Small-scale mining is considered as one of the strategies to reduce poverty in Namibia. To date, many less advantaged people are engaged in small-scale mining activities in efforts to generate income. Small-scale mining in Namibia is concentrated mainly on semi-precious stones, such as tourmaline, smoky quartz, beryl, amethyst, prehnite, rock crystals and schorl. Despite the benefits derived from such activities, small-scale mining conditions in Namibia, as in many other countries, are generally not favourable. This is due to a variety of factors including health and safety risks. Health and safety requirements are not presented in a manner that is easy to understand for small-scale miners majority of whom only have nominal formal education. Small-scale miners in Namibia are faced with a myriad of challenges that include harsh working conditions, unsafe or wrong mining methods, and lack of proper mining equipment. An Environmental scoping study was conducted at Otjakatjongo from which an Environmental Management Plan (EMP) has been developed; however, it has not yet been implemented. Additionally, the small-scale miners at Otjakatjongo have not been trained on the implementation of Health and Safety Guidelines that were developed for small-scale miners in Namibia. Against this background, the Ministry of Mines and Energy (MME) in partnership with the United Nations Development Programme (UNDP) require services of a consultant or consultants to train the small-scale miners at Otjakatjongo in Erongo Region on the implementation of the Environmental Management Plan developed for their mining area as well as train them on First Aid and the use of the Health and Safety guidelines.

Devoirs et responsabilités

The consultant will be expected to develop training materials and to train small-scale miners at Otjakatjongo on First Aid, Occupational Health and Safety guidelines for small-scale mining activities as well as implementation of the Environmental Management Plan (EMP) for Otjakatjongo. The EMP and the Environmental, Health and Safety guidelines for small-scale miners in Namibia will be provided. However, the consultant will be responsible to come up with the contents of the First Aid training. The training should be provided in a way that is simple and easy to understand and implement. The training materials should contain important information on potential hazards, along with their mitigation measures. The use of pictures/illustrations is recommended where possible. In addition, the training must include content on applicable policies on health and safety in a working environment in Namibia. The work will be comprised of desktop research and onsite training.

• Understanding of issues related to environmental management and mining; and
• Excellent English communication skills.

Qualifications et expériences requises

Education:

• Masters Degree preferably in one of the following disciplines: Mining, Environmental Sciences, Environmental Management, Environmental Health, Geology or other related disciplines.

Experience:

The consultant to develop health and safety guidelines should demonstrate experience in development of regulations and guidelines. The prospective consultant should be in possession of the following:

• 2 Years Experience in the mining sector, especially ASM, policy and legislative analysis and a good understanding of mining governance.
• 2 Years Experience in conducting training on implementation of EMPs
• Extensive knowledge of environmental sector policies and regulations.
• Knowledge of the health sector policies, laws and regulations.

Language requirements:

• Fluency in written and spoken English.

Intellectual Property:

All information pertaining to this project as well as outputs produced under this contract shall remain the property of the UNDP/MME who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP/MME in line with the national and International Copyright Laws applicable.

Evaluation Method and Criteria:

Cumulative analysis:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

• Responsive/compliant/acceptable; and
• Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
• Technical Criteria weight: [70%]
• Financial Criteria weight:  [30%]

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Proposal Submission and Budget formulation:

Prospective consultants should submit proposals presenting the budget in Namibian Dollars, clearly indicating the daily consultancy fees (in the case of regulated professions, proof of gazetted fees), transport for field visits, logistics, accommodation, and VAT. In addition to the financial proposal, they should present technical proposals indicating the methodology to be employed for the assignment. The proposals should be in agreement with the timelines that have been included in these Terms of Reference (Annex I), to allow for review.

Institutional Arrangement

The consultant is expected to commence with the assignment upon contract signature and should work closely with MME and UNDP. In addition, he/she should avail his office facilities, equipment, transport, meals and accommodation during the fieldwork and the entire duration of the assignment.

UNDP is applying fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their price proposals.
