expériences requises

Min. Education requirements

  • Master level degree in IT, data analysis or other related areas.

Min. years of relevant work experience

  • A minimum of 2 years of relevant experience after Masters or PhD experience developing dashboards and custom applications using the Microsoft Power Platform.
  • Experience in Human Resources Development and/or Management is desirable.
  • Understanding of HR systems and data mining principles

Required skills

  • Expert level with the Microsoft Power Platform: Power BI, Power Apps, Power Automate and Power Virtual Agents
  • Data analysis (full ETL process) and data visualization

Desired skills

  • Design of prototypes for applications
  • Advance BI visualisation skills
