The United Nations Human Settlements Programme (UN-Habitat) the agency for human settlements and sustainable urbanization mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into inclusive, safe, resilient and sustainable places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector.

Year 2021 ushers the Decade of Action to accelerate the achievement of the Sustainable Development Goals and deliver the 2030 Agenda. It is critical facilitate the global efforts to realise the SDGs. Cities are a major transformative force as innovators and implementors of the SDGs. To advance local actions, it is important to further incentivise cities through global advocacy, cooperation and recognition of excellence among the international community.

UN-Habitat repositions itself as a Centre of Excellence and innovation, which acts as a multiplier in the exchange of knowledge, experience and best practices in getting cities right. In this context, UN-Habitat and its counterpart in China have agreed to work together to strengthen the international cooperation and experience sharing among cities in China and other countries, including the Belt and Road partner countries.

Devoirs et responsabilités

The overall role of this international consultant is to provide technical support to the implementation of the joint project by UN-Habitat and its Chinese counterpart on the Shanghai Global Award for Sustainable Development in Cities (Shanghai Award) and its related activities, including the Shanghai Manual. This includes carrying out technical work such as information collection, report writing, events organization, coordination with stakeholders of the project, etc.

The main duties of this international consultant will therefore be the following:

  • Provide technical guidance, materials and input for the elaboration of case studies in coordination with Chinese counterparts for the 2022 Shanghai Manual;
  • Provide written input on the development of the introduction and the special chapter for the 2022 Shanghai Manual;
  • Review and revise the first and final drafts of the 2022 Shanghai Manual, including support for the final production;
  • Coordinate with related experts, and collect and incorporate their feedback, to facilitate the internal review process of the 2022 Shanghai Manual;
  • Assist the application process of the Shanghai Award, including responding to the inquiries, sorting the applications received, supporting the initial technical review,
  • Prepare the technical materials for International Jury meeting, liaising with the members of International Jury and organizing the International Jury Review meeting;
  • Support the event organizations and prepare communications materials related to publicity events for the implementation of the Shanghai Manual and the Shanghai Award, including the awarding ceremony of the Shanghai Award 2022;
  • Identify and develop linkages and synergies between the Shanghai Award, Shanghai Manual and the Urban Agenda Platform;
  • Provide support to any other tasks assigned by the supervisor and partner of the project;

Deliverables and Outputs

  • Output 1: Case study materials and written input for the special chapter for the 2022 Shanghai Manual by UN-Habitat (estimated 20 workdays)
  • Output 2: The draft report for the 2022 Shanghai Manual including the introduction, thematic chapters and specialised chapter (estimated 35 workdays)
  • Output 3: Applications to the Shanghai Award 2022 sorted and shortlisted for technical review (estimated 25 workdays)
  • Output 4: Technical and communication materials supporting the International Jury review processes (estimated 20 workdays)
  • Output 5 Technical and communication materials supporting organization of the events of the 2022 Shanghai Award and Shanghai Manual (estimated 20 workdays)

Expected time frame of delivery of the services

The services are required no more than 6 months, till at latest (24 Jan 2023). 

Payment Level and Schedule

The payment level will be set by UNDP, in agreement with UN-Habitat, in accordance with the experience level of the selected candidate, following the daily fee rates established by UNDP China.

The following payment terms apply:

  • The first instalment of 20% of the agreed fee shall be made available upon UN-Habitat acceptance of Output 1 by the middle of August 2022.
  • The second instalment of 30% of the agreed fee shall be made available upon UN-Habitat acceptance of the draft of Output 2 by the end of Sep 2022.
  • The third instalment of 25% of the agreed fee shall be made available upon UN-Habitat acceptance of related materials under Output 3 and Output 4 by the middle of November 2022.
  • The final instalment of 25% of the agreed fee shall be made available upon completing all the work requested in this TOR, including the finalized documents of Output 2 and 5 by the beginning of January 2023 and the satisfactory acceptance thereof by UN-Habitat, as certified by its Regional Programme Division.

Qualifications et expériences requises

Education:

An advanced university degree (Master’s degree or equivalent) in urban planning or social sciences, such as communications, sociology, international development or equally relevant areas, or a first level degree in combination with two additional years of qualifying and very specifically relevant experience may be accepted instead of the advanced university degree.

Working experience:

  • A minimum of 3 years of progressive experience in the urban research and international development field is required.
  • Experience of working for an international organization and project development is required.
  • Experience of working with a Chinese government partner or working in the Chinese context is preferred.
  • Knowledge of urban best practices is strongly recommended.
  • Experience in report production on urban best practices and guidelines for sustainable urban development related areas is preferred.
  • Experience in coordinating with various stakeholders is desirable.

Language skills:

  • Proficiency in verbal and written English is required.
  • Knowledge of other UN languages would be an additional asset. 

Other skills:

  • Conceptual, analytical and evaluative skills to conduct independent research and the use of a variety of research sources.
  • Ability to work co-operatively with other staff and share experience.
  • Familiarity with the UN system
  • Excellent communications skills
  • Able to work under pressure in diverse environment with minimum supervision
  • Able to meet deadlines for reporting and all project work
