UNDP Iraq Mission Statement
Iraq is recognized as one of the most affected countries by the harmful effects of climate change. Iraq ratified the Paris Agreement on January 14, 2021. In October 2021, the Government of Iraq (GoI) signed their first Nationally Determined Contribution (NDC) and submitted to the UNFCC. Upon request of the Government of Iraq, UNDP is supporting Iraq in implementation of the NDC, including through capacity development, advisory for sectoral planning and formulation of related strategies, frameworks and instruments. 
Facility for Economic Reform (FFER) is a programme financed by the USAID and implemented by UNDP to support the Government of Iraq (Federal) in carrying out their economic reform agenda. Given the high importance of Climate Change, Environment and Energy issues to the reforms, based upon request of the GoI, the USAID and UNDP have agreed to provide advisory support on a number of aspects of the climate change adaptation and mitigation, especially with regards to formulation of policies and strategies.

Organizational Context
In October 2020, Iraq prepared its White Paper for Economic Reform, which seeks to put Iraq’s economy on a path that allows the state to take appropriate steps to develop into a diversified and dynamic economy. To supplement the White Paper, the government aims to develop a Green Paper (a green economy strategy) so that the national economic reforms could be guided by green agenda. 

To support the Government of Iraq with the preparation of Green Paper, UNDP’s FFER is seeking an international expert with following scope of work and qualifications.

SCOPE OF WORK AND DELIVERABLES
Objective of the Assignment:
The overall objective of the assignment is to support the Ministry of Environment to develop a Green Paper for Iraq 2022-27 to lay out pathways for sustainable development that will increase resilience, strengthen Iraq’s capacity to contain shocks and recover from catastrophic events. It will help to ensure that natural economic development and reform in the country is guided by the environmental and climate change agenda, and the potential of natural resources is exploited in a sustainable way. The Paper shall be based on a thorough assessment of comparative scenarios for future growth which takes into account economic, social and environmental aspects.

The assignment will involve support to the Ministry of Environment in establishing the national capacity for formulating and implementing a green economy strategy. By compiling information and analysis on green growth, the Green Paper will set the ground for transition to green economy.

The advisory support under this consultancy will help to establish institutional mechanisms for cross-sectoral engagement and build consensus among policy makers and other stakeholders on green economy pathways. The work would involve identification of priority activities and analysis of potential projects.

Methodology:
The Green Economy Expert will work under the overall guidance and supervision of the Special Advisor to the Minister of Environment, as well as in coordination with the Portfolio Manager of the UNDP’s Environment, Energy, Climate Change (EECC) pillar and the Project Manager of the FFER-Federal. The international expert will be supported by a national expert.

1. Inception Report (Five working days):
The consultant shall prepare an Inception Report based upon a desk review of the:
• existing climate-related policies and reports in Iraq such as Iraq’s NDC, national communication reports, Biennial update reports, National Environmental Strategy and Action Plan, National Biodiversity Strategy and Action Plan, National Adaptation Plan (NAP), etc.
• relevant strategies and policies on economic strategy of Iraq; i.e. the White Paper and others

The Inception Report shall include the detailed workplan and the engagement plan with stakeholders; including those from public sector, private sector, civil society academia and international development partners.  Homebased. 

2. Baseline Report (15 workdays)
The consultant shall prepare a Baseline report for green growth in Iraq. The report shall include: Situation analysis, challenges and opportunities for green growth in Iraq. The consultant shall hold consultations with the different set of stakeholders in order to prepare the baseline report.  At least 10 work-days shall be in Iraq to conduct bilateral meetings with stakeholders and five work days homebased. 

3. Draft Green Paper (40 workdays)
The consultant shall prepare the draft of the Green Paper with inputs from the different categories of stakeholders. The Green Paper shall include the following:
• Strategic vision, objective statement, and pathways toward real economic, social, and environmental benefits
• Roadmap for implementing green growth strategy in priority sectors
• Targets and Results Framework for Green Growth
• Monitoring and evaluation framework
• Plan for implementation of the Green Growth Strategy in priority sectors

The consultant shall spend at least 10 days in Iraq to gather data, carryout the consultations and analysis. Thirty days work from home. 

4.Presentation of draft to stakeholders and feedback (15 workdays)
The consultant shall facilitate at least three (3) consultation workshops to present the draft of the Green Paper and seek feedback and recommendations from the stakeholders. The list of stakeholders will be developed in consultation with the UNDP and the Government of` Iraq (Ministry of Environment). The consultant shall Finalize the Green Paper based upon stakeholder feedback. The costs of the participants and venue etc will be covered by UNDP, while consultant shall estimate his own travel and stay costs and include in the financial proposal. The consultant will prepare the agenda for the stakeholder workshops in consultation with UNDP and MoEn. The consultant shall arrive in Iraq at least 3 days prior to the consultations. Seven days in Iraq and Eight days homebased. 

5. Final draft of Green Paper (Five Days)
The consultant shall finalize the Green Paper based upon stakeholder recommendations and organize a debriefing for the UNDP and the Ministry of Environment.  Three days in Iraq and two days homebased. 

Location, timeframe for the assignment process 
The assignment will take place between July 2022 – March 2023. The security situation in each location will be reviewed to make a decision on different activities. The assignment and final deliverable are expected to be completed no later than 31st March 2023 as per the details in the Scope of Work and the Deliverables tables. The consultant may carryout certain activities from home, however, She/he will be required to travel to Iraq (Baghdad, Erbil and other places) for completion of different activities, meetings, interviews, consultations, training and presentations. In total at least four international missions shall be conducted to Iraq. The assignment may involve at least 1 in country mission to Erbil and 1 to Basra of at least 2 days each. Any additional in-country missions will be decided jointly by the consultant, the UNDP and the Ministry of Environment. The costs of additional in country missions will be covered by the UNDP.   

Deliverables and payment schedule 
The consultant is expected to prepare and submit the following deliverables. It should be noted that the following list of deliverables might be subject to review and revision by UNDP in discussion with the consultant in the event of unexpected changes to the context during the consultancy period. Payments will be made upon acceptance and approval by UNDP of the planned deliverables, based on the following tentative payment schedule:

REQUIRED COMPETENCIES, QUALIFICATIONS AND EXPERIENCE:

Academic Qualifications:

• A Master’s Degree or equivalent in Environment, Climate Change, Energy, Economics, or related field.

Experience:

• At least 10 years of relevant working experience in environment, green economy, energy and climate change-reform work 
• At least 5 years of demonstrated experience of leading NAMA strategic planning and green growth strategies required 
• At least 5 years of experience in conducting situation analyses and needs assessments related to environment, energy and climate change reform in developing countries
• Experience in facilitating dialogue among multi-disciplinary stakeholders at a high political level to formulate, validate and adopt reform priorities
• Demonstrated ability to facilitate consultative meetings and make presentations of technical findings to a wide audience
• Specific experience of work in resource rich economies and conflict-affected countries would be an advantage.
• Experience with and knowledge of UNDP policies and procedures.
• Experience of working in Iraq would be an advantage
• Experience in the usage of office software packages (MS Word, Excel, etc) is required.

Language: 

• Demonstrated ability to write high quality technical reports in English

Qualifications et expériences requises

PROCEDURES AND LOGISTICS

The assignment is commissioned by UNDP Iraq’s Energy, Environment and Climate Change Pillar (EECC). The main UNDP Focal Point will be the Portfolio Manager (PM) of the EECC pillar. The Portfolio Manager will serve as the focal point to provide both substantive and logistical support to the Consultant/s. Assistance will be provided by the PM to make any refinements to the work plan of the selected Consultant/s (i.e. coordination with target entities, access to relevant documents, survey coordination and organization of interviews). This TOR shall be the basis upon which compliance with assignment requirements and overall quality of services provided by the Consultant will be assessed by UNDP.

As part of the assignment: 

• UNDP will provide office space with access to the internet and printer when in-country
• UNDP will provide the following list of additional documents to the selected Consultant 
• Share any relevant reports or documents  
• Connect to the Ministry of Environment or any other relevant stakeholders 
• Support in the holding of stakeholder consultations 

The Consultant is expected to 

• Have/bring their laptops, and other relevant software/equipment.
• Use their own mobile and personal email address during the consultancy period, including when in-country.
• Make their own travel arrangements to fly to Baghdad and transportation arrangements outside work hours.  UNDP will make arrangements for in-country travel to any other locations, as required. 
• UNDP will make arrangements for interpretation services locally, as required. 

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

1. Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract of 80 working days.

2. DSA/Living Allowance – The Consultant shall be separately paid the Living allowance/DSA as per applicable UNDP rate for stay in Baghdad/Iraq and travel to other locations as per actual number of nights spent in Baghdad or other locations. Deductions from DSA shall be made as per applicable UNDP policy when accommodation and other facilities are provided by UNDP. An estimated provision in this regard shall be included in the contract. The consultant need not quote for DSA in Financial Proposal.

3. Accommodation in Baghdad/Iraq - The Consultants are NOT allowed to stay in a place of their choice other than the UNDSS approved places in Baghdad/Iraq. UNDP will provide accommodation to the Consultant for the duration of the stay in Baghdad/Iraq in UNDSS approved places. Deductions in this regard shall be made from DSA payment as per applicable UNDP Policy.

4. Travel & Visa – The contractor shall propose an estimated lump-sum for home- Baghdad/Iraq -home travel (economy most direct route) and Iraq visa expenses.

5. The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables and at the end of assignment.

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. 

Evaluation Method and Criteria:

Individual consultant will be evaluated based on the following methodology:

Award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

1) Responsive/compliant/acceptable, and

2) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 70 points (70% of the total technical points) would be considered for the Financial Evaluation.

Qualification and Experience (100 marks):

• At least 10 years of relevant working experience in environment, green economy, energy and climate change-reform work (10 points)
• At least 5 years of demonstrated experience of leading NAMA strategic planning and green growth strategies required (15 points)
• At least 5 years of experience in conducting situation analyses and needs assessments related to environment, energy and climate change reform in developing countries (15 points)
• Experience in facilitating dialogue among multi-disciplinary stakeholders at a high political level to formulate, validate and adopt reform priorities (10 points)

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

• p = y (µ/z), where
• p = points for the financial proposal being evaluated
• y = maximum number of points for the financial proposal
• µ = price of the lowest priced proposal
• z = price of the proposal being evaluated

Interested international Consultant must submit the following documents/information to demonstrate their qualifications in one single PDF document:

1. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

All materials developed will remain the copyright of UNDP Iraq.  UNDP Iraq will be free to adapt and modify them in the future.
